Sunda Banda Program Director

The Sunda-Banda Ecoregion is one of Konservasi Indonesia's geographical focusses that encompasses Fisheries Management Areas (WPP) 713, 714, 715, 718, and 573, the important fishing grounds of Indonesia. It is bordered by the provinces of Bali, NTB, NTT, Maluku, SE-Sulawesi, and S-Sulawesi. The government of Indonesia (GOI) has decided to promote sustainable quota-based fisheries, responsible aquaculture, areas conservation (MPA), and species conservation practices in the region. Konservasi Indonesia collaborates with the governments and communities to implement marine conservation programs in this ecoregion.

 

This position responsible for all aspects of programs, including strategy and design, planning, budgeting, staffing, capacity building and relationship management in Sunda Banda region. The position is a fulltime, multi-year assignment but based on annual contract and performance evaluation. The director will base in Kupang with frequent travels to project sites. In the planning and execution of field programs, the director will work with the local government agencies, communities, resource users, local NGOs, privates, and universities.


KEY RESPONSIBILITIES

Program Development

        Develop ecoregion program strategy and project proposals to achieve KI impact targets.

        Align or integrate Konservasi Indonesia's programs with the sub-national government agencies by earnestly account local aspiration, desires, targets, and objectives.

        Participate in KI program strategic planning and fund-raising

 

Program Implementation and Monitoring

        Ensure field program implementations are consistent with the plans and comply with donor's requirement, including proper burn rate by conducting regular monitoring and surveillance.

        Communicate the programs to local stakeholders, particularly local government agencies, and seek for their supports in effective program implementation.

        Work with KI executive team to ensure adequate supply of tools and equipment as well as efficient operational process in field program execution.

        Coordinate with M&E team to monitor and evaluate program implementation to provide feedback for the next program planning.

        Provide regular and necessary reports to the Konservasi Indonesia's executive team.

 

Supervision and Staff Development

        Work with the Human Resource Director to hire adequate staffs for program implementation.

        Provide day-to-day strategic and technical direction and advice to local managers, coordinators, staffs.

        Oversee and supervise staffs to develop and walk on the periodic (annual) workplan.

        Formulate and organize training and enhancement programs to improve staff capacity.

 

 

Policy and Partner Engagement.

        Based on the findings and output of the field programs, work with Konservasi Indonesia's science and policy team to provide policy inputs and recommendations to governments to improve regional conservation policies.

        Interface local conservation aspirations with the national government and help communicate national conservation policies to the local stakeholders. 

        Build collaborative and productive relationships with partners in Sunda Banda ecoregion and other relevant partners.

 

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

·       Manage a large or highly-visible program. 

·       Fully accountable for the program's budget and human resources.   

·       Effectively manage, engage, and motivate direct reports.  

·       Provide mentoring, coaching and directions to his/her team

·       Host regular three-monthly meeting (at least) with all employee to provide feedback and sharing information

·       From time to time, the director may lead engagements with sub-national and national governments of Indonesia, industry, and local community stakeholders

 

QUALIFICATIONS

·       Bachelor's Degree and at least 15 years or more related work experience.  Advanced degree preferred.

·       7 year or more related work experience of broad conservation program, including demonstrated ability to function as an agent of change, strategy development, and program management. 

·       5 or more years of managerial experience and leading cross-organizational teams. 

·       Proven ability to fundraise and network, develop and maintain partnerships across a range of stakeholders. 

·       Ability to work creatively and resourcefully within a determined budget and within the public/private framework.

·       Ability to write reports to the government and donors.

·       Ability to efficiently respond to questions from the government, communities, and other stakeholders

·       Ability to define problems, collect data, establish facts, and present viable solutions.

·       Excellent communication/interpersonal and conflict resolution skills; solution orientation.

·       Computer literacy in Microsoft Word, Excel, PowerPoint, email and internet applications

·       Demonstrated competency in field team management and multi stakeholder facilitation in a multicultural environment

·       Fluency in English required.

·     Project/Program Management. Demonstrated ability to manage and successfully execute multiple projects, initiatives and workstreams with varying degrees of complexity and at multiple scales. Knowledge and skill in project/program performance assessment, measurement, and reporting.

