The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis.
The German Development Agency GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise supporting the German government in promoting international cooperation for sustainable development and international education work. GIZ's main commissioning party is the Federal Ministry for Economic Cooperation and Development (BMZ) along with a number of other German Government agencies and international clients include the European Union, bilateral and private sector donors, and multilateral funding institutions.
In the context of the bilateral cooperation between the Government of Germany and the Government of Indonesia, GIZ has received a new commission from the Federal Ministry for Economic Cooperation and Development (BMZ), and multilateral funding from Green Climate Fund (GCF) for implementing the project "Land-based Mitigation and Adaptation Through Jurisdictional Approach in West Kalimantan".
After receiving approval within GCF board meeting for the cross-cutting project, GIZ is now preparing for implementing the project cooperation with respective ministry and province authority. The envisioned cross-cutting project will support the implementation of the Indonesian social forestry initiative and the REDD+ strategy to contribute to the achievement of the FoLU Net Sink target by targeting the main drivers and underlying causes of deforestation and forest degradation. The Project improves forest and land-based governance, strengthens forest management units, implements and upscales social forestry models and community territories, and promotes sustainable agricultural business practices in existing smallholders through collaborations.
The project objectives are to achieve a paradigm shift through a landscape approach to forest and land management to foster low emission and climate resilient sustainable development pathway balancing protection and production. The project will focus on the following three components: (1) Strengthening the institutional regulatory framework for climate informed landscape planning, (2) Scaling up of climate-resilient and low-emission agricultural and agroforestry practices, (3) Implementing community-based forest and landscape management. Implementation of the project at West Kalimantan Province to be decentralised in 5 (five) regencies; Kapuas Hulu, Sintang, Ketapang, Sanggau and Kubu Raya.
For this reason, we seek a qualified Indonesian candidate for the following position:
Monitoring and Evaluation Specialist
A. Core tasks
In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, in particular regarding the monitoring and evaluation of programs or projects. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission's outcomes. You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
You are responsible for creating and implementing a monitoring and evaluation (M7E) system for the given program of project. You are responsible on an ongoing basis for collecting, preparing and providing all relevant data and supporting the programs and projects in their strategic orientation and operational planning.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility based on existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act.

B. Tasks
- In charge of consolidating project planning supported by monitoring data of a diverse team of consultants, grantees, and interns, while ensuring adherence to GIZ policies and procedures
- Development and implement the M&E system, conduct monitoring project progress, links M&E data to outreach documents and recommends management actions, especially rendered to the needs of GCF
- Supports exchange with various stakeholders, including government, NGOs, academia, CSOs, international organizations, and communities through the provision of monitoring data. Facilitates data exchange and prepares documentation, and manages information flow between project staff and parties.
- Supports outreach and knowledge management by contributing to knowledge products (reports, guidelines, modules, web content, newsletter, promotional materials, etc) and documenting project activities through various media.
- In charge to organize and conduct field monitoring, contribute progress reports to ensure program quality and compliance with output indicators, and periodically contributes to project reporting, monitoring, and evaluation.
- Contributes to cross-strategic component area activities at the sub-national level to achieve the projects objectives and assists the Commision Manager or Resilient Nature Cluster Coordinator with project management duties
- Ensures project implementation aligns with strategic plans, and the implementation of GIZ corporate strategy. Performs other duties and tasks as assigned
- Bachelor/Master's Degree in a relevant field (e.g. geography, statistics, forestry, environmental science), with a specific focus in monitoring and evaluation, results-based management, or / and data science.
- Minimum 3 years of professional experience in monitoring and evaluation of development project or result based management
- Understood in participatory, gender approach in M&E, stakeholder engagement and networking
- Strong report writing, facilitation and communication skills.
- Ability to work independently with limited resources and proficiency in English and Bahasa.
- Ability to work effectively in diverse cultural contexts, particularly in West Kalimantan region

- Analyze both quantitative and qualitative data to generate actionable insights and recommendations for program improvement and strategic pivots.
- Knowledge Management & Organizational Learning
- Establish and oversee a best-in-class knowledge management system to systematically capture, analyze, and disseminate lessons learned and best practices from across all programs.
- Facilitate a continuous learning loop, ensuring that insights from RME findings are actively used to inform the design of new initiatives and the adaptation of existing ones.
- Prepare and present compelling, insight-driven reports and presentations for internal and external stakeholders, including the management team, board, donors, and partners. Translate between technical teams and non-technical staff to bridge communication gaps.
- Data Integrity and System Enhancement
- Ensure the highest standards of data quality and integrity across all programs, overseeing data validation processes and the maintenance of a centralized data management system.
- Continuously identify and implement improvements to RME methodologies, tools, and technologies to enhance efficiency and the quality of insights.
- Team Leadership & Capacity Building
- Lead, mentor, and build the capacity of the RME team, fostering a culture of excellence, critical thinking, and continuous professional development.
- Develop and deliver training sessions for program staff on data collection, data quality, and the importance of RME in achieving programmatic goals, thereby building data literacy across the foundation.
- A bachelor's degree in Economics, Statistics, Public Policy, Public Health, Social Sciences, or a related field with extensive relevant experience will be considered.
- A minimum of 8-10 years of professional experience in monitoring, evaluation, and research within the international development, philanthropy or non-profit sector, with at least 3-5 years in a management or leadership capacity.
- Proven track record of designing and implementing comprehensive RME frameworks and systems for complex, multi-faceted programs.
- Demonstrated experience in a wide range of quantitative and qualitative research methodologies, including survey design, statistical analysis, and impact evaluation techniques.
- Experience with advanced impact measurement methodologies (e.g., SROI, randomized controlled trials) is a significant asset.
- Proven ability to translate complex data and research findings into clear, actionable insights for a non-technical audience.
- Experience in developing and managing knowledge management systems.

Tanoto Foundation is pleased to announce the release of Request for Proposals (RFP No. 650/TF-JKT/VIII/2025) to identify an Implementing Agency for the FAASTER Program (Foundational Literacy and Numeracy Improvement through Systematic, Timely, and Cost-Effective Data-Driven Decision Making).
The FAASTER Program is a multi-year initiative (October 1, 2025 – December 31, 2029) designed to enhance foundational literacy and numeracy (FLN) outcomes among early grade students across 10 districts in 4 provinces (selected from five Tanoto Foundation partner provinces: North Sumatra, Riau, Jambi, Central Java, and East Kalimantan). The program will integrate structured pedagogy, technology-enabled diagnostics, data-informed decision-making, and capacity strengthening for teachers, school leaders, and local government stakeholders.
