Public Policy Advisor (Consulting services-Individual Consultant)
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for individual consultant service as Public Policy Advisor.
Public Policy Advisor will be hired to support the Minister of ATR/BPN to identify cross sector policy paper and regulatory analysis, as well as decision options for coordinated implementation; facilitate and/pr conduct technical and substantive assessments; prepare short analytical briefing notes and options papers with relevant policy and technical rationale for consideration of decision-makers as preparation for high- level meetings; and compile and present reports of the follow up to the high-level decisions and remaining issues to the relevant agencies and ministries. The assignment will be engaged for eight hours per day during the working week, initially expected for 3 months, and extendable based on needs. The assignment is expected to start in February 2021.
The Consultant shall have the following minimum qualifications and experience:
a. Minimum S2 or Master's degree (Doctoral degree will be preferred) in public policy
/management/public administration /project management and thematic field close to land administration (land use/spatial planning, surveying or geodetic / geomatic engineering, geography, agriculture, forestry, natural resource management, economy);
b. Minimum 5 years of experiences in projects and program related to land administration, natural resources management, forestry, agriculture, economy or similar inter-sectoral and inter-disciplinary setting;
c. Experience in reputable corporation as directors/management/consultant;
d. Experience in coordination or management of complex multi-stakeholder programs, prior experience in setting up or managing a coordination platform, or similar institutional arrangement preferred;
e. Proven skills as a team leader, communicator, facilitator and mediator of complex institutional processes with a capacity to mediate between different types of organizations (government agencies, NGOs, private sector) and to work effectively with high-level decision makers;
f. Experience in working in international environment;
g. Knowledge and experience with Loan and Grant funds considered as advantage;
h. Proven ability to handle multiple tasks under pressure with short deadlines; working independently, seeking guidance on complex issues, secondary data researcher, and excellent interpersonal skills.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (reports, books, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The consultant team will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). Interested consultants may obtain further information at the address below during office hours 09.00 to
