Position Title:  Finance and Administration Manager

Position Base:  Jakarta – Indonesia. This position is designated for Indonesian citizen only.

GENERAL PURPOSE:

Reporting to the Executive Director, the  Finance and Administration Manager (FAM)  shall manage the Accounting, Financial and Administration of  various financial/accounting activities in Yayasan Cipta in a day to day basis.  Working closely with the Yayasan team and stakeholders, the FAM shall provide leadership and technical assistant overseeing all Yayasan Cipta's activities.

POSITION RESPONSIBILITIES :

  1. Monitor overall management of Yayasan Cipta financial systems, including financial control, forecasting cash flow management, expenditures and reporting, review and supervise book keeping, banking and cash transactions, financial data.
  2. Manage and oversee the daily operations of the department including : month and end-year process, accounts payable/receivable, general ledger, funding allocation on payroll and benefits, revenue and expenditure variance analysis, capital assets reconciliations, account statement reconciliations, check runs, fixed asset activity, debt activity/payables
  3. Monitor and analyze accounting data and produce financial reports or statements
  4. Establish and enforce proper accounting methods, policies and principles to the entire organization
  5. Provide recommendations to Improve systems and procedures and initiate corrective actions
  6. Assign projects and direct finance team  to ensure compliance and accuracy and to meet financial accounting objectives
  7. Establish and maintain fiscal files and records to document transactions
  8. Prepare accountable, thorough and detailed program budgeting on each proposal and each new business development attempt
  9. Reporting to management and the Board of Foundation, and providing advice how the company and future business decisions might be impacted
  10. Negotiate with Client/Donor on proposed budget as required and provide feedback with the internal management team.
  11. Prepare timely monthly financial forecast of each program activities, scheduled review meeting together with Program Manager.
  12. Prepare accountable Financial reporting requested of Yayasan Cipta and present in front on the Board Meeting and donor/s
  13. Monitor and update monitoring of each program budget, include preparing timely invoicing to donor/client based on each contracts/agreement/program.
  14. Monitor requisition for office supplies, equipment, other procurement and arrange for control of distribution and maintenance of appropriate inventory records.
  15. Ensure quality and competitive prices to all procurements of goods and services are obtained and in line with the procurement policy.
  16. Act as focal person on the finance matter and take full responsibility on the transactions and expenditures made
  17. Monitor and supervise travel arrangements of  Yayasan Cipta team,
  18. Provide finance and administration support to the team including assist the team in trainings/workshop preparation
  19. Ensure all financial documents as well as supporting document of each project is kept in chronological order;
  20. Prepare on own initiative, correspondence, reports, evaluations and justifications, memos as required on general finance issues and keep in systematic order.
  21. Manage records of consultant's work contract and overall responsibility for quality control of the financial (budget and acquittal) aspects of contracts (subcontracts, and consulting agreements).
  22. Take lead in the Annual Financial auditing process, reporting to the ED and Board Treasurer, starting from selection of independent auditor,  agreement, actual audit process until reporting the result from independent Auditor
  23. Anticipate problems and bring to the attention of the Executive Director or Program Manager and make recommendations towards a solution.
  24. Implement and ensure respect of financial procedures and guidelines as well as monitor detect and report any financial irregularities within the daily operations of Yayasan Cipta.

 

Qualifications :

  • Master degree in accounting from reputable University
  • Possess advance skills in written and spoken English and Bahasa Indonesia  
  • A Minimum of  5 years hands on experience working as Accounting Manager, or Finance Manager in the development area, hands on experience in handling large and long term complex Development Programs from major International donors would be an advantage
  • Ability to work effectively under highly demanding situations with minimum supervision. Efficient, competent and possess integrity
  • Ability to prioritize in  managing activities and assignments, make necessary adjustment as required
  • Good interpersonal skills, team player, proven record in working collaboratively with colleagues to achieve organizational goals and ensure timely delivery result
  • Demonstrates ability to manage complexity, high attention to detail and accuracy
  • Competent and accountable on Program Budget development, monitoring and reporting
  • Ability to prepare and present department presentations with confident, concise and accountable
  • Proficiency in MS Office, particularly Excel, Word, and Power Point. Experience with MYOB accounting software programs will be an advantage
  • Proven knowledge of bookkeeping and accounting principles, practices, standards, laws and regulations

Duties and Responsibilities

As a Study Leader:

● Maintain regular communication with the Project Director (PD) on all aspects of the study/project, including both technical and budgetary.

● Lead all aspects of study design with support from a Quality Assurance (QA) lead and study co-leader.
● Lead study briefing for field researchers.

PROJECT DESCRIPTION:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.

 

The EpiC team's approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

 

EpIC is currently being used as a funding mechanism by which to direct financial, programmatic and technical resources to assist Indonesia's COVID-19 response.  EpiC's COVID-19 program portfolio currently consists of (a) Mechanical Ventilation for COVID-19 technical assistance; (b) COVID-19 vaccine technical assistance; and (c) support for personal protective equipment, COVID-19 testing and lab system strengthening.  Other COVID-19 emergency response programming – including oxygen ecosystem strengthening and home-based management of COVID-19 – may also be forthcoming.

 

JOB SUMMARY:

The M&E/SI Technical Officer/COVID-19 provides technical assistance and support to EpiC/Indonesia in all aspects of COVID-19 strategic information, including monitoring and evaluation (M&E), information systems development and maintenance, management of time-bound M&E personnel, and surveillance.

 

DUTIES AND KEY RESPONSIBILITIES:

·       Lead development and operationalization of the COVID-19 M&E strategy, including the confirmation of monitoring indicators and disaggregation components; development and management of the M&E workplan(s); and recording and reporting of COVID-19 data in narrative reports and electronic information systems.

·       Provide technical assistance and support to national and sub-national partners in all relevant aspects of COVID-19 monitoring and evaluation, continual quality improvement, and data analysis, visualization and use.  

·       Collaborate closely with other EpiC team members to facilitate joint implementation, sharing of information, and problem solving in areas where COVID-19 interventions overlap with HIV and TB programming.

·       Ensure high quality, timely reporting of COVID-19 results to Government, donor agencies and FHI 360, as per the requirements of each COVID-19 project.

·       Recruit and/or manage COVID-19 M&E consultants at national or sub-national levels.

·       Ensure that implementation of COVID-19 M&E field activities adheres to FHI 360 COVID-19 monitoring and evaluation strategies and plans.

·       Participate actively in program planning and review processes.

·       Assist the COVID-19 Program Manager in preparing and submitting donor reports and other relevant materials (e.g. data briefs), as per the requirements of each COVID-19 project.

MINIMUM QUALIFICATIONS:

·       Minimum of five years professional experience in M&E positions, with responsibility for developing and implementing M&E activities for international development initiatives.

·       Bachelor or Master's degree in public health, statistics, demographics, public policy, international development, economics, or related field. Master's degree or advanced certificate in M&E, statistics, or economics preferred. 

·       Proven success in designing, implementing, and operating project M&E systems across the project lifespan (e.g. initiation to closeout), preferably in health.

·       Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection, analysis and visualization methodologies. 

·       Advanced skills in Microsoft Excel and database management.

·       Experience in planning and managing surveys; developing and refining data collection tools; conducting data quality assessments and oversight; and managing and providing ongoing capacity development to M&E field officers. 

·       Proficient in both written and spoken English language, and fluency in Bahasa Indonesia.

·       Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.

