GESIT project is part of an integrated solution to the global climate crisis consisting of numerous Indonesian-German cooperation projects that leverage synergies in the fields energy transition, forest conservation, circular economy, TVET and employment promotion. Through promoting green skills and jobs, GESIT contributes to a Just Energy Transition, the protection of forests and decarbonization of the Indonesian economy.
The Government of Indonesia has identified the transformation towards a green economy – an economy that is internationally competitive, environmentally sustainable, and socially inclusive – as a central strategy to promote continued high economic growth and to achieve the Indonesia Vision 2045, which focuses on Indonesia becoming a high-income country. Currently, however, there is a lack of an adequately skilled workforce to be able to exploit the employment potential of the growth of a green economy. The Indonesian-German Technical Cooperation project "Green Jobs for Social Inclusion and Sustainable Transformation (GESIT)" addresses the still insufficient awareness of the impact of the transformation to a green economy on the Indonesian labour market and Technical and Vocational Education and Training (TVET) system as well as missing approaches and instruments to promote employment in green jobs. Its aim is to enable selected public and private stakeholders to inclusively promote employment in green jobs.
The project achieves this objective through the following four intervention areas: (1) Improving the policy framework and private sector participation for promoting employment in green jobs on national level, (2) Piloting inclusive approaches for upskilling and reskilling for green jobs, (3) Promoting employment in green jobs on subnational level, and (4) Strengthening the national-level monitoring and coordination of green jobs promotion. The sectoral focus of the project is on green skills and jobs in the energy transition, forest conservation and circular economy fields. The three pilot provinces for intervention area (3) are East Java, East Kalimantan, and Riau Islands. The political counterpart of the project is the Directorate for Labour and Employment of the Ministry for National Development Planning (Bappenas).
GESIT Project is therefore recruiting one Indonesian candidate for the following position:
Regional Green Jobs Advisor (East Kalimantan)

A. Core Tasks
In your role you are responsible for the technical, substantive and organisational implementation of the project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission's outcomes.
In addition, you contributed to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
B. Main Tasks
The Regional Green Jobs Advisor in East Kalimantan is responsible for
- Supporting the Commission Manager and Team Leader for Subnational Green Jobs Promotion (Output 3) of GESIT project in all strategic, technical, conceptual, and administrative tasks to achieve related project indicators.
- Coordinating all project activities in East Kalimantan province as the GESIT focal person and contributing to all activities with project partners in the province, i.e. the development of annual work plan, local strategies/action plans, strengthening multi-stakeholder partnerships, piloting of green jobs initiatives which also promote gender equality or social inclusion.
- Liaising with and provide technical advice to project partners in East Kalimantan province (Bappeda Provinsi/Kabupaten/Kota, Dinas, Tim Koordinasi Daerah Vokasi (TKDV), private sector, Technical and Vocational Education and Training (TVET) institutions, academia, civil society).
- Conceptualising, preparing, implementing and following up workshops, seminars, trainings, surveys, studies and other events, according to the operational plan and the agreements with relevant multi-stakeholder partnerships and other relevant stakeholders in East Kalimantan.
- Preparing Terms of Reference (TOR) and required tender documents for service providers, conducting technical assessments of proposals and supervising contracted service providers, including performance monitoring and evaluation.
- Supporting the Commission Manager and Team Leader for Subnational Green Jobs Promotion (Output 3) in budget planning and expenditure monitoring for project activities of Output 3 in East Kalimantan.
- Supporting knowledge exchange, cooperation and coordination in the Cluster Special Assignments and with the Clusters Energy, Resilient Nature, and Urban Development of GIZ Indonesia/ASEAN and assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ's corporate strategy (eq. Vision 2028).
- Qualifications
- Master's degree in a field related to employment promotion, TVET, development studies, environmental studies, renewable energy, circular economy, or forestry.
- Professional experience
- At least 3 years of professional experience in employment promotion and/or sustainable development at various levels.
- At least 3 years of professional experience in providing technical advice and coordination of Development Cooperation project intervention activities.
- At least 3 years of professional experience in working with or advising provincial/local government, particularly in policy-making processes.
- Previous experience in event management, including training.
- Working experience in Development Cooperation organisations (international organisations, consultancies, bilateral agencies) is an asset.
- Has experience advocating for provincial/local government in preparing planning documents (i.e. RPJMD, RKPD, Masterplan, etc.).
- Other knowledge, additional competencies
- Soft skills such as teamwork, problem solving, mediation and diplomatic skills are essential.
- Good work ethics, professionalism, teamwork as well as ability to work independently without requiring much structure and possess high motivation to conduct and complete tasks according to an agreed timeframe without having to be reminded.
- Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office, Access or other database programmes).
- Language skills: excellent English and Bahasa Indonesia skills required, German is an asset.
