About the organization:

Yayasan Relief Islami Indonesia (YRII) is a Non-Governmental Organization (NGO) headquartered in Jakarta, established under Notary Deed No. 8 by Buchari Hanafi, S.H., dated December 6, 2021, and approved by the Ministry of Law and Human Rights under Decree No. AHU-0039234.AH.01.12 of 2021, dated December 8, 2021. YRII originated from the operational experience of Islamic Relief Worldwide (IRW) in Indonesia as an international NGO and branch of Islamic Relief Worldwide headquartered in Birmingham, UK. IRW had been operating in Indonesia since 2000 and officially signed a Memorandum of Understanding (MoU) with the Ministry of Home Affairs in 2003. This MoU expired in November 2021. To continue IRW's work and best practices, former IRW staff members founded YRII.

During its operations in Indonesia, IRW contributed IDR 659 billion to the Indonesian government and society, benefitting 1.7 million people across 8 sectors focused on improving social welfare: disaster management, livelihood improvement, public health and nutrition, clean water and environmental sanitation, education, seasonal programs, shelter, and orphan welfare—all contributing to the achievement of the Sustainable Development Goals (SDGs)

Country Purpose:

Islamic Relief Worldwide in Indonesia has been operating since 2003 and officially became Yayasan Relief Islami Indonesia in January 2022. The objective of the Yayasan Relief Islami Indonesia program is to contribute to the social welfare of the Indonesian people and to alleviate suffering. The main sectors for the program include:

                     Water, Sanitation and Hygiene Promotion

                     Sustainable livelihood

                     Health and Nutrition Child Welfare

                     Shelter

                     Disaster Risk Reduction

                     Climate Change

                     Seasonal Program

The geographical area: NTB, Aceh, Central Sulawesi, West Java, and Jakarta Province will be expanded to all regions of Indonesia according to the development of the organization. The implementation of the program is carried out directly by YRII or through cooperation partners.

Project Overview:

Islamic Relief Indonesia currently implementing project of the MAKE EXTREME POVERTY HISTORY THROUGH POOR GRADUATION APPROACH (MEMPHIS-PGA).  The overall objective of this project is to make poor women, men, girls, boys, elderly, and people with disability to enjoy their new dignified life after they are graduating from the poverty trap through Ultra Poor Graduation Approach.  To achieve this objective, the project will be implemented for 3 years from June 2024 to July 2027.

Ultra-Poor Graduation Approach (UPG) is a new approach in poverty alleviation programme that is already proven to be effective in Bangladesh. There are 5 pillars in UPG: (1) Better Consumption, (2) Increasing Income, (3) Establish Financial Inclusion, (4) Effective Social Empowerment, and (5) Foster Social Development.  These pillars are implemented integratively with sufficient period between 3 to 5 years. 

In Indonesia, the poverty alleviation programme is not integrative and comprehensive. Therefore, Islamic Relief Indonesia will try to apply Ultra Poor Graduation Approach as it is in Bangladesh, but with several adjustments based on the local context.  The project will be targeting the poorest of the poor in 2 provinces, namely in the area where Islamic Relief Indonesia is already working: NTB and Banten province.   Fifty percent of the rights holders is RHs of graduation model intervention, and the rest will be the ones who have received intervention from us but still need some support due to missing and/or gap against UPG approach. The rationalization for this are a) meeting all pillars of graduation model which is providing a comprehensive intervention to targeted RHs and b) providing longer and complementary intervention since the previous RHs only received short-term and limited support The project will be implemented for the period of 3 years from June 2024 to May 2027.  The budget is 2.5 million CAD from Islamic Relief Canada.

For this project, Yayasan Relief Islami Indonesia is seeking a Project Officer based in Lmobok, NTB (Preferable applicant with domicile in Central Lombok and its vicinity)

Job Purpose:

The Project Officer will coordinate the execution of the MEMPHIS PGA Project across target regions, ensuring all activities run according to plan and deliver tangible benefits to the Right Holders (RHs). Key operational details include:

  • Project Areas: West Nusa Tenggara, Banten, and East Java
  • Target Regency Coverage: Central Lombok, West Lombok, Pandeglang, and Blitar
  • Target Villages: 6 targeted villages
  • Reports To: Project Coordinator
  • Supervises: Community Mobilizers, field staff, consultants/partners, and other project support personnel
  • Coordinate, control, and ensure the execution of the MEMPHIS PGA Project runs effectively, seamlessly, on schedule, and aligned with targets across all target regions and villages.
  • Ensure that Ultra-Poor Graduation (UPG) interventions go beyond providing aid to extremely poor households by actively building capacity, livelihoods, access to services, economic resilience, and self-reliance—empowering households to restore dignity and progressively graduate from extreme poverty.

