The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "Transformation of Agricultural and Food Systems". On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities play an important role in rural development in many developing and emerging countries, forming the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. To address these challenges, the program implements the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

With additional resources from the State Secretariat for Economic Affairs of Switzerland (SECO) through the Sustainable Landscape Program Indonesia (SLPI) and the partnership with Tanah Air Lestari (TAL) and Proforest, SASCI+ supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (SUSTAIN Kutim). Building on the success of previous projects, SUSTAIN Kutim aims to facilitate the sustainability transformation of East Kutai District in palm oil and rubber production, to benefit local communities, primary producers, workers, and the East Kutai District Government. GIZ's contribution to SUSTAIN Kutim is planned for three years and comprises the following outputs:

  • Foundational elements (Work Package-1): Kutai Timur District Government manages a functioning multistakeholder platform with active members, representing the interests of local communities, smallholders, workers, and businesses in the focused value chains (palm oil, natural rubber), financiers, and civil society organizations.
  • Tenurial and operational legalities (Work Package-3): The strengthened tenurial and operational legalities of local communities and smallholders improve business certainty for primary producers and incentivize sustainable land use in the priority sub-districts.
  • Sustainable production (Work Package-4): Smallholders and companies in the priority sub-districts implement sustainability principles.
  • Sustainable Public Finance Mechanism (Work Package-5&6): Diagnostic Study and Improvement of Public Finance Mechanism for Sustainable Landscape approach 

GIZ is recruiting an advisor to lead the implementation of Work Package-3: 

Agriculture Advisor on Land Tenure and Conflict Mediation

(Job Title in SAP: Advisor) 

A.    Core Tasks 

In your role, you are responsible for the technical, substantive and organizational implementation of a project's measure and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in band 2 and 3 and ensure the quality of the commission's outcomes. 

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. 

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company. 

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required. 

B.    Main Activities 

  • Support the strategic and operational planning of the project, focusing onland tenure and conflict mediation for sustainable jurisdiction transformation
  • Provide technical advice on land tenure management in the district and manage capacity development activities of the East Kutai District Government and related stakeholders
  • Strengthen and approach for integrated conflict resolution and multi-level governance coordination in the East Kutai district 
  • Strengthening the institutional capacity of the East Kutai District Government in providing farm mapping and data collection, farm registration (STDB) and land tenure history registration (SKT) services
  • Guide the project approach on sustainable land use practices in the state forest land and agroforestry
  • Advise the East Kutai District Government in district-wide high conservation value area management and monitoring in close cooperation in close coordination with colleagues and partners
  • Where appropriate and reasonable, the position holder is willing to perform task outside on the job description 

 

C.    Qualifications and specialist knowledge 

Qualifications

  • Bachelor's degree in public administration, anthropology, social, political science, management, natural resource management or a related field
  • A minimum of 5 years of professional experience, related to capacity development, public policy framework, governance on land tenure administration, conflict mediation, and multistakeholder cooperation
  • Experience on formulating capacity needs assessment, designing capacity development and measurement of capacity development monitoring and evaluation
  • Knowledge and understanding on landscape management, agriculture and supply chain management, sustainable forest management, preferably related to sustainability in the palm oil and natural rubber plantation
  • Knowledge and experience in stakeholder engagement, conflict mediation negotiation technique and organisational development
  • Experience in coordinating small teams, external consultants and multi-stakeholder processes
  • Proven experience working in, or in close cooperation, with government agencies at the province and district level, preferably in East Kalimantan Province and East Kutai district
  • Work experience for, or in cooperation with, the private sector in agricultural supply chains is strongly preferred; work experience in, or in cooperation with, an international organization is considered an advantage

BACKGROUND
The five-year ASEAN-U.S. Partnership Program supports ASEAN's goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, ASEAN-U.S. Partnership Program provides institutional strengthening and support to increase ASEAN's capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

PURPOSE
The Program Manager will work closely with and support the COP and other Program Manager to design and implement initiatives across all project work streams. S/he will also provide program management support for work planning, outreach with partners, and development of high-quality project deliverables.  

