- Background and Objective of Assignment
In the second phase, the BIPOSC Project will focus on restoring and enhancing the ecological functions of riparian zones to rehabilitate and improve the overall health of river systems. By applying regenerative agriculture and agroforestry-based approaches, this initiative seeks to provide environmental, economic, and social benefits to smallholder farmers. The integration of oil palm agroforestry systems within riparian area will enable the farmers to practise the proper management of the plantation in the riverbank.
This approach aligns closely with the Indonesian Sustainable Palm Oil (ISPO) certification standards and the Roundtable on Sustainable Palm Oil (RSPO) principles and criteria, ensuring that palm oil production in the region meets sustainability and compliance requirements. Therefore, we are going to seek a qualified consultant to conduct a comprehensive assessment of watershed health within the project area. The assessment will evaluate the current state of riparian zones, identify key ecological challenges, and develop science-based recommendations for integrated watershed management strategies. These strategies will be designed to reinforce the project's commitment to sustainability while enhancing the resilience of smallholder farming communities.
- Assignment scope of work / deliverables
The consultant will undertake the following tasks:
A. Watershed Assessment:
- Conduct a baseline assessment of the hydrological conditions within the project area, including water quality, quantity, and flow patterns.
- Analyse existing land use practices and their impact on watershed health, focusing on areas adjacent to palm oil plantations and within riparian zones.
- Identify key stakeholders involved in watershed management and assess their current practices and needs.
- Map and characterize riparian zones within the project area, including vegetation composition, width, and connectivity.
- Evaluate the ecological integrity of riparian zones and their role in supporting biodiversity.
- Riparian Zone Management Plan:
- Develop a comprehensive riparian zone implementation plan that outlines specific strategies for rehabilitation and conservation.
- Recommend appropriate native plant species for riparian buffer establishment, considering local ecological conditions and the potential for agroforestry integration.
- Design and implement pilot projects to demonstrate effective riparian zone increase techniques, including erosion control measures, reforestation, and community-based management approaches.
- Develop guidelines for sustainable land management practices within the watershed, including best practices for soil conservation, water management, and agroforestry integration.
- Training and Capacity Building:
- Develop and deliver training for project staff, facilitators, famers group, and local communities on watershed management principles.
- Develop guideline for monitoring and maintaining watershed/riparian.

- Duration
The contract duration is from January 2026 until March 2026 or 2 months period starting. Fees will be processed based on deliverables submitted and verified by Project.
- Payment Terms
The payment will be made on an output-based basis, upon submission and approval of deliverables by SNV. All payments are contingent upon the satisfactory completion of tasks as outlined in the Scope of Work and Deliverables.
- 20% upon submission and approval of the Inception Report.
- 30% upon submission and approval of the Watershed Assessment Report, and training conducted to our field team and village facilitators.
- 30% upon submission and approval of the Riparian Zone Management Plan and Training Materials and demoplot design.
- 20% upon submission and approval of the Final Report and successful completion of pilot project evaluations and recommendation.
- Due Diligence
All shortlisted candidates will be required to complete SNV's due diligence process to ensure they meet our standards for integrity, safety, and responsible business practices.
Selected service providers must comply with SNV's internal policies, donor requirements, and international standards of integrity, sustainability, and accountability. This includes strict adherence to SNV's Code of Conduct, safeguarding policies, and integrity standards—covering zero tolerance for fraud, corruption, child labour, gender-based violence, and discrimination. service providers may be asked to provide supporting documents or additional information as part of this verification process.
