Vacancy Announcement – Survey Reporting Consultant
ASEAN AI for Youth Empowerment and Development Programme (ASEAN Ahead)

The ASEAN Foundation, supported by LinkedIn, is pleased to announce the following consultancy opportunity.
1. About the Programme
The ASEAN AI for Youth Empowerment and Development (ASEAN Ahead) programme aims to equip youth across ASEAN Member States with AI literacy and career readiness skills through training, mentorship, and job linkage initiatives. A baseline survey and a complementary AI awareness survey have recently been conducted to understand youth AI readiness, career aspirations, and skills gaps.
To support evidence-based programme implementation, the ASEAN Foundation seeks to engage a Survey Reporting Consultant ("Consultant") to analyse survey responses and develop a comprehensive Baseline Survey Report.
2. Objective of the Assignment
The objective is to conduct quantitative and qualitative analysis of the ASEAN Ahead Baseline Survey dataset, supplemented by findings from the AI awareness survey, and produce a clear, analytical, policy‑oriented baseline report for use in programme design and delivery.
3. Assignment Overview and Scope of Work / Deliverables
The consultant is expected to complete the following milestones:
Milestone 1 – Data Review and Preparation
Key Tasks:
- Review and consolidate both survey datasets
- Clean, validate, and prepare data for analysis
Timeline: 30 March – 13 April 2026
Deliverable: Cleaned and validated datasets ready for analysis
Milestone 2 – Quantitative Analysis
Key Tasks:
- Conduct descriptive statistical analysis
- Disaggregate findings by country, gender, residence type, and youth category
- Analyse AI usage, job search behaviour, confidence, skills gaps, and aspirations
- Identify key trends and intervention priorities
Timeline: 30 March – 13 April 2026
Deliverable: Analytical summary of key findings
Milestone 3 – Baseline Report Development
Key Tasks:
- Draft a Baseline Report with methodology, respondent profile, findings, and recommendations
- Develop charts and visualisations
- Participate in 3–5 short interviews with select respondents (facilitated by ASEAN Foundation)
- Integrate qualitative insights
Timeline: 30 March – 13 April 2026
Deliverable: Draft Baseline Report for review
Milestone 4 – Finalisation & Presentation
Key Tasks:
- Revise and finalise the report
- Prepare an executive summary and presentation deck
- Present findings to stakeholders
Timeline: 14 – 17 April 2026
Deliverable: Final Baseline Report + presentation materials
4. Methodological Approach
The consultant must apply appropriate analytical methods and ensure clarity and replicability. Comparative insights between the baseline and AI awareness survey should be included. Analysis should be suitable for programme management and regional policy discussions.
5. Reporting & Coordination
The consultant will report to the Project Officer of the ASEAN Ahead Programme, with overall guidance from the Head of Programme. Regular coordination meetings will be arranged.
6. Required Qualifications
- Degree in statistics, economics, public policy, social sciences, data science, or related field
- Minimum 1 year of experience in quantitative research or survey analysis
- Experience working with datasets and producing analytical reports
- Working knowledge of statistical analysis software
- Strong analytical writing skills in English
- Interest in youth employment, digital transformation, or AI is desirable
- Experience with ASEAN or multi‑country datasets is an advantage
