Currently we are looking for an experienced financial professional from the development sector, who has the capability of controlling all of the financial affairs of a development NGO – accounting, compliance, analysis, and reporting. S/he must have a passion for finances in the development sector and be capable of contributing to the management team with accurate reports, sharp analysis, and advice.

 

This is the background experience and qualities we require:

*       Strong background in financial management in the development sector in Indonesia

*       Minimum five years' experience and knowledge in NGO financial management

*       Strong finance analysis skills and systematic approach

*       Prior experience in managing financial systems for international agencies is preferred

*       Excellent computer skills - accounting system software, MSOffice, internet

*       University degree in a relevant subject

Yayasan Relief Islami Indonesia is seeking Senior MEAL & Project Officer based in Bima/Dompu - Indonesia.

Reporting Line:

Post  holder  would  directly  report  to  MEAL Coordinator.

Overall Responsibility:

The Senior MEAL and Project Officer will be responsible for collecting, storing, analyzing data and producing project related documentation and reports during the project implementation period. This position will assist the local partners in implementing systems to ensure the effective, accurate and sustainable collection of information and data as it relates to climate change project called BUCRACCE (Building Community Resilience Against Climate Change). S/he will ensure efficient and timely submission of accurate reports from all project partners and will maintain an appropriate filling system of received data and reports from them. S/he will also perform and assist local partners in conducting MRV (measurement, Reporting, Verification) of GHG mitigation. S/he will also work closely with the agroforestry and climate change specialists and relevant staff in project design, research, monitoring, evaluation and reporting. The post will involve traveling to project sites in 20 villages 3 districts/city Bima and Dompu.

Key Duties and Responsibilities:

·         Establish business as usual scenarios so as to track progress made by the BUCRACCE Project;

·         Assist and Track progress towards the achievement of the project objectives;

·         Follow up a recommendation of feasibility study report developed by the external consultant to meet with the project implementation.

·         Assess and assist the current capacity of the local partners and assist them in terms of knowledge and practices to monitor, archive, analyze and communicate MRV data;

·         Review of documents, work plans, TORs, progress reports and midterm evaluation report (if any) to assess progress made in the implementation of various activities of the BUCRACCE project;

·         Assess and critic the activities and strategies put in place by BUCRACCE project partners in implementing the project;

·         Capture the roles played by different stakeholders in the implementation of the project and proffer a more participatory approach;

·         Submit regular monthly MEAL report including MUR not later than the first week in every month

·         Ensure and assist the local partners in deploying required MEAL activities in each project stage according to MEAL framework

 

Skills:

·       Demonstrated ability to conduct/oversee evaluations, reviews, assessments, etc.

·       Proven experience in project management

·       Proven experience in facilitating training and transfer of knowledge and skills.

·       Proven experience in monitoring and evaluation of projects using a range of qualitative and quantitative methods.

·       Excellent written and oral communication skills in English,

·       Organizational and time management skills required;

·       Ability to work independently and as part of a team;

·       Competence in Information Technology (IT will be an asset).

 

Requirements:

·       The applicants must have a minimum of a Bachelor's Degree in development studies management, environment and other related subjects, and formal training in monitoring and evaluation, with at least 3-5 years' experience in MEAL related jobs. Master's Degree in a related field will be an added advantage;

·       Past experience in working and managing any Government/Non-Governmental Organizations will be an added advantage;

·       Past experience in managing climate change mitigation and adaptation projects will be much added advantaged

Reporting Line:

Post  holder  would  directly  report  to  Area Coordinator.

Overall Responsibility:

Under the guidance and direct supervision of the Project Coordinator, the Senior Livelihood and Microfinance Officer will provides and support with technical assistance to the local partners in livelihood and microfinance and related sectors. The post holder will support planning, implementation of livelihood and microfinance  related intervention to the local partners adhered to the project focus.  S/he will liaise with project stakeholder (project team,  local government, local partners, volunteers, right holders and etc), In addition s/he will work closely with Local partners,  and meal officer to ensure  project deliverables achieved on scope, time and budget.

S/He must perform  her/his assigned areas with respect  to technical assessments, awareness raising, rights holders profiling, designing and delivering trainings. The respected position will capacitate the partner staff and volunteers   in undertaking  their duties and assignment  accordingly.

Key Duties and Responsibilities:

·         provide technical assistance beneficiaries in business management and finance and linkage to financial institutions for access to finance.

·         Provide advice and support to local partners to implement microfinance objective of project by addressing all key aspects, monitoring results, and consulting with relevant stakeholders.

The Media, Communications and Advocacy Manager is a critical part of the YRII team, S/he will be working closely with other internal project staff, local partner organizations, and other staff of communication, Media and Advocacy of IR Headquarter and IR partners worldwide. S/he will be able to write clearly and succinctly, develop and communicate strategic messages, and devise strategies to reach and influence audiences, while working closely with ongoing individual project activities in multiple provinces. S/he will also track influential thinkers within country and global dialog and advocacy in the broader service sectors.

A primary responsibility of the position will be to contribute to the Developing country communication, media and advocacy policy of the organization to facilitate its implementation. Key Duties and Responsibilities:

·         Facilitating brainstorming sessions with related staff at all stages of the strategies, plans, and approaches formulation

Reporting Line:

Post  holder  would  directly  report  to  Chief Executive Officer.

