Strategic Planning Specialist (Consulting services-Individual Consultant)
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Strategic Planning Specialist.
Strategic Planning Specialist will be hired to support the Minister of ATR/BPN to deal with but not limited to support the Planning and Cooperation Bureau on strategic planning in general and specifically on land affairs and spatial planning program. Strategic Planning Specialist will undertake review on the Ministry of ATR/BPN strategic plan for 2020-2024; undertake analysis on the organization achievement towards their progress and provide recommendations for the improvements; facilitate the process of developing alternative solutions to ensure that the organization has the necessary resources; performing other project- level related activities. The assignment will be engaged for eight hours per day during the working week, initially expected for 11 months, and extendable based on needs. The assignment is expected to start in February 2021.
The Consultant shall have the following minimum qualifications and experience:
a. Minimum S2 or Master's degree in economic planning and development policy, public policy, public administration or thematic field close to land administration (land use/spatial planning, surveying or geodetic / geomatic engineering, geography, agriculture, forestry, natural resource management, economy);
b. Minimum 5 years of experiences with Government agencies, including in working for Government- funded project or World Bank/other multilateral agencies – funded projects related to land administration, natural resources management, forestry, agriculture, economy or similar inter-sectoral and inter-disciplinary setting;
c. Proven experience as a strategic planner with strong analytical and knowledge on the public policy
and administration;
d. Have basic knowledge and experience relating to the Indonesian land affairs and spatial planning issues, including the related regulatory frameworks;
e. Experience in working in international environment;
f. Knowledge and experience with Loan and Grant funds considered as advantage;
g. Proven ability to handle multiple tasks under pressure with short deadlines; working independently, seeking guidance on complex issues, secondary data researcher, and excellent interpersonal skills.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (reports, books, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The consultant team will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). Interested consultants may obtain further information at the address below during office hours 09.00 to
