In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia c.q. the Ministry of Finance on fiscal frameworks to support the energy transition and climate finance, carbon pricing mechanism, also tax administration system in the framework of the project ‘Performing Energy Transition through Fiscal Reform (PERFORM)’.
The project objective is Strengthening carbon pricing mechanism and fiscal policy measures for climate protection and the energy transition to be achieved through three outputs:
l Output 1 – strengthening the capacity of the Ministry of Finance (MoF) to create a fiscal framework for financing the energy transition.
l Output 2 – aligning fiscal policy measures with national climate targets (NDC and NZE).
l Output 3 - strengthening the capacity of the MoF to mobilise domestic revenues.
PERFORM Project works closely with Directorate General of Taxes (DJP), Directorate General of Economic and Fiscal Strategy (DJSEF) and Directorate General of Financial Sector Stability and Development (DJSPSK) to achieve the jointly defined objective and outputs is four years from 1 July 2023 up to 30 June 2027.

Junior Digitalization and AI Advisor

A. Core Tasks
In your role, you support the officer responsible for the commission in implementing the technical, content-related and organizational aspect of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contact for the acquisition of job orders on behalf of the company. Working with experienced specialists you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regards for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
B. Main Activities
The Junior Advisor will be embedded within the GIZ PERFORM Project and collaborate closely with relevant units in the Ministry of Finance (MoF), particularly Directorate General of Tax (DG Tax), who is leading digital transformation and tax administration modernization.
Activities will be implemented under the jointly agreed work plan between GIZ and the MoF.
Under the supervision of the Project Lead of the PERFORM Project, the Junior Advisor will:
- Support day-to-day project activities related to AI and digitalization in public finance, particularly in areas such as tax administration modernization, data analytics, and digital transformation within MoF (e.g., DG Tax and related units);
- Assist in coordinating, implementing, and monitoring activities related to AI adoption and digital innovation, ensuring alignment with national digital strategies and MoF priorities;
- Contribute to the development of analytical inputs, including background notes, policy briefs, and recommendations on AI governance, data management, and digital transformation in public finance;
- Support assessments and studies on the use of AI in taxation and fiscal policy, including risks related to data privacy, security, and institutional readiness;
- Organize and facilitate meetings, workshops, technical discussions, and capacity building (training) sessions on AI and digitalization topics;
- Support knowledge management, including documentation of lessons learned, best practices, and international benchmarking on AI in public sector finance;
- Contribute to project reporting and communication materials related to AI and digitalization workstreams;
- Facilitate coordination and communication with relevant MoF units and, where relevant, with external stakeholders, including development partners and digital solution providers;
- Maintain updated work plans, activity tracking, and documentation of workshops, studies/analyses, and inputs to reports and knowledge products.
C. Qualifications and specialist knowledge
- Bachelor’s degree in economics, public policy, data science, information systems, or a related field;
- 2–3 years of relevant professional experience in digital transformation, AI/data analytics, or public sector innovation (experience in tax or public finance is an advantage);
- Understanding of AI applications in public finance, including tax administration (e.g., compliance risk management, data analytics, automation);
- Familiarity with Indonesia’s digital governance landscape and public financial management systems;
- Awareness of data privacy, cybersecurity, and ethical considerations in AI deployment;
- Strong analytical, coordination, and communication skills;
- Fluency in Bahasa Indonesia and English (spoken and written)
