The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German state-owned enterprise for international cooperation that supports the German Government in achieving its objectives in sustainable development and fulfilling Germany’s international commitments. In Southeast Asia, GIZ contributes to the implementation of the ASEAN-Germany Development Partnership, which has marked 2026 ten years of cooperation in promoting sustainable economic development, environmental protection, climate action, and regional integration. In Indonesia, GIZ has been working since 1975. 

Circular Economy (CE) has emerged as a strategic priority in ASEAN’s agenda for green and sustainable growth, as reflected in regional frameworks such as the Framework for Circular Economy for the ASEAN Economic Community (AEC), the Blue Economy Framework, and the ASEAN Regional Action Plan on Combatting Marine Debris. 

As part of the ASEAN-German Partnership, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the regional project “Reduce, Reuse, and Recycle to Protect the Marine Environment” (3RproMar II) as the successor to 3RproMar I (July 2022-June 2025). 

The project supports ASEAN and its Member States in strengthening policy, institutional, and technical capacities to address marine litter and transboundary waste challenges. At the regional level, 3RproMar II will strengthen coordination within ASEAN, support policymaking, and enhance cooperation and capacity development through regional dialogues, knowledge exchange, and environmental education. 

In addition, 3RproMar II is implemented in Cambodia, the Philippines, Indonesia, and Viet Nam, providing support to national ministries and selected municipalities. Successful implementation requires close alignment between the regional and national components to ensure that national activities are guided by regional strategies and that insights and lessons from national implementation are systematically fed back into ASEAN-level processes to further improve regional frameworks. The project is currently running until 31 December 2028. 

We seek 1 (one) motivated and qualified Indonesian candidate as Advisor for: 

 

Advisor for Waste Management and Circular Economy

A.    Core Task 

In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commission’s outcomes. 

In addition you contribute to the conceptual design of the project, in particular its modifications or realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development. 

In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company. 

In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required. 

 

B.    Main Activities 

  • Coordinate the implementation of the Indonesian component of the regional ASEAN project 3RproMar II - in close coordination with other CE projects of GIZ in Indonesia;
  • Provide technical assistance in the area of municipal waste management and circular economy to reduce packaging waste and prevent marine litter in selected pilot regions;
  • Conduct baseline studies including stakeholder mapping, material flow analysis (MFA), economic and operational evaluation;
  • Develop and implement interventions and action plans in close collaboration with key stakeholders (local government, waste operators, informal sector, off-takers, local communities);
  • Provide capacity development on individual and institutional level;
  • Selection, contracting and steering of local service providers;
  • Monitoring, evaluation and reporting of project results;
  • Contribute to joint activities and knowledge exchange between the regional and national components of 3RproMar.

  1. Required qualifications, competences and experience 

Qualifications 

·       Advanced university degree in Environmental Engineering, Sustainable Development, Economics, Public Policy, or related fields;

·       At least 5 years of professional experience in waste management and/or circular economy;

·       At least 3 years of specific experience in providing advisory services to local governments in waste management (e.g. project development, operations, infrastructure, finance, etc.);

·       Profound work experience in capacity development;

·       Experience in steering external consultants;

·       Familiarity with international development cooperation;

·       Excellent communication, presentation, and stakeholder facilitation skills;

·       Proficient in Bahasa Indonesia and English;

·       Strong intercultural competence and organizational skills.
