The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Circular Economy with the focus on solid waste management is one of the key priorities of the Indonesian German development cooperation. GIZ implements Circular Economy measures as topics within the clusters "Urban Development" and "ASEAN".
The project "InCircular: Promoting a Circular Economy in Indonesia" (awaiting to be) commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) will be supporting the Indonesian Ministry for National Development Planning (Bappenas) and further relevant ministries, agencies and the private sector to implement the national Circular Economy Strategy and Action Plan. Three material streams are of particular focus, namely packaging waste (plastics, aluminium, paper, etc.), electronic waste and residual waste (to be potentially used as refuse-derived fuel (RDF)). The project aims to address 5 outputs, namely 1) Support the steering of the implementation of the CE Roadmap and Action Plan; 2) Enhance regulatory frameworks for CE and EPR for selected material streams; 3) Strengthen collaboration with industry for the implementation of CE and EPR for selected material streams; 4) Advance CE in waste management in selected provinces and municipalities and 5) Advance Green/Sustainable Public Procurement (G/SPP) for selected goods.
At the same time, Indonesia is a key member of ASEAN and plays an important role in regional initiatives. As the largest country in the region by population and one of the most advanced in terms of CE policy development, Indonesia has the potential to influence regional agenda by addressing transboundary challenges such as waste management, marine litter, and the promotion of a CE which require concerted efforts. Thus, leveraging Indonesia's experiences, can create synergies to align its national initiatives with ASEAN's regional priorities in CE.
In this reference, the service packages from regional and global projects complement the bilateral project and will be implemented in an integrated approach capitalizing on cross cluster alliance and expertise.
The announced position will also support regional projects, such as the planned second phase of "Reduce, Reuse, and Recycle to Protect the Marine Environment" (3RproMar II), to leverage synergies between both initiatives and providing partners with a cohesive and integrated approach.
To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:
Advisor (Stakeholder Engagement)
A. Core Task
In your role you are responsible for the technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commission's outcomes.
In addition you contribute to the conceptual design of the project, in particular its modifications or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.
In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
B. Main Activities
- Develop and implement a Stakeholder Engagement Strategy for selected target groups in the Circular Economy sector including stakeholders from the public sector (national and provincial level), private sector, civil society and informal sector;
- Develop and implement a Behavioral Change Program for waste management with focus on influencing individual and community behavior through awareness raising and education;
- Coordinate the roll-out of target group specific campaigns and activities to promote stakeholder engagement and behavioral change;
- Cooperate with change agents, influencers, media and local organisations (e.g. associations, civil society organisations, universities, schools);
- Monitoring, evaluation and reporting of program results;
- Selection, contracting and management of local service providers;
- Provide advisory services to colleagues and project stakeholders;
- Organize and moderate during events and workshops;

- Required qualifications, competences and experience
Qualifications
· Master's degree in Social or Bahavioral Science, Communication, Marketing, Education, or other field related to Stakeholder Engagement and Behavioral Change;
· At least 7 years of professional experience in change management, strategic communication, public relations, marketing related to circular economy or sustainable economic development;
· Minimum 3 years of experience in conducting stakeholder events (in-person, web-based/online and hybrid);
· Experience in working together with stakeholders from the public sector, private sector, academia and civil society;
· Good conceptual understanding of Circular Economy, waste management or sustainable business practices;
· Excellent communication, presentation, and stakeholder facilitation skills;
· Proficient in Bahasa Indonesia and English (knowledge of German is an asset);
· Strong intercultural competence and organizational skills
