The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis.
Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.
Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".
For this reason, we seek a qualified Indonesian candidate for the following position:
Forestry and Biodiversity Junior Advisor for GIS and Forest Mapping
(SAP title: Junior Advisor)
A. Core tasks
In your role, you support the officer responsible for the commission in implementing the technical, content-related and organizational aspect of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contact for the acquisition of job orders on behalf of the company. Working with experienced specialists you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regards for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
B. Tasks
· Support the implementation of the Forest and Climate Protection Program (FORCLIME) in Pa-pua, related to capacity building in GIS and Mapping, and provide assistance and advice to activi-ties carried out by regional partners, such as the Forestry Service, Forest Management Units/FMUs, the Ministry of Forestry's Technical Implementation Units/UPTs (Technical Implemen-tation Units) and the Manokwari Forestry Vocational School (SMK Kehutanan Negeri Manokwari in Sorong).
· Support the identification of general spatial data needs and facilitate community-based mapping activities to support the community-based forest management/Social Forestry program (including field data collection, facilitating boundary agreements between management areas, mapping legal-ization processes, and outreach).
· Support the provision of technical assistance to university partners in establishing and develop-ing GIS institutions for natural resource/forest management and personnel training in GIS.
· Build networks with government agencies, NGOs, and other stakeholders, and actively repre-sent FORCLIME in meetings relevant to the forestry sector.
· Contribute to the development of Innovation and Knowledge Management, as well as internal management processes at the FORCLIME and Resilient Nature Cluster levels.
· Assist the Strategic Area Manager and Cluster Coordinator on key issues related to the imple-mentation of GIZ's corporate strategy (e.g., Vision 2028).
· Perform other duties and responsibilities as requested by management
C. Required qualifications, competences and experience
· Bachelor degree in Forestry, Geography or related field
· Working experience in the GIS and remote sensing (at least 3 years), preferably in the forestry sector in Tanah Papua.
· Experiences in GIS data analysis and management (inventories and databases) as well as in giving trainings; experiences in remote sensing.
· Experiences on participatory mappings are advantage
· Experience working or cooperate with government institutions in Tanah Papua and international agencies, are advantage.
· Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, multi media).
· Extensive knowledge on GIS/ remote sensing software.
· Willingness to travel regularly and work at the field especially in Tanah Papua.
· Good English skills
· Communication skills especially communication with government employee and local communities
