GIZ is seeking 1 (one) qualified Indonesian candidates for the following position:

Head of Service Unit on Strategic Communications, M&E and Innovation & Knowledge Management

A.   Core Tasks

You assume responsibility for the thematic areas, job orders and measures assigned to you in the unit. You align the organisation and implementation of job orders and support processes with the strategic goals and directives of the relevant country office or operational unit and the operational requirements of the projects receiving the services, taking account of the overall legal and contractual framework.

You assume responsibility for HR matters for all staff members under your supervision in accordance with the Guiding Principles for Managers and taking account of P+R and the applicable HR policies, instruments and procedures of GIZ.

You develop themes and instruments in your area of work further and incorporate these into the overall context of your operational unit. You develop solutions for issues and fundamental problems relating to the unit and implement these in line with GIZ's process logic. Within the service unit in which cross-project tasks are bundled, you structure work processes in a manner appropriate to the targets, requirements and clients. You ensure internal and external networking takes place and maintain networks accordingly.

You are responsible for the budget available to the service unit and for financial management within complex processes and advise projects accordingly.

You manage your own area of competence and are responsible for the management of job orders.

In consultation with the country office or the relevant operational unit and the projects, you steer various support services for the projects.

 

B.  Main Activities

  • Provides and leads the strategic direction for the Strategic Communications, M&E and Innovation and Knowledge Management Service Unit, holding full disciplinary leadership of the Service Unit, including performance management, task allocation, and professional development for approximately 12 staff
  • Lead the unit with the Technical/Deputy Lead (Communication focus); maintain clear division of responsibilities and joined-up service delivery establish a service-oriented mindset of the unit members towards the project teams
  • Design, implement, and maintain a standardised portfolio-wide M&E system covering all projects in the GIZ Indonesia & ASEAN portfolio, as well as oversee standardised M&E approaches and support quality assurance across project M&E teams: From cluster and topic-level KPIs to data collection, definitions, activity and results monitoring and Power BI templates to ensure M&E evidence feeds directly into external communication products — results stories, impact briefs, annual highlights;
  • Lead the management and development of digital tools and data systems that enhance Portfolio Visualisation; Simplify complex results frameworks into clear, communicable narratives for non-specialist audiences including commissioners/donors, acteurs of the German Cooperation landscape and Indonesia & ASEAN partners;
  • Embed institutional innovation & knowledge management as a core function of the unit; build and nurture an enabling culture for innovations-in-practise amongst staff across the portfolio;
  • Identify, drive and facilitate innovative opportunities of growth and wider engagement (incl. strategic communications for business development) for the country portfolio and the company in cooperation with other relevant units/functions in accordance to the ongoing corporate change process ‘Destination 2028’ towards organisational readiness to meet the current demands changing international cooperation landscape

C.  Qualifications & Specialist Knowledge

  • Master’s degree in public affairs, communications, media, social science, international development, public policy;
  • Minimum 10 years in strategic communications, monitoring, evaluation, or results management preferably in the private sector — experience with development programmes or in a portfolio management context is an advantage
  • Proven experiences in visualizing complex data for reporting, public communication and as strategic management tool, preferably with knowledge of digital data tracking platforms (e.g. for monitoring and evaluation)
  • Proven ability to drive and design KPI-driven frameworks for simplifying measurement of operational effectiveness under the unit and in the country’s portfolio
  • Ability to translate data and evidence into clear, non-technical narratives; experience working at the interface of M&E and strategic communication is a strong asset
  • Experience managing professional teams; track record of building high-performing, collaborative units; able to set direction and hold people accountable with respect
  • Experience in ASEAN, Southeast Asia, or German development cooperation preferred; not required — cross-sector applicants with the right mindset are encouraged
  • Intellectually curious; comfortable with ambiguity; simplifier by nature; driven by impact rather than process; able to challenge the status quo diplomatically; strong compass on compliance and data protection
  • Language skills: Excellent English (written and spoken) required; Bahasa Indonesia (written and spoken) is required; German is an asset