Overall Responsibility:

1.         To provide strategic leadership and expertise to the program in the country.

2.         To ensure the programme meets Islamic Relief Quality Standards

3.         To manage all the direct and online fundraising activities in a professional and systematic way, to ensure maximum income from multiple streams as well as build Customer Relationship Management (CRM) systems to improve donor engagement.

4.         To be responsible for managing all direct and online fundraising activities in the selected countries. The post holder will set the Emerging Markets CRM strategy, with a focus on digital engagement to increase funds through innovative e-fundraising tools and campaigns and donor retention projects.

5.         To provide timely and high-quality proposals and reports to donors

6.         To ensure the development and utilization of best practice for technical interventions

7.       To network with, and represent Islamic Relief to partners (government authorities, donors, INGOs, local NGOs, CBOs etc.

Key Duties and Responsibilities:

The Deputy CEO is accountable to fulfil his/ her roles and responsibilities in line with IRW's code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

Programme Development & Fundraising (at least 40% of time)

1.         Provide strategic direction to the programme to ensure it works towards reducing poverty in a sustainable manner and responds to emergencies effectively

2.         Take a lead role in the annual strategic planning process

3.         Design programmes and projects based on the Country Strategic Plan and Emergency Preparedness Plan.

4.         Proactively identify opportunities to build key stakeholder relationships, and take the initiative to follow up with necessary action.

5.         Develop timely and good quality donor proposals to expand the programme, using a participatory approach involving all relevant stakeholders.

6.         Work with the Country Director to diversity the funding base through developing existing or new relationships with donors

7.         Manage and lead in planning and implementing direct and digital fundraising campaigns as per the Emerging Market strategy and in line with the approved budget and plans

8.         Responsible for developing a strategy for digital and direct donor engagement across the Emerging Markets countries and well as provide support to some existing Islamic Relief Partner offices.

9.         To offer technical and strategic leadership to Emerging Market staff and volunteers, through the utilization of direct marketing and multimedia tools and new technologies in consultation with the relevant IRW departments.

10.     To develop digital systems and processes to support the setup of new offices and assist fundraising activities

11.     Responsible for the development of digital platforms and systems that support fundraising and supporter engagement for Emerging Markets countries

Implementation and Programme Quality Management (at least 20% of time)

1.         Make key decisions in relation to the programme implementation, programme quality assurance and address problems that might arise during the implementation phase

2.         Ensure the programme meets Islamic Relief Worldwide (IRW) Quality Standards and Core Humanitarian Standards

3.         Ensure the programmes are implemented and evaluated in a consultative and participative manner through regular field visits, project reviews and meetings with beneficiaries.

4.         Ensure the timely submission of high-quality reports to HQ and donors, according to the appropriate guidelines

5.         Conduct field visits and project reviews to monitor and evaluate to ensure projects are implemented as per plans and donor requirements

Management (10%)

1.         Actively participate in the Country Management Team (CMT) meetings and decision making.

2.         Facilitate team building across the Programmes, Islamic Relief Indonesia and the wider organization.

3.   Motivate the programme team and ensure they have clear objectives and receive meaningful feedback on their performance

4.         Provide guidance to HRM to ensure the short and long-term success of the programme, including recruitment, staff development, security etc.

5.         Deputize for the Country Director as and when required

Networking and Coordination (10%)

1.         Build relationships with donors, UN Clusters, Government agencies and other I/NGOs in country

2.         Ensure regular and effective communications are maintained within the programme, and with Asia Regional Desk at HQ including finance and other departments

3.         Ensure visibility of programme through quality reporting and contributing to IR webpages and annual reviews.

Budgetary responsibility (20%)

1.         Assist the programme team to develop, finalise and closely monitor the programme budget

2.         Work closely with the Finance Department to ensure effective financial and budgetary control of the programmes, according to IRW's policy and procedures

3.         Ensure corrective measures are taken to address over/under spends in the project budgets

PERSONAL SPECIFICATION

Essential: It is essential that the post holder show a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief World wide's vision and mission including the following experience, skills and qualification;

Experience

·         The ideal candidate should have a min of 7 -10 years' experience within a similar role

·         An in depth understanding of national and international development issues with diverse challenge of programme implementation of on livelihood, WASH, education, disaster risk reduction, climate change, gender, child protection and humanitarian assistance.

·         Experience of developing proposals for a variety of donors including securing funding from bi-lateral agencies such as EC, ECHO, UN and DFID, SIDA, DFATD, DFAT etc.

·         Experience of developing links with INGOs, Government agencies, Institutional donors

·         and other stakeholders

·         Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff.

·         Experience of conducting or guiding monitoring, evaluations and learning (MEAL).

·         Familiarity with the Sustainable Development Goals, Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, Humanitarian Accountability Programme, Core Humanitarian Standards (CHS) etc.

·         Experience of developing disaster preparedness and contingency plans.

·         Experience of designing and implementing fundraising with wide spectrum of donor target

Skills

·         Excellent communication skills including dealing with the media and the public.

·         Excellent written and spoken English and knowledge of local language.

·         Working knowledge of Microsoft Word and Excel

Qualifications

·         Relevant University Degree, Masters or post-graduate in international development, Social Development Planning and Management or any other relevant field.

DESIRABLE

Experience

·         Experience of working in Indonesia or any other Asian country 

·         Experience of working in a consortium

Personal Qualities

·         Aptitude for quickly grasping new technical concepts

·         Ability and motivation to travel within the country
