In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system.
The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:

As part of the Energy Programme, the Advisor on Environmental, Social and Governance (ESG) for Renewable Energy (RE) shall provide technical and strategic advice to Bappenas, Ministry of Energy and Mineral Resources (MEMR), partner local governments, as well as other partners and stakeholders.
GIZ seeks one (1) motivated and qualified Indonesian candidates for:
A. Core Tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to col- leagues in bands 2 and 3, and ensure the quality of the commission's outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
The advisor leads a component with the aim of facilitating large-scale RE investments in Pilot Region-1 — likely in Sulawesi or Java — through improved management of social and environmental impacts. The detailed tasks are as follows:
- Identification and mapping of social and environmental risks and opportunities affecting social acceptance of large-scale renewable energy (RE) projects (solar, wind, geothermal, and, to a lesser extent, hydro) across different regions and cultural contexts.
- Development of a comprehensive concept for integrated measures to promote the social acceptance of RE projects.
- Provision of technical and process-related advisory services in Pilot Region-1 to:
- subnational governments (provincial, districts, municipalities) on:
- strengthening their capacities to manage social and environmental risks and opportunities associated with large-scale RE projects.
- developing and promoting municipal or local participation models for RE projects to enhance social acceptance and local benefits.
- RE project developers and land-intensive companies (e.g., mining companies) on just transition oriented RE business models on former mining areas or other degraded land.
- subnational governments, RE companies, professional organisations (e.g., consulting firms), and local communities to enhance meaningful community participation related to RE project development and management.
- Management of external experts (national and international) and events (e.g., training, consultations), including preparation of terms of reference and related documents, oversight of consulting contract implementation, ensuring achievement of expected results.
- Contribute to project and program planning, reporting, knowledge product and publication writing, and portfolio development of the Energy Program.
- Development and maintenance of relationships with political partners and other stakeholders.

- Master’s degree in energy, environmental management, social development, or a related field.
- Extensive professional experience in managing social and environmental impacts of large-scale projects, particularly in renewable energy (RE) project development.
- Good understanding of the roles of local governments, project developers, and local communities in managing risks and opportunities related to large-scale RE project development.
- Familiarity with the Indonesian regulatory framework related to environmental impact management, social development, and land acquisition.
- Experience in applying social and environmental safeguards and standards used by inter-national development finance institutions.
- Strong network among governmental institutions, private sector actors, civil society organizations, and other stakeholders active in large-scale RE development in the pilot region.
- Strong stakeholder engagement and management skills.
- Basic understanding of capacity development approaches and methodologies.
- Excellent written and verbal communication, interpersonal, and presentation skills in English (at least C1 level) and Bahasa Indonesia.
- Previous experience in procuring and managing national and international consultants is considered an advantage.