Finance & Administrative Specialist 

A.     Responsibilities

  • ensures that financial and administrative procedures function well in accordance with GIZ standards
  • assists the Principal Advisor for financial planning and monitoring
  • assists the Principal Advisors to ensure compliance with GIZ Processes and Rules (PuR) for all activities
  • effectively coordinates with the staff of the ISED administration and finance team
  • assists the Principal Advisor and management team in ensuring compliance with the GIZ code of conduct of all staff  

B.     Tasks

1.     General Administration

  • in coordination with the Administrative Professional ensures and controls the quality of internal management services related administration (contracts, travel & event, procurement of goods, inventory, and IT) based on PuR
  • in coordination with the Administrative Professional ensures and controls the internal administrative procedures and regulations (note to file, memorandum, letters) related to the administration aspects based on PuR
  • maintains an overall good flow of administrative/financial information and regulation by having a smooth cooperation and provides advice and input within the staffs of the project.
  • in coordination with the Administrative Professional manages inventory according to the regulations
  • ensures data entries in Winpaccs and archives the vouchers in line with GIZ guidelines
  • maintains overview over on-going contracts at project level, GIZ country office in Jakarta and GIZ headquarters (with overview of payments) 

2.     Finances and Accounting

  • maintains the overall smooth and correct functioning of the complete financial accounting systems
  • supervises and guides the preparations for the annual Internal Control as well as ensures that the results and recommendations are applied
  • supports the Principal Advisor in managing and monitoring the commissioned project budget
  • assists the Principal Advisor in preparing and monitoring the annual budget
  • checks the financial reports provided by GIZ country office in Jakarta
  • monitors monthly project account receivable and follow up for the settlement
  • ensures that the expenditure monitoring system is updated periodically
  • prepares for financial/disbursement reports (BAST) to the partner institutions
  • monitors the component expenses in accordance with the component budget (Costs per Output Monitoring and Forecast/KOMP) in consultation with the Principal Advisor for contracts
  • coordinates with the Administrative Professional regarding the documentation of restitution/exemption letters until getting the restitution/ exemption letter from Badora (Finance Ministry)
  • in coordination with the Administrative Professional in preparing and settlement of travel cost (domestic/international) of all staff
  • in coordination with Cluster BMZ 1 Financial Managers for implementing KOMP (Costs per Output Monitoring and Forecast)
  • maintains filing for financial section confidentially 

3.     Contract Management

  • prepares, arranges and follows up contracts for local consultants based on ToR with the respective units at GIZ country office in Jakarta
  • monitor the status of contract implementation and payment by using a database
  • coordinates and communicates with contract officer in the GIZ country office in Jakarta
  • monitors and follows up the tax exemption process for contracts and procurement
  • files contract documents where requires according to PuR 

4.     Compliance with PuR

  • monitors changes of PuR and GIZ country office in Jakarta regulations, informs the Principal Advisor, and disseminates information on such changes to all relevant staff
  • assists all staff to ensure compliance with PuR and the GIZ Code of Conduct at the national and regional level
  • immediately reports to the Principal Advisor in cases of non-compliance with PuR and the GIZ Code of Conduct without delay
  • monitors decisions concerning administrative and financial issues of the Principal Advisor and management team and advise them on compliance issues 

5.     Other duties/additional tasks

  • supports project team members in achieving milestones of the project
  • participates in projects and office finance and admin team meetings to understand needs and ensure smooth supports
  • performs other duties and tasks at the request of the Principal Advisor  

C.     Required qualifications, competences, and experiences

Qualifications

  • Bachelor's Degree in Economics, Accounting or equivalent
  • at least 5 years of experience in similar or equivalent positions
  • good understanding of GIZ Processes and Rules (PuR) regarding financial and administrative management is an asset
  • experience working in development organizations similar to GIZ and with relevant government and international entities is highly desirable 

Other knowledge, requirements and additional competences

  • proficiency in English and Bahasa Indonesia, both written and oral
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Office 365)
  • excellent understanding on accounting and financial operations (bills & voucher checking, payment processing, planning)
  • excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.

BACKGROUND

The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially in supporting the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP currently has programs focusing on landscape/seascape conservation, species conservation actions and engaging local communities.

