The ASEAN Foundation invites qualified consultants to develop audience-specific training and presentation materials based on our existing Southeast Asia core module. The materials will cover five key themes – Understand, Identify, Prevent, Respond & Report, and Support – and will be tailored to the learning duration and distinct needs and skill levels across of each beneficiary categories.
The consultant will transform comprehensive technical content into engaging presentation materials, interactive learning activities, quizzes, and pre- and post-test assessments. In close coordination with the ASEAN Foundation, the Consultant will establish clear and aligned learning objectives and ensure that the materials are practical, accessible, culturally appropriate, and ready for Master Trainers to deliver to each target groups and End-Beneficiaries to learn.
Requirements for The Consultants
The Consultant must meet the following requirements:
- A minimum of 3 years of proven experience in developing modules and training materials on digital transformation, digital literacy, and/or cybersecurity, particularly for international audiences.
- Experience in developing modules tailored for youth, adults/educators/caregivers, and seniors is highly preferred.
- Preferably a non-profit organisation.
- Based in the Southeast Asia region.
- Fluent in English, with a strong understanding of contextual nuances.
- Able to work efficiently under tight deadlines and meet set project milestones.

A. Technical Proposal
The Technical Proposal must demonstrate the consultant's expertise and understanding of the requirements, covering the Work Plan and Timeline: A detailed schedule and PIC’s showing key milestones for achieving all deliverables.
B. Financial Proposal
The Financial Proposal must provide a transparent and detailed cost breakdown for all activities in the SOW. Costs must be itemised, separating the following:
- Personnel Costs.
- Material Development Costs (Design/Production).

The existing intellectual property rights (including but not limited to patents, copyright and related rights) used in connection with this Partner Service shall remain with the respective Party. Any new intellectual property rights resulting from or in connection with the Services under this Partner Service (“New IPR”) shall belong to the ASEAN Foundation. For the avoidance of doubt, New IPR shall include, but not be limited to, all or any reports as generated in accordance with this TOR and in relation to the Services. This provision shall survive the termination of this Partner Service
Partner shall request prior written approval from the ASEAN Foundation for any use of intellectual property rights owned by the ASEAN Foundation as a result or in the course of the implementation of this Partner Service. The ASEAN Foundation shall not be responsible for providing any approval whatsoever to the Partner for any use of intellectual property from any other third party.