OBJECTIVES AND DUTIES
• Work closely with the COP to scope and identify potential project activities that will contribute to the attainment of the program objectives;
• Provide programmatic, administrative, and financial oversight for activities under his/her purview, including developing and managing budgets and program activities;
• Supervise the work of Activity Coordinators under assigned work streams, providing mentorship, guidance, oversight, and ensuring all administrative and logistical arrangements are well managed;
• Develop and draft project concept notes and proposals as required;
• Lead in the development of reports including weekly, monthly, quarterly, and annual, and ad-hoc requests;
• Summarize meetings, agreements, and next steps for distribution to the technical team and counterparts as appropriate and required;
• Identify and draft success stories and talking points, as directed by the COP;
• Prepare draft technical instructions for the approval of DAI Home Office and for endorsement by U.S./Indonesia as required;
• Support monitoring and evaluation activities and communications products as required;
• Carry out other duties that are consistent with overall focus of the assignment as assigned by the COP.

QUALIFICATIONS
• Master's degree in a relevant field required.
• Minimum of 7 years of experience providing management and support for programs focused on good governance, rule of law, human rights, and political-security and/or human development cooperation
• Knowledge of and/or experience working with ASEAN
• Experience with U.S. and/or other donor-funded projects is strongly preferred
• Excellent interpersonal skills and proven ability to work in a dynamic team setting
• Demonstrated ability to manage a diverse array of tasks and professional relationships

The Fairtrade Network of Asia and Pacific Producers (NAPP) organization has a mission to facilitate Fairtrade-certified producers in Asia and the Pacific and to be effective in various functions and activities across the region through an existing wide range of products and services. To that end, NAPP engages in advocacy, consultancy, services support, and advisory – marketing and financial, information dissemination, and capacity building.

NAPP is a multi-stakeholder body comprising representatives of producers' and small farmer organizations and promoting bodies certified by or registered with the Fairtrade International system (FI). As the official representative of Asian and Pacific Producers within Fairtrade International, NAPP also ensures that Asian and Pacific realities and conditions are considered while setting Fairtrade Standards without compromising on the basic principles of Fairtrade.

Fairtrade also promotes environmentally sustainable farming practices that prioritize the protection of biodiversity, water resources, and ecosystems. This is particularly important in the context of public schemes related to sustainable agriculture, where alignment with Fairtrade standards can ensure that public policies support not only environmental goals but also social and economic justice for farmers.

In 2024, Fairtrade NAPP seek to enhance its advocacy and engagement with governments and other organizations in key countries: the Philippines, Indonesia, India, Sri Lanka, and Uzbekistan. To achieve this, Fairtrade NAPP requires a technical specialists who will support the review and revision of public schemes on sustainable agriculture such as Government programmes related to organic agriculture, business continuity planning, processing, and local markets. The goal is to enhance the design, implementation, and monitoring of these schemes to better support sustainable farming practices, improve resilience, and promote social justice for farmers.

This project is co-funded by the European Commission Funding Framework Partnership Agreement (ECFFPA) program. The ECFFPA is strategic partnership program, that aims to strengthen Fairtrade as a representative, member-based regional, EU and global Civil Society umbrella organization, giving voice and empowering over 1900 Fairtrade Producer Organizations globally.

A. The primary objective of the consultancy is to provide technical expertise to:

  • Identify, review, and analyse relevant Government programmes related to fair trade, organic agriculture, business continuity planning, processing, and local markets in Indonesia

  • Propose revisions to these schemes to align with updated Fairtrade advocacy initiatives, including environmental, social, and economic considerations

  • Recommend mechanisms to improve implementation, monitoring, and evaluation of the revised schemes.

  • Provide guidance on how to effectively integrate smallholder farmers, informal agricultural workers, women, youth, and marginalized communities into these schemes. 

B. Scope of work
  1. The Technical Specialist will be responsible for the following tasks: 

  2. Desk Research and Situational Analysis

  3. 1. Identify and review current public schemes, policies, and programs related to sustainable agriculture, including but not limited to organic agriculture, business continuity planning, processing, and local markets in Indonesia at the national and regional level 

  4. 2. Analyze global best practices, Fairtrade advocacy initiatives, and relevant policy frameworks

  5. 3. Identify gaps, challenges, and opportunities in existing schemes, particularly in the areas of trade, agriculture, climate resilience, biodiversity, and sustainable land management.

