The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis.
Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.
Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".
We seek a qualified Indonesian candidate for:
Advisor (Forest, Peatland, and Mangrove)
A. Core Tasks
In your role, you are responsible for technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission's outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification of realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contracts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
B. Main Activities
- Provide expert advice to the KPK and partner agencies on sustainable and ethical management of forests, peatlands, and mangroves—supporting the development, harmonization, and implementation of policies, regulations, and management plans at national and subnational levels
- Serve as the main liaison between GIZ, KPK, and related ministries; maintain regular communication with provincial forestry offices (KPH) and other government bodies to ensure project activities are aligned with national priorities and facilitate smooth implementation
- Strengthen the technical and ethical capacities of KPH, social forestry groups (KUPS)/ Peatland Community Care Group (KMPG)/ Mangrove Community Care Group (KMPM), and local government institutions in the sustainable management and restoration of forests, peatlands, and mangroves through targeted training, mentoring, and knowledge exchange, ensuring approaches are participatory, gender-responsive, and integrity-based
- Facilitate coordination and dialogue through provincial multi-stakeholder forums and working groups across Riau, Kalimantan, Sulawesi, and Tanah Papua to promote collaboration, resolve spatial and policy conflicts, and integrate biodiversity and climate objectives
- Support policy research, documentation of lessons learned, and preparation of technical guidelines, reports, and presentations; promote dissemination of project results and experiences within executing agencies and among national and local stakeholders
- Collaborate with local communities, universities, research institutions, NGOs, and other GIZ projects to leverage expertise, strengthen cooperation, and encourage joint initiatives that enhance forest, peatland and mangrove conservation
- Contribute to project planning, monitoring, and evaluation to ensure outputs are evidence-based and in line with Indonesia's FOLU Net Sink 2030 targets; support steering and technical meetings to ensure coordination, learning, and continuous improvement

C. Qualifications and specialist knowledge
Qualifications
- Bachelor's or master's degree in Forestry, Environmental Management, Spatial Planning, Geography, Law, Public Administration, Political Science, or a related field
- At least 10 years of progressive professional experience in policy advisory, coordination, or program implementation related to forest, peatland, and mangrove governance, sustainable land-use management, or environmental integrity
- At least 10 years of proven experience working with or supporting government institutions (e.g., MoForestry, MoEnvironment, BRGM, KPK, or local governments) in the areas of forest governance, spatial planning, or anti-corruption initiatives
- Practical experience in capacity development, mentoring, or institutional strengthening for KPH, KUPS, or community-based organizations managing peatland and mangrove ecosystems
- In-depth understanding of Indonesia's forest, peatland, and mangrove governance framework, including social forestry schemes, licensing systems (PBPH), and national strategies such as FOLU Net Sink 2030
- Strong professional network with government agencies, civil society, international organizations, and private sector actors; skilled in facilitating multi-stakeholder collaboration
- Excellent analytical, writing, and presentation skills in Bahasa Indonesia and English, with the ability to convey complex policy issues clearly to diverse audience
- Willingness and ability to travel frequently to project sites across Riau, Kalimantan, Sulawesi, and Tanah Papua
- Proven record in project management, policy development, and monitoring, including facilitating steering committees, knowledge-sharing events, and peer-learning activities
