Nutrition International (NI) is a global organization dedicated to improving nutrition through evidence-based interventions that reach populations most in need. In Indonesia, NI works closely with the Government of Indonesia, development partners, and the private sector to strengthen the enabling environment for rice fortification and support the sustainable production, distribution, and consumption of fortified rice. Rice is a strategic vehicle for food fortification in Indonesia because it is a major staple food consumed regularly across population groups and socioeconomic settings. Fortified rice kernels (FRK) and fortified rice have the potential to complement existing nutrition interventions by delivering essential micronutrients through an existing food vehicle and distribution system.
Indonesia has established a national standard for fortified rice kernels, SNI 9314:2024, which provides an important technical foundation for the production and use of fortified rice. There are two fortified rice kernel production units and 40 fortified rice mills registered with the regulatory agency. 40% of the rice in the country is produced by medium- and large-scale millers, reflecting the existing industry capacity to absorb technology and invest capital to produce fortified rice. However, the scale-up of fortified rice requires consideration of the broader rice value chain, including FRK production and supply, rice milling and blending capacity, procurement systems, quality assurance, regulatory requirements, logistics, consumer demand, affordability, and the economics of fortification.
To support evidence-based decision-making for scaling up rice fortification, Nutrition International intends to engage a qualified consultant/agency to undertake a comprehensive, scenario-based, country-specific Cost Analysis and Action Plan (CAAP) for introducing fortified rice through the commercial market.