Duties and Responsibilities:

a. Project Planning & Coordination

  • Develop and coordinate work plans, timelines, targets, Terms of Reference (ToRs), Purchase Requests (PRs), and project implementation strategies across all regions.
  • Ensure all activities across the 4 regencies and 6 villages align with the project design, proposal, budget, and donor requirements.
  • Cross-coordinate regional activities to prevent delays, overlapping tasks, or operational mismatches.
  • Maintain routine coordination with the Project Coordinator, program team, finance, MEAL, logistics, and management.
  • Identify operational needs and field bottlenecks, ensuring prompt follow-up.

b. Field Implementation

  • Ensure every phase of MEMPHIS PGA meets quality standards, ranging from RH identification and verification, asset transfers, coaching, mentoring, and Income-Generating Activity (IGA) monitoring, to livelihood support, Self-Help Group (SHG) development, graduation assessments, and exit strategies.
  • Direct and support Community Mobilizers and field teams during activity execution in each village.
  • Perform regular field visits and spot checks to uphold implementation quality.
  • Enforce consistent application of the program model across all target locations.

c. Coordination of RH & SHG Development

  • Ensure RHs receive tailored guidance aligned with their specific needs and graduation stage.
  • Monitor the progress of IGAs alongside the utilization of livelihood and Multifunctional Financial Support (MFS).
  • Ensure SHGs are established, active, run by effective leadership, and capable of operating independently.
  • Drive group savings, financial management practices, business development, peer support, and collective action within SHGs.
  • Ensure RHs and groups establish clear sustainability plans beyond the project lifecycle.

d. Partnership & Stakeholder Engagement

  • Build and maintain productive relationships with village, sub-district, and regency governments, BAZNAS, cooperatives/financial institutions, the private sector, service providers, and key partners.
  • Link RHs to government programs, public services, and relevant external institutions.
  • Cultivate external linkages and referral opportunities to back long-term RH sustainability.
  • Represent the project in stakeholder coordination meetings as authorized by the Project Coordinator.

e. Monitoring, Data & Reporting

  • Ensure RH, SHG, activity, and project indicator data are updated accurately and regularly.
  • Collaborate with the MEAL team to track indicators, outcomes, and graduation progress.
  • Analyze project updates to identify performance gaps against planned targets.
  • Draft monthly progress updates, GPMS updates, field reports, success stories, case studies, and comprehensive project reports.
  • Safeguard and maintain all project documentation.
  • Leverage monitoring data to drive adaptive management and continuous program improvement.

f. Budget & Resource Management

  • Monitor budget burn rates to maintain alignment with approved budgets and work plans.
  • Coordinate with Finance and Procurement to deliver required activity resources on schedule.
  • Detect potential under/overspending early and present adjustment recommendations to the Project Coordinator.
  • Ensure all resource utilization is fully documented and transparently accounted for.

g. Quality, Risk & Safeguarding

  • Ensure project delivery adheres strictly to quality standards, accountability, safeguarding, anti-fraud policies, PSEA, gender equality, inclusion, and Do No Harm principles.
  • Identify operational risks, fraud vulnerabilities, conflicts of interest, and field-level program risks.
  • Ensure monitoring and audit findings are addressed with prompt corrective action.
  • Immediately escalate serious incidents, safeguarding concerns, fraud, or program deviations to authorized leadership.

h. Team Management & Capacity Building

  • Provide technical direction and functional coordination to Community Mobilizers.
  • Clarify task assignments, performance targets, and timelines for each team member.
  • Conduct routine performance reviews and team syncs.
  • Identify skill gaps and propose targeted coaching or training for field staff.
  • Foster a collaborative, disciplined, accountable, and results-driven work culture.

Requirements:

                     Bachelor's degree (S1) minimum in Social Development, Development Studies, Economics, Agriculture, Social Work, Management, or a related field.

                     2–3 years of minimum experience in managing community empowerment, livelihoods, poverty reduction, graduation programs, or similar development projects.

                     Proven track record of managing multi-location projects and directing field-level teams.

                     Strong understanding of the Ultra-Poor Graduation approach, livelihood development, SHG models, financial inclusion, and poverty reduction frameworks (a distinct advantage).

                     Solid skills in project management, cross-functional coordination, problem-solving, analytical reporting, and stakeholder engagement.

                     Willingness and physical ability to travel regularly across all project areas.

                     Proven ability to perform effectively under tight target timelines in a fast-paced environment.

Tentang Posisi

Field Officer (FO) merupakan penggerak dan pengelola utama pelaksanaan Proyek      di wilayah Palu. FO memastikan kegiatan lapangan berjalan sesuai rencana, membangun hubungan dengan pemangku kepentingan lokal, memantau perkembangan Proyek, serta memberikan supervisi dan dukungan kepada Community Organizer (CO). FO bekerja di bawah supervisi Program Senior Officer dan bertanggung jawab memastikan koordinasi antara Tim Program, CO, komunitas, dan pemangku kepentingan di wilayah kerja berjalan efektif.

 

Tanggung Jawab Utama

1. Pelaksanaan & Koordinasi Proyek    

        Mengkoordinasikan dan memastikan pelaksanaan kegiatan Proyek   di wilayah Palu sesuai rencana, jadwal, dan arahan Tim Program.

        Memfasilitasi atau mendampingi kegiatan yang membutuhkan keterlibatan FO.

        Mengidentifikasi kendala pelaksanaan dan mendiskusikan solusi dengan supervisor.

        Memastikan kegiatan lapangan berjalan aman, efektif, dan sesuai standar YGSI.

2. Supervisi Community Organizer

        Memberikan arahan, pendampingan, dan supervisi kepada CO dalam menjalankan kegiatan di tingkat komunitas.

        Menyusun pembagian tugas dan prioritas kerja CO sesuai kebutuhan Proyek.

        Melakukan koordinasi dan check-in secara berkala dengan CO mengenai perkembangan lapangan.

        Memantau kualitas hubungan CO dengan komunitas dan pemangku kepentingan lokal.

        Membantu CO mengatasi kendala atau situasi yang membutuhkan dukungan lebih lanjut.

        Memberikan umpan balik dan mendukung pengembangan kapasitas CO.

        Memastikan informasi dan temuan dari komunitas yang diperoleh CO tersampaikan kepada Tim Program di Jakarta.  

3. Hubungan dengan Pemangku Kepentingan

        Membangun dan menjaga hubungan baik dengan Pemerintah Daerah, tokoh masyarakat, mitra lokal, komunitas, dan pemangku kepentingan lainnya.

        Mewakili YGSI dalam koordinasi dengan pihak lokal sesuai mandat dan arahan Organisasi.

        Menjaga komunikasi dan hubungan kerja yang profesional, inklusif, dan konstruktif.

4. Monitoring & Pelaporan

        Memantau perkembangan kegiatan dan capaian Proyek di wilayah kerja.

        Mengumpulkan dan memeriksa data, informasi, umpan balik, dan temuan lapangan dari CO dan kegiatan Proyek.

        Menyampaikan update dan laporan perkembangan secara berkala kepada Tim Program di Jakarta.

        Mengidentifikasi isu atau risiko di lapangan serta memberikan rekomendasi tindak lanjut.

5. Administrasi & Dokumentasi

        Memastikan kelengkapan administrasi kegiatan lapangan, termasuk absensi, kuitansi/nota, dan laporan kegiatan.

        Memastikan dokumentasi foto/video kegiatan tersedia dan tersimpan dengan rapi.

        Memastikan dokumen dan dokumentasi dari CO terkumpul sesuai kebutuhan Proyek.

        Mengirimkan dokumen dan laporan kepada tim terkait sesuai jadwal.

6. Kepatuhan, Etika & Perlindungan

        Memastikan kegiatan dilaksanakan sesuai kebijakan, SOP, Kode Etik, dan Prinsip Safeguarding YGSI.

        Menjaga kerahasiaan informasi komunitas dan peserta Proyek.

        Memastikan CO memahami dan menerapkan prinsip etika, inklusi, non-diskriminasi, dan perlindungan dalam bekerja dengan komunitas.

 

Kualifikasi

        Minimal S1 atau Diploma di bidang Ilmu Sosial, Komunikasi, Kesehatan Masyarakat, atau bidang relevan lainnya.

        Minimal 2 tahun pengalaman dalam pelaksanaan Proyek, fasilitasi komunitas, atau pekerjaan lapangan.

        Pengalaman bekerja di NGO/lembaga nirlaba menjadi nilai tambah.

Finance Manager (South East Asia and Pacific)

Job Purpose

The role will provide financial leadership, support strategic planning and donor compliance, strengthen financial controls and risk management, and manage Country

Finance Leads/Senior Finance Officers across multiple countries within the cluster. The Finance Manager of South East Asia and Pacific) will act as the principal

finance business partner to the Cluster Director and Country Managers.

                             

Key Responsibilities and Accountabilities

Strategic Financial Leadership

·        Provide strategic financial advice and support to the Cluster Director and Country Managers.

