About SNV
SNV is a global development partner rooted in the African and Asian countries where we operate.
BIPOSC's studies indicate challenges that women face in the palm oil value chain, including less recognised status at the plantations (collecting loose fruits, fertilising, and mulching). Beyond the value chain, women face limited access to financial knowledge and resources, and limited participation in decision-making processes. The Women Economic Empowerment component will focus on the latter, outside the value chain, and aim to contribute to stronger enabling environment for women's economic empowerment, higher impacts, and diversified income as their resilience strategy.
Background and objectives of assignment
GESI & Women Economic Empowerment component has been implemented in the field since June 2025, through training of trainer activities for village facilitators and gender awareness training for farmer groups. To continue these activities, the GESI & WEE component will develop gender-responsive communications module and train village facilitator and farmer groups. The service provider assignment will have following objectives:
- Objective 1: Review and strengthen the Gender-responsive Communications Module initiated by BIPOSC team, by ensuring inclusive language, clear structure, and user-friendly design that support understanding across diverse stakeholders, including marginalised groups and copy editing and content structuring support
- Objective 2: Enhance the quality and completion of training materials through content editing and incorporation of additional relevant materials that may have been missed.
- Objective 3: Facilitate capacity building of Village Facilitators by delivering gender-responsive and inclusive communications Training of Trainers (ToT) to strengthen their roles as community trainers.
- Objective 4: Ensure alignment with GESI/WEE principles so that all materials and training promote gender equality, social inclusion, and accessibility in the palm oil supply chain context.
- Objective 5: Collaborate with SNV and project teams to deliver a high-quality final module and training outputs within the agreed timeline.
Assignment overview and scope of work/deliverables
The main deliverables are module finalisation and ToT for BIPOSC project. The scope of the work includes, but is not limited to, the following tasks:
● Review module including sentence structure to ensure its accessibility for diverse target audiences, including vulnerable groups and ensuring high-quality final products
● Deliver ToT regarding related material for team and Village Facilitators and provide guidance and technical assistance of effective communication for team and Village Facilitators
● Prepare and submit a comprehensive report on the module finalisation process, the ToT implementation, and the resulting impact and progress, including key learnings, participant, feedback, and recommendations for future improvements

Copyright and intellectual property rights
All materials, documents, and outputs generated during the execution of this contract shall remain the property of SNV and may not be shared or used for other purposes without SNV's prior written consent.

Contract project fees and duration
The assignment duration will be from January 12 to February 13, 2026, All the deliverables are expected to be finalised by February 6, 2026.

Payment terms
Payment will be made on an output-based basis, upon submission and approval of deliverables by SNV. All payments are contingent upon the satisfactory completion of tasks as outlined in the Scope of Work and Deliverables.
- 100% payment will be made upon approval of the final training report, which includes the reviewed and finalised Gender-responsive Communications Module, successful facilitation of the ToT for Village Facilitators, and a comprehensive summary of the training process with recommendations for future capacity strengthening of Village Facilitators.
- Payments will be transferred to the service provider's designated bank account in Indonesian Rupiah (IDR) and will be subject to applicable taxes in accordance with Indonesian regulations.
- In line with SNV's internal policy, SNV will arrange and cover reasonable business travel expenses for service providers who are not based in, or traveling from, the project location.

Key compliance issues
The service provider must adhere to the following compliance standards throughout the assignment:
· Child Safeguarding & Protection
Ensure that all activities, content, and training respect and uphold SNV's Child Safeguarding Policy and do not expose children to harm, abuse, or exploitation.
· Gender Equality and Social Inclusion (GESI)
Integrate gender-responsive and inclusive approaches in all deliverables, training and sessions are accessible for marginalised and vulnerable groups.
· Code of Conduct & Ethical Standards
Adhere to SNV's Code of Conduct, ensuring respect, professionalism, and cultural sensitivity in all interactions with project stakeholders and community.
· Conflict of Interest
Declare any potential or actual conflict of interest that may affect impartiality in performing the service provider task
· Data Privacy & Confidentiality
Maintain confidentially of all project-related information, documents, and participant data. Ensure that information is used solely for the purpose of this assignment.
· Intellectual Property Rights
All training materials, modules, and outputs developed under this assignment will remain the property of SNV and the BIPOSC project.
· Compliance with Laws & Policies
Abide by Indonesian labor, tax, and anti-corruption laws as well as SNV's procurement and financial regulations.
Due diligence instructions
All shortlisted service providers will be required to complete SNV's due diligence process to ensure they meet our standards for integrity, safety, and responsible business practices.
Selected service providers must comply with SNV's internal policies, donor requirements, and international standards of integrity, sustainability, and accountability. This includes strict adherence to SNV's Code of Conduct, safeguarding policies, and integrity standards—covering zero tolerance for fraud, corruption, child labour, gender-based violence, and discrimination. Service providers may be asked to provide supporting documents or additional information as part of this verification process.