POSITION OBJECTIVES

The Technical Officer for the Country Director position's general objective is to support WCS-IP in increasing the effectiveness of its intervention method and scientific quality in and around its focal landscapes in various project implementation sites. Under the general supervision of Country Director, the person will be responsible in supporting the Country Director in the fulfillment and execution of duties, both to ensure the efficient management of WCS-IP and liaise effectively with all WCS-IP partners: GoI, national organizations/institutions, program offices and associates, as well as external partners and contacts. The person will also assist in WCS-IP technical reports quality in general whenever needed.

The person will be responsible in establishing molecular methods, conducting molecular genetics laboratory work, providing necessary and relevant related to molecular genetics data under the general supervision of Country Director, Conservation Genetics Specialist and Science Unit Coordinator. The person will also assist WCS-IP in writing scientific papers, technical reports on genetic projects, and support other relevant activities within the Science Unit.

KEY AREAS OF RESPONSIBILITY

General Tasks

  1. Provide support to Country Director and Senior Managers during WCS-IP meetings, conferences on specific subjects, coordinates and prepares all relevant scientific data for presentations, speeches, publication documents, briefing packs, etc.
  2. Assist the Country Director in writing and publishing scientific research findings and outputs that relate to the implementation of WCS-IP program, in close coordination with relevant Program Managers and Officers, including assisting in reviewing and editing scientific papers and technical reports, research papers, progress reports, evaluation reports, briefings and presentations.
  3. Answer and screen inquiries and correspondence in an appropriate manner, based on familiarity with subject matter, and refer others to appropriate staff member or department
  4. Assist WCS-IP senior management, Country Director in particular, in their leadership functions, i.e. networking with GoI, other institutions and wider conservation community and relevant stakeholders.

Support to WCS-IP Genetic Research

  1. Provide key support (including critical thinking) into the implementation of WCS-IP genetic research, including for the Terrestrial, Marine, and WTP programs as needed.
  2. Make an independent decision or suggestion to the use of research techniques and methods when undertaking molecular wildlife genetics research.
  3. Contribute to discussion on solving a problem related to the molecular laboratory work.
  4. Carry out literature study on ongoing and future wildlife genetic research project.
  5. Continue to update knowledge and develop skills, either theoretical, practical, molecular, or analytical software skills.
  6. Assist the Conservation Genetics Specialist in conducting lab works needed for genetic projects, including conducting molecular genetic laboratory work for wildlife genetics, e.g., mitochondrial genetic diversity, sex determination, and SNP/microsatellite genotyping.
  • Liaison and networking
  1. Attend and participate in relevant meetings.
  2. Liaise with other researchers for networking and possible collaboration, such as in the National Wildlife Genetic Consortium, and the Wallacea project.
  3. Support conducting capacity building activities, internally or externally, such as genetics workshop for GoI, universities, or other research institutes as needed.
  4. Research findings communication, by writing scientific papers, technical reports, and progress reports to communicate research findings, whether for internal use (e.g., WCS-IP website content), GoI or to other partners (e.g. universities, other research institutions).

Other

  • Assist WCS-IP technical reports writing (and other campaign, reading materials, etc.) in general whenever requested.
  • Undertake other tasks as deemed necessary in line with the goal of providing management support as assigned by Country Director.

REQUIREMENTS

This position will be based in Bogor with frequent travels to Depok. There are possibilities to travel to other WCS's working site as well. The ideal candidate will have:

  1. At least one year of experience in applied genetics research and or minimum of one year experience as a research officer.
  2. Graduated from biology or related undergraduate degree major.
  3. Knowledge and/or experience in administration work is preferable.
  4. An ability to communicate with board range of people and finding solutions of problems.
  5. Good interpersonal skills to deal with a diverse group of contacts (including government partners and other colleagues), and ability to be a team player.
  6. Excellent written and verbal communication skills in both Indonesian and English.
  7. Aptitude in the use of a MS spreadsheet, words, and presentation. Ability to use R software and skilfull in preparing well-designed presentations would be an advantage.
