The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “Transformation of Agricultural and Food Systems”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries.
Agricultural commodities play an important role in rural development in many developing and emerging countries, forming the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. To address these challenges, the program implements the project "Transforming the Agricultural Supply Chains (TASC)” in Indonesia. The GIZ global project TASC strengthens the socio-ecological transformation of global agricultural supply chains. It improves political, institutional, and economic framework conditions, enabling producers, companies, and state actors to effectively implement sustainability goals and due diligence obligations. Through sustainable production and business models, policy dialogues, and digital traceability and transparency systems, partnership-based approaches foster resilient supply chains, decent work, environmental and climate protection, and fair market opportunities.
With additional resources from the State Secretariat for Economic Affairs of Switzerland (SECO) through the Sustainable Landscape Program Indonesia (SLPI) and the partnership with Proforest, TASC supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (SUSTAIN Kutim). Building on the success of previous Phase 1 of projects, SUSTAIN Kutim aims to a more sustainable, productive, and competitive East Kutai district through reduced deforestation and enhanced livelihoods of local communities. GIZ's contribution to SUSTAIN Kutim is planned for three years and comprises the following outputs:
- Foundational elements (Work Package-1): Improved institutional frameworks, governance of districts ensures long-term sustainability of land use through coordinated decision-making
- Protection of HCV areas (Work Package-2): Ecosystem services restored, biodiversity conserved, and carbon sequestration increased through increased protection and restoration activities
- Sustainable production (Work Package-3): Sustainable agricultural production increases and good practices are adopted at the district level
- Sustainable Livelihood (Work Package-4): Greater economic resilience is achieved through improved income opportunities and livelihoods for local communities
- Sustainable Public and Private Finance Mechanism (Work Package-5&6): Enhanced financial sustainability of landscape initiatives and scalability of impact are achieved through increased private sector investment and the SLA-PFM institutional capacity in East Kutai and one additional SLPI district is strengthened and sustainable landscape investments in East Kutai have increased.
GIZ is recruiting an Junior Advisor to support and assist the implementation of Work Package-5&6:
Junior Advisor for Sustainable Landscape Finance

A. Core Tasks
In your role, you support the officer responsible for the commission in implementing the technical, content-related and organizational aspect of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contact for the acquisition of job orders on behalf of the company. Working with experienced specialists you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regards for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
- Support the strategic and operational planning on the development of a public and private finance mechanism to support the landscape approach in East Kutai.
- Assist and provide technical advice to the East Kutai District Government and relevant stakeholders on strengthening the capacity to improve the management of public and private finance to support sustainable landscape management through planning, implementation, monitoring, evaluation, and regulatory improvements.
- Assist the preparation process, and implementation of consultancy works on the development policy recommendations and promote a strategic approach for better public and private finance mechanisms.
- Facilitating the need assessment and the measures of capacity development for East Kutai and relevant stakeholders in formulating budget and landscape program planning, monitoring and evaluation, and supporting policy framework
- Building engagement with landscape actors including local government at district and village, private sectors, civil society organization to promote a sustainable finance supports the sustainable landscape approach
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
- Where appropriate and reasonable, the position holder is willing to perform tasks outside on the job description
Qualifications
- Bachelor’s degree in public administration, economic, social, political science, management, accounting, natural resource management or a related field
- A minimum of 2 years of professional experience, related to capacity development, public policy framework, public and private finance mechanism and management, governance on public finance, fiscal transfer and management
- Experience on formulating capacity need assessment, designing capacity development and measurement of capacity development monitoring and evaluation
- Knowledge and understanding on landscape management, agriculture and supply chain management, sustainable forest management, preferably related to sustainability in the palm oil and natural rubber plantation.
- Knowledge and experience in stakeholder engagement, consultation, negotiation technique and organizational development.
- Experience in coordinating small teams and/or external consultants.
- Proven experience working in, or in close cooperation, with government agencies at the province and district level, preferably in East Kalimantan Province and East Kutai on district level.
- Work experience for, or in cooperation with, the private sector in agricultural supply chains is strongly preferred; work experience in, or in cooperation with, an international organization is considered an advantage
