The FORCLIME project works with the Indonesian Ministry of Forestry on national policy and sector strategies, as well as on the subnational implementation of activities to support local forest management in order to align these strategies with the requirements of emission reduction. Under the Resilience Nature Cluster anchored to FORCLIME, the project has established specialist Advisor positions on Forest, Peatland and Mangrove; Beneficial Owner Transparency; and One Map Policy, working closely with KPK and STRANAS PK to strengthen licensing integrity, spatial data accuracy, and ownership transparency in forest, peatland, and mangrove governance across Riau, Kalimantan, Sulawesi, and Tanah Papua.
The FORCLIME project aims to achieve two objectives (1) Climate Mitigation: To significantly reduce GHG emissions from the forestry sector and (2) Livelihood Strengthening: To strengthen local livelihoods without undermining conservation efforts. Effective coordination, integrity in licensing, and targeted capacity development are critical success factors across all three advisor workstreams.
The FORCLIME Project is therefore recruiting one Indonesian candidate for the following position:
Trainee – Forest Governance
A. Responsibilities
The Forest Governance Trainee will support the Advisors in planning, implementing, documenting, and evaluating project activities related to licensing integrity and training/capacity development. This position offers opportunities for hands-on learning and knowledge transfer on how forest, peatland, and mangrove licensing systems function in practice, while gaining direct exposure to how licensing, ownership transparency, and spatial governance interact across the cluster's three advisory workstreams.
B. Tasks
The aim of a traineeship with the FORCLIME is to give the trainee an insight into the inner workings of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and its project implementation, particularly CPFS project that working for preventing corruption in forestry sector.
As part of their learning process, the trainee will be working closely with and assisting the Technical Advisor(s), in the following area:
- Assisting with data collection, documentation, and reporting on governance and licensing systems in forestry, peatland, and mangrove sectors (including PBPH, environmental permits, and other related permits) at national and provincial level
- Supporting the mapping and documenting licensing business processes in the forestry sector to identify bottlenecks, redundancies, and transparency gaps.
- Assisting Advisor in contributing to the preparation, facilitation, design, and follow-up of trainings, workshops, and other capacity-building events on licensing transparency for KPH, KUPS, KMPG, KMPM, local government, communities, and civil society organizations.
- Supporting the preparation of terms of reference (TORs), training materials, meeting minutes, and background notes for licensing and training initiatives.
- Supporting communication and coordination with project partners, KPK, the Ministry of Forestry, and other relevant stakeholders.
- Assisting in the development and dissemination of knowledge products and lessons-learned notes on licensing integrity and training outcomes.
- Assist Advisor on contributing to overall knowledge management and internal learning processes on forest licensing.
- By the end of the traineeship, the trainee is expected to have:
- Gained a strong understanding of licensing processes in the forestry sector, including how PBPH and related permits are issued, monitored, and cross-checked for transparency.
- Developed the ability to plan and design training and capacity-building activities for stakeholders, from needs identification through delivery and follow-up.
- Strengthened analytical and research skills related to licensing integrity and transparency in forest, peatland, and mangrove governance.
- Acquired experience working with multi-sectoral teams and development partners across three concurrent advisory workstreams.
C. Required qualifications, competences, and experience
Qualifications
- Bachelor's degree (or final-year student) in Law, Forestry, Geography, Public Administration, or other relevant disciplines.
- Previous internship or volunteering experience in development projects, NGOs, or research institutions is an advantage.
- Knowledge of forestry licensing systems, spatial governance, beneficial ownership transparency, or sustainable development concepts and approaches is desirable.
Other knowledge, additional competences
- Good communication and organizational skills
- Good command of MS Office (Excel, PowerPoint, Word); GIS familiarity is an advantage
- Good command of English and Bahasa Indonesia (spoken and written).
- Ability to work in a team and to adapt to an intercultural working environment.
- Ability to work independently, proactively, and across multiple concurrent workstreams.
- Ability to work at the field level in a tropical climate and rural environment.
- Interest in topics related to licensing integrity, spatial governance, anti-corruption, and forest/peatland/mangrove policy development.
