NLR Indonesia adalah organisasi non-profit nasional, anggota Aliansi NLR yang berfokus pada upaya untuk mewujudkan Indonesia bebas kusta dan konsekuensinya, termasuk mendorong inklusi dan partisipasi aktif orang yang pernah mengalami Kusta (OYPMK) serta orang dengan disabilitas dalam kegiatan pembangunan dan kegiatan politik, ekonomi, social dan budaya di masyarakat.

Hingga saat ini, Indonesia menempati peringkat ketiga di dunia dalam jumlah kasus kusta dan tidak ada penurunan signifikan dalam 16 tahun terakhir. Kusta yang tidak tertangani dapat berakibat kondisi disabilitas pada orang yang mengalaminya. Namun demikian, kusta merupakan penyakit menular yang bisa dicegah.
 
Sejak tahun 1975, Yayasan NLR Indonesia bekerjasama dengan Kementerian Kesehatan Republik Indonesia untuk mendukung program penanggulangan kusta di 8 provinsi di Indonesia dan 40 Kabupaten/Kota.
 
Saat ini, NLR Indonesia akan segera melaksanakan Proyek Comprehensive Zero Leprosy (Co-ZLP) dengan dukungan pendanaan dari Program ANCP DFAT Australia melalui The Leprosy Mission Australia (TLM-A). Proyek tersebut bertujuan untuk menurukan kasus baru kusta di dua kabupaten, yaitu Kabupaten Karawang dan Kabupaten Kuningan, Provinsi Jawa Barat, dengan menggunakan dua pendekatan yang komprehensif (Co-ZLP) yaitu Desa Sahabat Kusta (DESAKU) atau Leprosy Friendly Village (LFV) dan Penanggulangan Kusta di daerah Perkotaan atau Urban Leprosy (UL).  Kedua pendekatan tersebut  dikembangkan oleh NLR Indonesia dalam upaya menemukan dini kasus kusta, mencegah penularan, serta mengurangi stigma dan diskriminasi terhadap orang yang mengalami kusta. Proyek ini akan bekerjasama dengan Dinas Kesehatan Kabupaten Karawang dan Kabupaten Kuningan, Organisasi Perangkat Daerah (OPD)  terkait lainnya, klinik swasta, klinik Perusahaan, dokter praktek mandiri, Organisasi Profesi Kesehatan (IDI, IBI, PPNI, ASKLIN), serta para pemangku kepentingan lain yang terkait.
 
Untuk melaksanakan proyek Co-ZLP tersebut, kami sedang mencari beberapa staf full time untuk ditempatkan di kabupaten-kabupaten intervensi proyek untuk jangka waktu 1 tahun dengan kemungkinan untuk diperpanjang. Silakan mengacu pada lowongan kerja terlampir.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis. 

The German Development Agency GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise supporting the German government in promoting international cooperation for sustainable development and international education work. GIZ's main commissioning party is the Federal Ministry for Economic Cooperation and Development (BMZ) along with a number of other German Government agencies and international clients include the European Union, bilateral and private sector donors, and multilateral funding institutions. 

In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ), and multilateral funding from Green Climate Fund (GCF) for implementing the project "Land-based Mitigation and Adaptation Through Jurisdictional Approach in West Kalimantan". 

After receiving approval within GCF board meeting for the cross-cutting project, GIZ is now preparing for implementing the project cooperation with respective ministry and province authority. The envisioned cross-cutting project will support the implementation of the Indonesian social forestry initiative and the REDD+ strategy to contribute to the achievement of the FoLU Net Sink target by targeting the main drivers and underlying causes of deforestation and forest degradation. The Project improves forest and land-based governance, strengthens forest management units, implements and upscales social forestry models and community territories, and promotes sustainable agricultural business practices in existing smallholders through collaborations.

The project objectives are to achieve a paradigm shift through a landscape approach to forest and land management to foster low emission and climate resilient sustainable development pathway balancing protection and production. The project will focus on the following three components: (1) Strengthening the institutional regulatory framework for climate informed landscape planning, (2) Scaling up of climate-resilient and low-emission agricultural and agroforestry practices, (3) Implementing community-based forest and landscape management. Implementation of the project at West Kalimantan Province to be decentralised in 5 (five) regencies; Kapuas Hulu, Sintang, Ketapang, Sanggau and Kubu Raya. 

For this reason, we seek a qualified Indonesian candidate for the following position:

 

Monitoring and Evaluation Specialist 

 

A.    Core tasks 

In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, in particular regarding the monitoring and evaluation of programs or projects. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission's outcomes. You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.

 

You are responsible for creating and implementing a monitoring and evaluation (M7E) system for the given program of project. You are responsible on an ongoing basis for collecting, preparing and providing all relevant data and supporting the programs and projects in their strategic orientation and operational planning.

 

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.

 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.

 

You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act.

B.    Tasks

 

  • In charge of consolidating project planning supported by monitoring data of a diverse team of consultants, grantees, and interns, while ensuring adherence to GIZ policies and procedures
  • Development and implement the M&E system, conduct monitoring project progress, links M&E data to outreach documents and recommends management actions, especially rendered to the needs of GCF
  • Supports exchange with various stakeholders, including government, NGOs, academia, CSOs, international organizations, and communities through the provision of monitoring data. Facilitates data exchange and prepares documentation, and manages information flow between project staff and parties.
  • Supports outreach and knowledge management by contributing to knowledge products (reports, guidelines, modules, web content, newsletter, promotional materials, etc) and documenting project activities through various media.
  • In charge to organize and conduct field monitoring, contribute progress reports to ensure program quality and compliance with output indicators, and periodically contributes to project reporting, monitoring, and evaluation.
  • Contributes to cross-strategic component area activities at the sub-national level to achieve the projects objectives and assists the Commision Manager or Resilient Nature Cluster Coordinator with project management duties
  • Ensures project implementation aligns with strategic plans, and the implementation of GIZ corporate strategy. Performs other duties and tasks as assigned 

C.    Required qualifications, competences and experience 
  • Bachelor/Master's Degree in a relevant field (e.g. geography, statistics, forestry, environmental science), with a specific focus in monitoring and evaluation, results-based management, or / and data science.
  • Minimum 3 years of professional experience in monitoring and evaluation of development project or result based management
  • Understood in participatory, gender approach in M&E, stakeholder engagement and networking
  • Strong report writing, facilitation and communication skills.
  • Ability to work independently with limited resources and proficiency in English and Bahasa.
  • Ability to work effectively in diverse cultural contexts, particularly in West Kalimantan region

About Position
Research, Monitoring, and Evaluation (RME) Manager is a key leadership role responsible for steering YCAB Foundation's evidence-based approach to social impact. This individual will be a seasoned RME professional who combines daily operational management with a strong strategic vision for the unit.
The core mandate of this role is to transform the RME unit from a data-gathering function into a strategic partner that actively informs program design, drives continuous improvement, and clearly articulates our impact. The successful candidate will develop and implement robust frameworks for monitoring, evaluation, and knowledge management, ensuring that rigorous research and data analysis are at the heart of our decision-making. This position is critical for enhancing program effectiveness, fostering a culture of learning, and strengthening our accountability to the communities we serve, our partners, and our donors.
Responsibilities :
  1. Strategic Leadership & RME Framework Development
  • Develop and implement a comprehensive RME strategy that is fully aligned with YCAB Foundation's Premise of Change and overarching impact goals.
  • Design and manage integrated RME frameworks and systems for all programs, ensuring consistent and high-quality data collection, analysis, and reporting.
  • Champion a data-driven culture across the organization, transforming the RME unit into an essential strategic advisor for program and executive leadership.
  • Lead the annual and long-term planning for the RME unit, including budgeting and resource allocation.
  1. Rigorous Research, Evaluation, and Impact Analysis
  • Design and conduct rigorous research and evaluation studies, including baseline/endline surveys, impact assessments, and thematic research to identify "what works."
  • Lead the implementation of advanced impact measurement methodologies, such as Social Return on Investment (SROI) analyses, to quantify the value of our interventions.
  • Analyze both quantitative and qualitative data to generate actionable insights and recommendations for program improvement and strategic pivots.
  1. Knowledge Management & Organizational Learning
  • Establish and oversee a best-in-class knowledge management system to systematically capture, analyze, and disseminate lessons learned and best practices from across all programs.
  • Facilitate a continuous learning loop, ensuring that insights from RME findings are actively used to inform the design of new initiatives and the adaptation of existing ones.
  • Prepare and present compelling, insight-driven reports and presentations for internal and external stakeholders, including the management team, board, donors, and partners. Translate between technical teams and non-technical staff to bridge communication gaps.