·     Fundraising & Development. Demonstrated ability to fundraise with governments, foundations, and private individuals, and experience managing program budgets with numerous sub-grantees and partners.

·     Language Proficiency. Fluency in both spoken and written English and Bahasa Indonesia.

 

 

WORKING CONDITIONS

·     This position may require domestic and international travel (30% or more) as well as communication at different time zones. 

·     Ability to work in remote locations or under difficult working conditions.

Tugas dan Tanggung Jawab:

 

Manajemen Strategis

  • Memimpin strategi keuangan, perencanaan, dan keberlanjutan yang selaras dengan rencana 3 tahun GPSEA.
  • Memberikan saran kepada Dewan Direksi dan Tim Manajemen Senior (SMT) mengenai risiko dan peluang keuangan jangka panjang.

Akuntansi, Laporan Keuangan, Perencanaan Keuangan, dan Analisis

  • Mengawasi sistem akuntansi GPSEA untuk memastikan data keuangan dicatat dan dipelihara sesuai dengan GAAP, IAS, dan standar audit.
  • Mengembangkan dan menerapkan model dan laporan peramalan keuangan untuk memastikan posisi keuangan konsolidasi yang tepat waktu dan memadai bagi pengambilan keputusan oleh Dewan Direksi dan SMT.
  • Mereview dan mengkoordinasikan peramalan anggaran dan proyeksi perencanaan GPSEA untuk pendapatan dan pengeluaran.
  • Memimpin dan mengorganisir proses penyusunan anggaran tahunan.
  • Menerapkan sistem keuangan yang efisien dan pengendalian internal untuk memastikan kepatuhan terhadap prosedur dan kebijakan keuangan.
  • Memberikan pengawasan keuangan atas investasi penggalangan dana, memastikan alokasi sumber daya yang strategis untuk memaksimalkan pertumbuhan pendapatan dan keberlanjutan.

BACKGROUND

YPII with funded by the EU, will implement the Voice for Equality project; empowering Civil Society Organization (CSO) in Indonesia for Gender Base Violence (GBV) prevention and response. This project aims to strengthen the capacity and enabling environment for CSOs in advancing women's and girls' agency, transforming harmful gender norms, rebalancing power relations, and building effective, inclusive, and community-rooted prevention and response mechanisms against GBV.

  • Women's groups will be empowered to expand Integrated Service Centers and launch local campaigns, addressing structural barriers such as economic dependency and stigma.
  • Youth groups, particularly girls and young men, will engage in educational campaigns, leadership training, and extracurricular activities focused on GBV, Sexual and Reproductive Health and Rights (SRHR), online safety, and positive masculinities.
  • Local CSOs will receive tailored support to deliver GBV services to underserved, remote communities.
  • People with disabilities and LGBTQIA+ groups will be included through inclusive service design and targeted CSO training to address their unique vulnerabilities.

This project will work with partner KAPAL Perempuan and 10 other CSOs across Indonesia. Which has the experience program related to child protection and GBV.


ROLE PURPOSE

The Monitoring, Evaluation, and Research (MER) specialist will support and assist the Project Manager, Project coordinator, and partner (KAPAL Perempuan) to organize the project MER, develop and maintain the project MER framework, and support the project team in producing monthly, quarterly and annual reports in the implementation and the achievement of the project objectives, which based on the agreed MER framework with the donor. S/he is responsible for successful impact measurement of the project and growing the project portfolio as well as providing high-quality data to support the achievement of the project.


The MER Specialist plays a key role in supporting by providing technical advice to the project manager and coordinator, and partner, in monitoring, evaluation, and reporting, based on the Plan and donor's compliance to ensure the project meets their goals and adheres to regulations. S/he will be responsible for supporting the design, implementation, and continuous improvement of systems that track program and project performance and impact. This role ensures the project can generate high-quality data to inform strategic decision-making, enhance accountability, and support learning across the organization. The MER specialist will work closely with program development and program implementation teams to support the development of indicators, data collection tools, evaluations, and reports for internal and external stakeholders. The role is essential in providing support to ensure that programs are evidence-based, results-driven, and aligned with organizational goals and donor requirements.


