Job Description:
Under the supervision and reports directly to the Program Manager, the MERL Coordinator will lead the Monitoring, Evaluation, Research, and Learning (MERL) function to ensure that WEI’s programs are evidence-based, continously improving, and strategically informed. This will include strengthening WEI’s evidence ecosystem, from monitoring system and evaluation framework to applied research, program learning, and knowledge management. S/He will support the Program Manager to coordinate and provide technical guidance to the MERL unit to improve program quality and organizational effectiveness.
Key Responsibilities
1. MERL Coordination
· Lead the implementation of WEI’s MERL framework.
· Coordinate and provide technical supervision to MERL unit.
· Develop and ensure consistency of MERL approached, standards, tools, and reporting across all projects.
· Ensure accountability and integrity in data management and information delivery.
2. Monitoring & Evaluation
- Develop and oversee the Activity Monitoring, Evaluation, and Learning Plan (AMELP) for all projects.
- Establish and run monitoring frameworks, indicators, and dashboards, aligned with Logical Framework and Theory of Change.
- Ensure routine monitoring data are accurate, complete, timely,
- Develop data collection tools and methodologies, as well as ensure high-quality, accurate data is collected, cleaned, and securely stored.
- Lead the project evaluations, including baseline, midline, endline, process evaluations, and outcome evaluations.
- Facilitate regular project evaluation meetings, including analyze project performance and identify strategic recommendations for improvement.
- Coordinate with M&E Officer to develop high-quality, evidence-based report of the projects, including ensuring all reporting is accurate, verifiable, and aligned with the logical framework and theory of changes.
3. Research & Data Analysis
- Responsible the design and execution of baseline, midline, and endline assessment, needs assessments, stakeholder mapping, social-economy assessment, and other assessments related to the projects.
- Develop qualitative and quantitative studies, for projects and organization .
- Ensure the high-quality of the data collection, validation, and verification, including data processing and analysis.
- Ensure incoming data is accurate, complete, and properly stored in the program's Management Information System (MIS), including manage and integrate data to project dashboards.
4. Learning
- Organize learning sessions, document lessons learned, and translate data into actionable insights for the team.
- Develop cross-project synthesis, including combining, comparing, and analysing data, insights, or findings from multiple projects.
- Lead "pause and reflect" sessions and After-Action Reviews (AAR) to help program teams interpret data and pivot strategies when necessary.
- Promote strategic reporting that allows for program adjustments in response to changing environments.
- Document and disseminate lessons learned and best practices to internal stakeholders, partners, and donors.
Qualifications and Skills:
1. Bachelor's degree in statistics, data science, mathematics, agriculture, forestry, social, economy or related field.
2. Minimum 5 years’ experience working in Monitoring, Evaluation, Research, and Learning, especially for Non-Profit Organization or community development sector
3. Experience in strategic planning, risk management, theory of changes, and logical framework analysis.
4. Experience with research, assessment, and other social economy and environmental studies.
5. Experience in providing high quality and evidence-based performance project report.
6. Experience in statistics, data collection, data analysis, and digital data dashboard or Management Information System.
7. Knowledge in relevant project management methodologies and experience with project management tools.
8. Project Management Professional (PMP) certification is a plus.
9. Excellent written and verbal communication skills in English and Bahasa Indonesia.