  • Ensure the highest standards of data quality and integrity across all programs, overseeing data validation processes and the maintenance of a centralized data management system.
  • Continuously identify and implement improvements to RME methodologies, tools, and technologies to enhance efficiency and the quality of insights.

  • Lead, mentor, and build the capacity of the RME team, fostering a culture of excellence, critical thinking, and continuous professional development.

Requirements
  • A bachelor's degree in Economics, Statistics, Public Policy, Public Health, Social Sciences, or a related field with extensive relevant experience will be considered.
  • A minimum of 8-10 years of professional experience in monitoring, evaluation, and research within the international development, philanthropy or non-profit sector, with at least 3-5 years in a management or leadership capacity.
  • Proven track record of designing and implementing comprehensive RME frameworks and systems for complex, multi-faceted programs.
  • Demonstrated experience in a wide range of quantitative and qualitative research methodologies, including survey design, statistical analysis, and impact evaluation techniques.
  • Experience with advanced impact measurement methodologies (e.g., SROI, randomized controlled trials) is a significant asset.
  • Proven ability to translate complex data and research findings into clear, actionable insights for a non-technical audience.
  • Experience in developing and managing knowledge management systems.
  • Strong leadership and strategic thinking skills, with the ability to elevate the RME function to a strategic level.
  • Advanced proficiency in statistical analysis software (e.g., SPSS, Stata, R) and data visualization tools (e.g., Tableau, Power BI) will be highly considered.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Outstanding written and verbal communication skills, with the ability to craft compelling narratives from data.
  • Strong project management skills, with the ability to manage multiple priorities and deadlines effectively.
  • Fluency in both English and Bahasa Indonesia (written and spoken) is required.

Tanoto Foundation is pleased to announce the release of Request for Proposals (RFP No. 650/TF-JKT/VIII/2025) to identify an Implementing Agency for the FAASTER Program (Foundational Literacy and Numeracy Improvement through Systematic, Timely, and Cost-Effective Data-Driven Decision Making).

The FAASTER Program is a multi-year initiative (October 1, 2025 – December 31, 2029) designed to enhance foundational literacy and numeracy (FLN) outcomes among early grade students across 10 districts in 4 provinces (selected from five Tanoto Foundation partner provinces: North Sumatra, Riau, Jambi, Central Java, and East Kalimantan). The program will integrate structured pedagogy, technology-enabled diagnostics, data-informed decision-making, and capacity strengthening for teachers, school leaders, and local government stakeholders.

Dengan pendekatan holistik yang menggabungkan pencegahan, perawatan, rehabilitasi bersumberdaya masyarakat (RBM), dan advokasi kebijakan, NLR Indonesia berupaya memastikan bahwa tidak ada seorang pun yang tertinggal dalam pembangunan, termasuk mereka yang hidup dengan kusta maupun disabilitas.
 
Indonesia masih menghadapi tantangan besar dalam mendorong inklusi anak dan remaja penyandang disabilitas (Children and Youth with Disabilities/CYWDs), khususnya di wilayah pedesaan dan daerah kurang terlayani. Walaupun kebijakan nasional sudah ada, kesenjangan implementasi tetap lebar, terutama dalam akses pendidikan, kesehatan, penghidupan, dan partisipasi sosial. Stigma, norma sosial, ketidaksetaraan gender, serta keterbatasan infrastruktur dan anggaran semakin memperburuk situasi, terutama bagi anak dan remaja perempuan dengan disabilitas.
 
