Assessment to Bill of Quantities (BoQ)

Position: Civil/Structural Engineer – Building Assessment (2 Positions: 1 for Central Sulawesi and 1 for Papua)
Assignment Titled: Structural/Civil Assessment and Bill of Quantities (BoQ) Preparation for the renovation of health facilities in Central Sulawesi and Papua Provinces under the SEHAT Project.
Location: Jayapura (Papua) and Palu (Central Sulawesi), with site visits to the health facilities in the respective province
Reporting to: Provincial Manager
Level of Effort (LoE): Up to 50 Working Days per Engineer (November 2026 – 31 March 2027)
Background
Under the SEHAT Project various health facilities will be renovated in the provinces of Central Sulawesi and Papua. The health facilities are in varying conditions and the degree of work needed will depend on the assessment of each facility. Architectural firms will be hired to prepare the architectural and structural design of the buildings. All designs will be prepared based on an engineering and functional assessment considering the context and need of the users.
This assignment covers that front-end engineering assessment: establishing the existing condition and structural integrity of each facility, determining the civil/structural interventions required, and quantifying them in a Bill of Quantities (BoQ) that will serve as the basis for design development and procurement. The number of facilities to be assessed is 14 in Papua and 12 in Central Sulawesi (Puskesmas) and 18 Pustu in Papua and 18 Pustu in Central Sulawesi.
Objectives of the consultancy
The objective of this assignment is to assess the existing condition, structural integrity and seismic resilience of the selected health facilities; to recommend the civil/structural works required; and to produce an accurate BoQ and engineer’s estimate for those works, in compliance with the relevant regulatory requirements in Indonesia. The assignment ends with the Project’s acceptance of the BoQ.
Scope of work
The Civil/Structural Engineer will perform the following:
  • Reviewing the documents and data provided by the Project (as-built drawings, previous surveys and assessments, site and hazard data) and preparing the assessment methodology, checklists and site-visit schedule.
  • Carrying out site visits and condition surveys of each health facility, covering foundation, columns, beams, slabs, walls, roof structure and connections, and documenting the findings with photos, measurements and sketches.
  • Assessing the structural integrity and seismic vulnerability of each building against the building code, standards and technical norms in effect in Indonesia and the respective provinces.
  • Specifying additional investigations where needed (e.g., non-destructive testing, material testing, soil investigation) and interpreting their results.
  • Classifying each facility by the level of intervention required (e.g., minor repair, moderate rehabilitation, major structural retrofit, demolition/reconstruction) and recommending the scope and priority of the civil/structural works, including any structural modification/rectification to be incorporated in the design.
  • Advising on Environment, Health and Safety (EHS) considerations, waste management and disaster-prevention requirements relevant to the renovation works, with reference to the Project’s Environmental Assessment Strategy.
  • Advising on potential green construction elements that can be feasibly integrated, such as rainwater harvesting systems, solar power, air conditioning and cross ventilation.
  • Preparing the itemized, quantified BoQ and the engineer’s estimate for the recommended civil/structural works of each facility, reflecting local price conditions, including logistics to remote locations.
  • Coordinating with the architectural firms and the Project team so that the assessment results and the BoQ are consistent with the architectural and functional design requirements, and responding to review comments until the BoQ is accepted.
Scope boundaries
The following are not part of this assignment and may be covered under a separate engagement: preparation of architectural and structural design drawings (by the architectural firms); design review and assistance with building approvals; preparation and evaluation of tender documents; construction supervision, completion certification and defects liability advice.
the Engineer specifies the tests and interprets the results.
Consultant Qualifications and Competencies
  • Degree in Civil Engineering from a reputable university and member of an accredited professional organization having authority to design and supervise structural works in Indonesia.
  • Holds a valid Construction Services Development Board (LPJK) Competency Certificate (SKK Konstruksi), preferably Level 9 (Jenjang 9 – Ahli Utama), or membership in an accredited professional engineering body (e.g., PII) authorized to design and supervise structural works in Indonesia.
  • Over 8 years of working experience similar to the scope of the consultancy, and experience in working with the Ministry of Health and the nursing directorate.
  • Strong background in building assessment, structural retrofitting, earthquake-resistant design assessment and structural quality assurance.
  • Demonstrated experience in quantity take-off and in preparing BoQs/engineer’s estimates for building renovation or retrofitting works.
  • Will be at arm’s length from the contractor(s) or subcontractors performing the works.
  • Willingness to travel to health facilities in the respective province, including remote locations.
  • Working proficiency in English (written and spoken) is preferred for technical communication and reporting.
Deliverables
The Engineer will provide findings and recommendations in writing to the Provincial Manager, in electronic format (editable and PDF), subject to Project review and acceptance:
