EXTERNAL AUDIT SERVICES

FOR THE FINANCIAL YEAR 2021 AND 2022 (OCTOBER 2021 – DECEMBER 2022) TO

BBC MEDIA ACTION'S PROJECT IN INDONESIA

A. Background:

 

BBC Media Action, the BBC's international development charity, uses the power of media and communication to support people to shape their own lives. BBC Media Action has recently set up a country office in Indonesia in 2019. In order to support the operational activities of Indonesia's office, we plan to procure the financial audit services for BBC Media Action's project called "For The People" (FTP) which was funded by The Norwegian Agency for Development Cooperation (NORAD) with total grant NOK 20 million over multiple years. Detailed scope of work is included in Section B. The approximate value of funds being audited for the year 2021 and 2022 is NOK 5,718,942 with the period covered from 1 October 2021 to 31 December 2022.

Objective of the Audit:

1. The objective of the audit of BBC Media Action (BBC MA) project financial statements is to enable the auditors to express an independent professional opinion on the financial position of BBC MA and to ensure that the funds utilised by BBC MA's activities have been used for their intended purposes.

 

2. The books of accounts of BBC MA provide the basis for preparation of the BBC MA's Financial Statements. Proper books of accounts as required by law have been maintained by BBC MA and also maintain adequate internal controls and supporting documentation for the transactions.

 

B. Scope of the Audit:

 

1. The audit will be carried out in accordance with the International Auditing Standards and will include tests and verification procedures as the auditors deem necessary.

 

2. Verify all funds have been used in accordance with the established rules and regulations of BBC MA and only for the purposes for which the funds were provided.

 

3. Goods, works and services financed have been procured in accordance with the BBC MA established rules and procedures.

 

4. Appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented to.

 

 

5. The financial statements have been prepared by BBC MA management in accordance with applicable accounting standards and give a true and fair view of the financial position of BBC MA and of its receipts and expenditures for the period ended on the audit period.

6. Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.

 

7. Express an opinion as to reasonableness of the financial statements in all material respects.

 

8. Include in their reports opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material in the financial statements.

 

9. Conduct entry and exit meeting with the Country Director of BBC Media Action Indonesia.

 

10. In addition to the audit report, the auditors will prepare a Management Letter on the following:

 

a) Give comments and observations on the accounting records, procedures, systems and controls that were examined during the field visit.

b) Identify specific deficiencies and areas of weakness in systems and controls and make recommendations for improvement.

c) Report on the implementation status of recommendations pertaining to previous period audit reports.

d) Communicate matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organisation.

e) Bring to the Country Director's attention any other matters that the auditors consider pertinent.

 

Audit Duration:

The audit work shall be completed maximum two weeks from the date of commencement of the audit the 22nd February 2023.

Deliverables:

1. The Auditors on completion of the audit work will submit 5 (five) original copies of the Audit Report appended to the Financial Statements along with the reports to the attention of the Country Director. The audit report must be in English.

 

2. Management letter in accordance with the scope of work described here before.

 

Auditors Experience and Qualifications:

1. The audit firm should be based in Indonesia and have affiliation/membership with an internationally reputed audit firm. The firm should have relevant experience in accounting and auditing of development projects, especially donor-funded operations.

 

2. The key audit team will comprise, at least:

 

 

a) An audit manager with at least ten years of experience in auditing and with a sound knowledge of donor-financed projects.

b) A team leader with at least a Masters' degree in auditing/accounting or equivalent with a minimum of five years of experience in auditing; and

c) An assistant auditor with adequate experience and professional qualifications.

 

Audit Fees:

The audit fees will be fixed through a competitive bidding process.

Location of services

The required service of external audit will be rendered at BBC Media Action's Jakarta office at Noble House, 29th Floor, Mega Kuningan, Jakarta Selatan.