·        Support financial sustainability and long-term planning across the cluster.

·        Contribute to organisational planning, decision-making and business continuity processes.

·        Identify financial risks and opportunities and recommend appropriate actions.

 

Financial Planning and Business Development

·        Lead the financial development of new business proposals across cluster countries.

·        Support preparation and review of proposal budgets, budget tests and donor financial templates.

·        Review donor contracts and advise on financial implications, risks and compliance obligations.

·        Ensure appropriate budgeting of shared costs, central costs, management fees and indirect cost recovery.

·        Support negotiations relating to donor budgets, payment schedules and financial reporting requirements.

 

Budgeting, Forecasting and Financial Monitoring

·        Lead quarterly forecasting and reforecasting activities across the cluster.

·        Review financial forecasts prepared by Country Finance Leads and ensure consistency and accuracy.

·        Monitor project performance, expenditure trends and budget utilisation.

·        Provide regular analysis and recommendations to management regarding financial performance.

·        Support country planning processes and identify future funding and operational risks.

 

Financial Reporting

·        Oversee monthly, quarterly and annual financial reporting across all cluster countries.

·        Review Project Finance Reports and management accounts.

·        Review country level  month-end and year-end financial close processes.

·        Analyse financial results and investigate significant variances.

·        Ensure accurate reporting to UK Finance and senior management.

 

Donor Compliance and Grant Management

·        Ensure donor financial reporting complies with contractual requirements.

·        Support donor financial reviews and audits.

 

Financial Controls, Audit and Risk Management

·        Maintain effective financial controls and compliance systems across cluster countries.

·        Oversee implementation of BBC Media Action financial policies and procedures.

·        Support development and monitoring of country risk registers.

·        Ensure appropriate controls relating to cash management, segregation of duties, procurement and asset management.

·        Lead financial responses to internal and external audit recommendations.

·        Promote best practice in fraud prevention, financial governance and accountability.

 

Statutory and Regulatory Compliance

·        Provide oversight of statutory reporting and compliance requirements across cluster countries.

·        Ensure appropriate management of local audits and legal compliance obligations.

·        Liaise with external advisers where required.

 

Cashflow and Treasury Management

·        Review and approve country cash forecasts and funding requests.

·        Monitor liquidity requirements across the cluster.

·        Support effective treasury management and cash control processes.

·        Ensure funds are available to support programme delivery.

 

Team Leadership and Capacity Building

·        Provide line management and technical leadership to Country Finance Leads and Senior Finance Officers.

·        Build financial capacity across the cluster through coaching, mentoring and training.

·        Foster collaboration and knowledge sharing across country finance teams.

·        Support recruitment, performance management and development of finance staff.

 

Systems and Process Improvement

·        Drive continuous improvement in financial systems, reporting tools and procedures.

·        Support effective use of Access Dimensions, Power BI and other BBC Media Action financial systems.

·        Promote standardisation and consistency across cluster countries.

·        Support implementation of new financial processes and organisational initiatives.

 

Safeguarding and Other Duties

·        Understand and comply with BBC Media Action's Safeguarding Policy and Code of Conduct.

·        Participate in mandatory safeguarding and workplace conduct training.

·        Report safeguarding concerns in accordance with organisational procedures.

Knowledge, skills, training and experience

Essential

·        Professional accounting qualification (ACCA, CPA or equivalent).

·        Significant experience in senior finance management roles within an NGO, INGO or donor-funded environment.

Decision Making

·        Provides strategic financial advice and recommendations to the Cluster Director, Country Managers and senior leadership.

·        Makes decisions on financial management, forecasting, compliance and control matters within delegated authority.

·        Influences resource allocation, funding priorities, business development opportunities and financial sustainability across the cluster.

·        Identifies and manages financial risks, ensuring appropriate controls, governance and mitigation actions are implemented.

·        Provides guidance on donor compliance, grant management and financial implications of operational and strategic decisions.

 

Scope

·        Supports multiple offices across the Southeast Asia and Pacific Cluster.

·        Leads financial management activities across Indonesia, Myanmar, Cambodia, Laos, the Philippines, Pacific Island Countries and other locations within the cluster as required.

·        Responsible for budgeting, forecasting, financial reporting, donor compliance, financial controls and statutory compliance across multiple countries.

·        Provides leadership and oversight to Country Finance Leads and Senior Finance Officers, building financial capability and promoting consistent financial practices across the cluster.

·        Oversees cluster-wide financial planning and management of donor-funded programmes, ensuring resources are effectively managed to support programme delivery and organisational objectives.

·        Budget accountability will be role specific.