DIMENSIONS OF THE ROLE

  • The MER Specialist will report directly to the Program Support Unit (PSU) Team Leader.
  • S/he will work closely with the program manager and project team to ensure all the projects align with internal procedures
  • S/he will work closely with the partner (KAPAL Perempuan) to ensure all the achievements based on agreed outputs and outcomes. Furthermore, the MER specialist will train the partner regarding MER
  • Support the Project Manager to develop and maintain operational project MER Framework, Indicator Tracking Table, PMERL, and annual plan.
  • Support the Project Manager to manage project archiving, lessons learnt, and stories of change and sustainability of the project
  • Support the Project Manager with the high-quality data and evidences to conduct the advocacy activities both national and local level.
  • Together with the Project Manager, be responsible for monitoring the implementation of the project that is managed by partners
  • Support the Project Manager in producing good-quality project monthly, quarterly, and annual reports.
  • Represent YPII in exchange of information and community of practice forums and events at the National, Regional, and Global level as requested by PSU team leader, program manager, project manager.


TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  • Bachelor's degree in Statistics, Research Methodology, Business Management, Environment/other relevant field.
  • At least 5 years of experience working on MER-related works, with a strong GEDSI perspective, is a must
  • Strong understanding of MER-related knowledge of EU standards and procedures
  • Experience in conducting monitoring and evaluation data collection and analysis, delivering on obligations, and a good awareness of project requirements and priorities
  • Understanding of various M&E methodologies, including quantitative and qualitative data collection techniques and data analysis.
  • Experience in delivering training on data, database management, and report writing.
  • Good analytical skills, well-informed about methods to capture change/results of project implementation.
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with youth groups and professionals.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing.
  • Able to work both in a team and independently with minimum supervision.
  • Ability to work to tight deadlines, under pressure, and to multitask.

  • Youth groups, particularly girls and young men, will engage in educational campaigns, leadership training, and extracurricular activities focused on GBV, Reproductive Health and Rights (SRHR), online safety, and positive masculinities.
  • Local CSOs will receive tailored support to deliver GBV services to underserved, remote communities.
  • People with disabilities and LGBTQIA+ groups will be included through inclusive service design and targeted CSO training to address their unique vulnerabilities.

This project will work with partner KAPAL Perempuan and 10 other CSOs across Indonesia. Which has an experience program related to child protection and GBV.


ROLE PURPOSE

The Project Coordinator will support and assist the Project Manager in the implementation and achievement of the project objectives based on the target achievement that has been agreed upon by all stakeholders, including the donor. S/he also supports the partner in implementing the project as well as advocacy at the provincial and local levels. S/he is responsible for the successful implementation of the project and growing the project portfolio.


DIMENSIONS OF THE ROLE

  • The post holder reports to the Project Manager
  • Support the Project Manager to manage the project planning, implementation, budgeting, and monitoring and evaluation.
  • Assist and support the partner regarding project implementation
  • Conduct advocacy at the provincial and local level, as well as working closely with partners to create stories and any advocacy materials
  • Ensuring all the project documents are well archived
  • Support the Project Manager and the communication specialist to develop communication material to promote the project achievements
  • Work closely with Program Support Unit (PSU) to build the portfolio of projects


TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  • Bachelor's degree in Education Sector/Social Welfare/Community Development/others relevant fields
  • At least 3 years of experience working on project management funded by EU or any major donor, preferably in GEDSI or child protection, both in development and humanitarian settings, is a plus
  • Experience in managing project day-to-day implementation, delivering on obligations, and a good awareness of project requirements and priorities.
  • Experience in capacity building for government, NGOs/CSOs, youth community, disability group, women's group
  • Good analytical skills, well-informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research, and government
  • Demonstrated experience working with governments closely and effectively.
  • Able to speak and write in English well (Preferably)
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing
  • Possess good judgement to deal with conflict
  • Able to work both in a team and independently with minimum supervision,
  • Ability to work under tight deadlines, under pressure
  • Commitment to Safeguarding and Child Center Community Development (CCCD) implementation
  • Commitment to fraud awareness policy


Location: The post holder will be based in Nagekeo, Nusa Tenggara Timur.