Untuk menjawab tantangan ini, NLR Indonesia dengan dukungan Liliane Fonds memprakarsai Building Effective Networks (BEN). Proyek ini berfokus pada penguatan kolaborasi sistemik antar-aktor masyarakat sipil, pemerintah, organisasi penyandang disabilitas (DPO), sektor swasta, media, dan komunitas di tingkat nasional hingga lokal. Sasaran utama BEN adalah anak dan remaja penyandang disabilitas—termasuk mereka yang pernah mengalami kusta—hingga usia 25 tahun, terutama yang hidup dalam kemiskinan.

Visi BEN adalah "Masa depan di mana setiap anak dan remaja dengan disabilitas, termasuk mereka yang terdampak kusta—tanpa memandang gender, usia, atau jenis disabilitas—dapat hidup bermartabat, mencapai potensi penuh, dan sepenuhnya inklusif dalam masyarakat."

Berdasarkan landasan tersebut, Theory of Change mengidentifikasi tujuh jalur perubahan utama yang mendorong transformasi. Jalur-jalur ini merepresentasikan area intervensi kritis yang diperlukan untuk mengatasi hambatan, memajukan inklusi, dan meningkatkan kualitas hidup anak dan remaja dengan disabilitas. Setiap jalur terhubung dengan satu atau lebih domain dalam kerangka RBM, serta menyasar faktor pengungkit perubahan di tingkat individu, komunitas, dan sistem untuk memastikan dampak yang berkelanjutan.
 
Keempat Foundational Strategy akan dipersiapkan dan dikembangkan selama fase transisi (Juli–Desember 2025), sehingga proyek BEN dapat berjalan efektif sesuai dengan jalur perubahan (pathway) dan hasil (outcome) yang telah ditetapkan dalam kerangka proyek multi-tahunan.
 
Untuk mendukung Proyek BEN, NLR Indonesia membuka kesempatan kerja dengan posisi berikut:

1. BEN Project Grant Officer – kode: BGO

Peran Utama
Grant Officer bertanggung jawab memastikan manajemen pengelolaan hibah yang transparan, akuntabel, dan sesuai aturan donor dalam proyek BEN. Tugas mencakup identifikasi dan assessment organisasi, penyusunan dan pengelolaan anggaran, pemantauan pengeluaran, mendukung mitra lokal dalam perencanaan serta pelaporan keuangan, serta memastikan kepatuhan donor melalui laporan yang tepat waktu dan berkualitas. Posisi ini juga berkontribusi pada pengembangan proposal dan fundraising untuk mendukung keberlanjutan program.

Status: PKWT (Full-Time Staff)
Lokasi Penempatan: Kantor (Jakarta) dengan perjalanan lapangan sesuai kebutuhan
Durasi: Agustus-Desember 2025 (kontrak tahunan, dengan kemungkinan perpanjangan)

Tanggung Jawab Kunci:
  • Menyusun, merevisi, dan memantau anggaran proyek bersama tim program dan keuangan.
  • Melakukan asesmen organisasi mitra (organizational assessment) untuk menilai kapasitas keuangan dan operasional, mengidentifikasi area perbaikan, serta menyusun rencana aksi bersama.
  • Memberikan dukungan teknis keuangan bagi organisasi mitra, termasuk pelatihan dan mentoring.
  • Menyiapkan laporan keuangan donor (bulanan, triwulan, tahunan) sesuai format dan ketentuan donor.
  • Memantau kepatuhan mitra terhadap perjanjian hibah, prosedur organisasi, dan standar etika.
  • Mengidentifikasi risiko keuangan serta menerapkan kontrol internal untuk mencegah penyalahgunaan dana.
  • Berkontribusi pada penyusunan anggaran proposal dan dukungan engagement dengan donor.

Kualifikasi dan Kompetensi:
  • Pengalaman 3–5 tahun dalam grant management, donor reporting, atau koordinasi kemitraan di sektor pembangunan/kemanusiaan.
  • Terbiasa bekerja dengan CSO, DPO, atau organisasi komunitas; pengalaman di isu disabilitas/CBR menjadi keunggulan.
  • Kemampuan kuat dalam perencanaan dan pengelolaan anggaran, pelaporan donor, serta pendampingan mitra.
  • Keterampilan komunikasi, negosiasi, dan koordinasi yang baik; mahir Microsoft Excel & Word.
  • Sikap proaktif, kolaboratif, berintegritas tinggi, serta berkomitmen pada prinsip inklusi dan akuntabilitas.
  • Menguasai Bahasa Indonesia dan Bahasa Inggris dengan sangat baik (khususnya laporan donor).
  • Bersedia melakukan perjalanan ke lokasi proyek.
  • Kandidat penyandang disabilitas dan OYPMK sangat didorong untuk melamar.