  6. Stakeholder Engagement

1. Meeting with the FTNAPP Team and other Fairtrade stakeholders to understand the scope of advocacy work currently being done by the Fairtrade system
2. Facilitate consultations with key stakeholders, including government agencies, farmer organizations, agribusinesses, NGOs, and technical experts.

3. Gather input from producer organizations, small-holder farmers, women and youth farmers, and indigenous communities on their challenges and needs in accessing public schemes

Propose Revisions and Recommendations

1. Develop detailed recommendations for revising public schemes to better support sustainable agriculture, including but not limited to organic agriculture, business continuity planning, processing, and local markets in Indonesia
2. Recommend specific actions for integrating new technologies, practices, and Fairtrade standards into the schemes.

3. Propose strategies for scaling the adoption of these revised schemes at the national and local levels.

Capacity Building

1. Conduct learning sessions such as focused group discussions, workshops, and capacity-building sessions to familiarize producer organizations and their members with the revised schemes and implementation strategies.

Monitoring and Evaluation (M&E) Framework

1. Develop a robust M&E framework to assess the impact and effectiveness of the revised schemes over time.
2. Propose indicators and reporting mechanisms that ensure transparency and accountability in scheme implementation. 

C. Deliverables

The technical specialist consultant is expected to provide the following deliverables:

Inception Report - Detailing the approach, methodology, work plan, and timeline for the assignment.
Situational Analysis Report - Comprehensive review of existing public schemes and policies on sustainable agriculture, including but not limited to organic agriculture, business continuity planning, processing, and local markets in Indonesia, with inputs from Fairtrade NAPP, producer organizations, and other stakeholders.

Draft Revisions of Public Schemes - Proposals for revisions to the schemes with detailed justifications.

Final Report - Consolidated document containing the revised schemes, stakeholder feedback, M&E framework, and implementation guidelines.

Training Materials - Capacity-building resources for stakeholders involved in scheme implementation

Workshops - At least two stakeholder engagement workshops and capacity-building sessions. 

The assignment is expected to be completed within a maximum 6 months

  1. Application Submission

    The Technical Specialist who wishes to apply shall submit a technical proposal and a financial proposal.

    The technical proposal shall include:

  • Justification of why s/he is the most suitable consultant for the work, and a brief methodology on how the work will be conducted;

  • Work and time plan, including the scheduling of main activities and time inputs required

  • CV highlighting the minimum qualification requirements above, and at least three (3)

    references.

    The financial proposal shall be in EUR and include:

  • Fee rate excluding VAT and time inputs required as presented in the work plan;

Job Purpose of Freelancer

The need for a Project Support freelancer is to support the Project Manager in the implementation of the project’s current needs. The Project Support freelancer’s required tasks in coordination, facilitation, administration, and reporting. The freelancer will be reporting to the Project Manager.

 

Main Tasks of freelancer:

  • Providing support in setting timeline, planning and completing supporting documents for reporting
  • Coordinating with local partners for events and training, and its compliance to each of donors requirements

Nutrition International (NI) is a global organization committed to delivering evidence-based nutrition interventions to populations in greatest need. Since initiating operations in Indonesia in 1995, NI has worked in close collaboration with government agencies, development partners, Industry, and civil society organizations to address malnutrition and enhance the health and well-being of vulnerable groups, particularly women and children.

 

Since 2006, NI has been supporting the Government of Indonesia in improving nutrition outcomes, particularly among vulnerable populations. In collaboration with ministries and local government offices, NI contributes to a range of programs, including Vitamin A supplementation, iron and folic acid supplementation for pregnant women and adolescent girls, as well as food fortification efforts such as wheat flour and rice fortification and universal salt iodization. As part of the large-scale food fortification program, NI works closely with key government agencies such as the Ministry of Health, Ministry of Industry, BPOM, BAPPENAS, as well as with food industry associations like the Flour Millers Association (APTINDO) and the Association of Iodized Salt Producers (APRGAKOB), to help improve the coverage and quality of fortified foods.

 

Nutrition International is looking to hire the services of a qualified event management firm/logistics agency with a good track record to work under the supervision and close coordination with the NI-Indonesia team, to provide support for organizing 7 (seven) program events.
