1. About the Project

SNV, together with international consortium members, is implementing the SOLUSI project to mitigate land and seascape degradation in Indonesia, increase ecosystem resilience, and promote climate-resilient livelihoods. Climate-resilient livelihoods can only be achieved when the communities implement sustainable cultivation practices to regenerate the land's health and fertility. This project is implemented in the provinces of Central Java, Central Sulawesi, and Bangka Belitung.
 
As part of this initiative, the organization seeks to engage a qualified individual consultant or company to design and deliver Good Agricultural Practices (GAP) training for pepper farmers in Belitung and East Belitung districts. The service provider

2. Background and objectives of the assignment
Background
Most of the pepper plantations in the Belitung and East Belitung districts have decreased productivity due to aging plants, worsened by the chronic yellow and rotten disease. Productivity in Belitung drops by 54%, while in Belitung, it drops by 16% from 2013 to 2024. This low productivity triggers farmers to shift to other commodities such as oil palm.
Objective of Assignment
The training aims to strengthen farmers' knowledge and practical skills in applying Good Agricultural Practices (GAP) across the entire pepper production cycle, with the objective of building climate-resilient livelihoods. It promotes the adoption of climate-resilient pepper cultivation practices and improved post-harvest handling to enhance product value, ultimately increasing farmers' income and livelihood security.
 
By the end of the assignment, the project will have:
  1. 30 Master trainers from Belitung and the East Belitung district
  2. 350 Male and female pepper farmers (50% female farmers) from Lintang (East Belitung) and Cerucuk (Belitung) are trained and have adopted the climate-resilient agriculture practice

3. Assignment overview and scope of work/deliverables
The selected individual/company will be responsible for:
3.1 Training Design and Preparation
  • Develop a GAP training curriculum specifically tailored to pepper, covering pre-planting to post-harvest stages.
  • Prepare training materials (modules, presentations, handouts, and simple farmer-friendly guides).
3.2 Training Delivery
  • Deliver GAP training sessions to target participants (farmers, farmer groups, extension workers).
  • Combine classroom-based learning with practical field demonstrations.
  • Facilitate participatory learning approaches suitable for adult learners.
  • Provide guidance on compliance with relevant GAP standards
3.3 Establishment of Pepper Demonstration Plot
  • Coordinate with selected farmers or farmer groups for demo plot location and management.
  • Demonstrate GAP practices throughout the pepper production
  • Provide clear signage and simple documentation explaining GAP practices applied in the demo plot.
  • Regular monitoring report following the planting to harvest observation, covering the plant growth, type of pest and disease attacks, and handling, harvesting, and post-harvesting process to get good quality pepper.
  • Farmer visit logbook including date, name, sex, objective, phone number, concern checklist for (taking picture & video for documentation, host farmer)

7. Payment terms
The payment terms for this Bidders / Service Providers are suggested as follows:

8. Qualifications
These are the criteria to determine the contract winner: 
 
The service provider and their teams should be experienced professionals with at least 5 years of experience delivering training to local government and community groups on good agricultural practices and establishing and monitoring the demo plots as the learning centre.
 
The proposed team may consist of a maximum of 2 team members to conduct ToT (planning, implementation, reporting) with details below: 
 
Trainer: Leading the implementation of ToT and farmer training, he/she must have an agricultural education and a proven capacity to deliver training in a participatory manner, with at least 5 years of experience.
 
Co-trainer: Assists the trainer with ToT implementation and farmer training; must have an agricultural education and a proven capacity to deliver training in a participatory manner, with more than 3 years of experience.
 
The team must be fluent in Indonesian and able to write an activity report in English.
 
Submitted the technical proposal, which includes the plan for ToT, farmer training, and the establishment and monitoring of the demo plots, along with a reasonable budget proposal.