2. BEN Project MEL Officer – kode: BMO

Peran Utama
MEL Officer bertanggung jawab merancang, mengimplementasikan, dan menyempurnakan sistem Monitoring, Evaluation, and Learning (MEL) proyek BEN. Peran ini memastikan data program dikumpulkan dan dianalisis secara sistematis, digunakan untuk pengambilan keputusan, serta menghasilkan pembelajaran untuk perbaikan berkelanjutan. MEL Officer juga mendorong pendekatan MEL yang partisipatif, inklusif, serta sensitif pada isu safeguarding dan etika penelitian.
 
Status: PKWT (Full-Time Staff)
Lokasi Penempatan: Kantor (Jakarta) dengan perjalanan lapangan sesuai kebutuhan
Durasi: Agustus-Desember 2025 (kontrak tahunan, dengan kemungkinan perpanjangan)
 
Tanggung Jawab Kunci:
  • Mendesain dan menggunakan alat MEL yang partisipatif dan ramah disabilitas.
  • Mengkoordinasikan studi baseline, midline, dan endline dengan mitra/ahli.
  • Memastikan kualitas data lapangan, analisis, visualisasi, dan pelaporan donor.
  • Memfasilitasi refleksi, pembelajaran, dan review rutin bersama mitra dan pemangku kepentingan.
  • Mendokumentasikan cerita perubahan, praktik baik, dan produk pengetahuan.
  • Memperkuat kapasitas mitra (CSO/DPO, forum orang tua, jaringan pemuda) dalam MEL partisipatif.
  • Memastikan integrasi safeguarding, etika, dan perlindungan data dalam seluruh proses MEL.

Kualifikasi dan Kompetensi:
  • Pengalaman 3–5 tahun di bidang monitoring, evaluasi, learning, atau knowledge management pada program pembangunan/ kemanusiaan/ inklusif disabilitas.
  • Pengalaman menyusun kerangka MEL, indikator, serta melakukan studi baseline/endline.
  • Keterampilan analisis data (Excel, KoboToolbox, Power BI, SPSS) dan penulisan laporan.
  • Pengetahuan tentang ToC, logframe, RBM, serta prinsip etika dalam pengumpulan data.
  • Sikap reflektif, inklusif, proaktif, dengan komitmen pada transparansi dan akuntabilitas.
  • Menguasai Bahasa Indonesia dan Bahasa Inggris dengan sangat baik (khususnya laporan donor).
  • Bersedia melakukan perjalanan rutin ke lokasi proyek.
  • Kandidat penyandang disabilitas dan OYPMK sangat didorong untuk melamar.

3. BEN Project CBR Officer – kode: CBO

Peran Utama
CBR Officer akan bertanggung jawab secara teknis dalam merancang, melaksanakan, dan mengevaluasi intervensi pemberdayaan serta penghidupan inklusif bagi penyandang disabilitas dalam kerangka Community-Based Rehabilitation (CBR) dan Community-Based Inclusive Development (CBID). Posisi ini berfokus pada penguatan kapasitas, standarisasi pendekatan CBR/CBID, serta mendorong partisipasi bermakna anak muda dengan disabilitas dan OYPMK dalam pembangunan inklusif.
 
Status: Consultant Based
Lokasi Penempatan: Kantor (Jakarta) dengan perjalanan lapangan sesuai kebutuhan
Durasi: Agustus-Desember 2025 (kontrak tahunan, dengan kemungkinan perpanjangan)
 
Tanggung Jawab Kunci:
  • Mengintegrasikan prinsip Safeguarding dan Do No Harm dalam seluruh aktivitas serta memastikan lingkungan yang aman dan inklusif bagi penyandang disabilitas dan OYPMK (khususnya anak dan remaja).