Evaluation Criteria:

                 • Experience, Skills and Ability of Service Provider

                 • Past experience in similar work of this nature

                 • Team member experience (accompanied by their resumes)

                 • Ability of the bidder to fulfil BBC MA's requirements in stipulated timeline

                 • Proposals must contain the details of the proposed approach to be adopted in order to deliver the service in accordance with the TOR Project management

                 • Bidder must allocate a project manager for this project;

                 • The proposal should contain a work plan, showing tasks, timelines;

 

References:

The bidder should submit at least three relevant and contactable clients that were serviced in the past twelve months.

Payment Details:

Payment will be in accordance with a detailed budget breakdown as submitted through the proposal, and invoices will be expected from the consultant prior to payment.

Catholic Relief Services (CRS) is a US – based humanitarian and development organization working in over 100 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, and integrated agriculture and livelihoods. 

 

CRS Indonesia is seeking a District Project Officers to be based in Lembata (Job Code: PO-LB) for the Increasing Resiliency through Climate Change Adaptation and Disaster Risk Reduction in Nusa Tenggara Project (INCIDENT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising World Neighbors (WN) and CRS Indonesia. The project seeks to increase the resiliency of vulnerable communities to climate and disaster shocks and stresses through effective preparedness strategies at community and local government level, improved agricultural practices and financial services through savings and loans. Hiring is contingent upon USAID/BHA approval of the project.

 

Job Summary:

You will assist project implementation by working directly with local partners and community members, and by coordinating various project activities and events in support of CRS' work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

 

Roles and Key Responsibilities: 

·       Coordinate and support partner implementation of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to CRS program quality principles and standards, donor requirements, and good practices.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

·       Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.

·       Coordinate and oversee working relationships with community leaders, community representatives, local government representatives and other project stakeholders, serving as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

·       In coordination with the project team support capacity building events for community representatives.

·       Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact. Support partners by providing capacity building, administrative, and technical support activities to ensure activities are implemented per project guidelines and standards.

·       Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. 

 

Basic Qualifications 

·       Bachelor's degree in International Development, International Relations or in disaster management, agriculture or related field required.

·       Minimum of 3 years of work experience in a similar projects and roles

·       Experience in community development and mobilization

·       Experience and knowledge in working with local NGOs and local government

·       Additional education may substitute for some experience.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)

 

Required Languages – Bahasa Indonesia, English is an advantage 

 

Travel - Must be willing and able to travel up to 75% of time in field locations.

 

Duty Station - This position will be based in Belu district, East Flores District and Lembata District. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

Freelancer: Videographer (2 persons)

                                                         Freelancer: Content Writer/Script Writer (1 person)

Duration            : February 2023 – April 2023 (total 80 days) with possibility of extension

Overall purpose:

With the needs to produce audio-visual content to conduct series capacity of strengthening activities related to indigenous communities’ livelihood, economic opportunity, and positive support for increasing the value of their local resources, BBC Media Action is now hiring freelancers that consist of 3 videographers and 1 content writer/script writer.

Reporting to Digital Manager, the Videographer freelancers will produce the videos and photos for the discussion club while the Content Writer/Script Writer freelancer will write the scripts of the videos. The freelancers will produce 39 episodes of audio visual and photos stimuli that will be used for discussion club in Sumatra and Kalimantan.  The task will be including editing the script, videos, audios, and photos for the audio-visual stimuli. The working area is Java, Sumatra, and Kalimantan.

 

Timeline of the production:

  • 30 days: 39 scripts, story boards, and 10 eps videos
  • 30 days: 10 eps videos
  • 20 days: 19 eps videos

 

Main duties of videographer

  • Producing photos and 39 videos for discussion club stimuli related to indigenous communities’ livelihood

Note: The video will contain interviews with resource persons and coverage of activities with the themes: handicrafts, agriculture, agroforestry, ecotourism, digital skill, and indigenous peoples' rights

  • Editing 39 videos and photos related to indigenous communities’ livelihood
