1.   Background

As the world's largest archipelago nation in area and population, Indonesia is highly vulnerable to the impacts of climate change. With 30% of the world's mangroves (>3 million ha) and 22 million ha of peatlands, peat and mangrove ecosystems (PME) provide adaptation and resilience capacity for vulnerable communities, including coastal protection, flood control, water quality, and food security. Indonesia's PMEs also boast some of the highest ecosystem carbon densities (mangroves=1,023 MgCha-1 and peatlands=2,658 MgCha-1) and hence great capacity for mitigation. However, PMEs are amongst Indonesia's most threatened ecosystems including in the project pilot Provinces North Sumatera and West Papua. The pilot provinces represent two different development stages and conservation approaches in Indonesia where the North Sumatera is more focusing on peatland restoration and the West Papua is more focusing on peat and mangrove conservation.

 

West Papua is one of our pilot provinces with a population of approximately 937.4 thousand people. With 9.4 million ha of forests (approximately 90% of its entire terrestrial area), West Papua is one of the 'greenest' provinces in all of Indonesia. The forests hold rich biodiversity and carbon stocks, including around one million ha of vital peatland and 650 thousand ha of mangrove. The health of the forests can be directly attributed to the many indigenous communities that have been sustainably managing these resources for generations. Most of these communities still live in isolated locations and rely heavily on the forest for livelihoods and subsistence (timber, fuelwood, bush food, medicinal plants, etc.), while a small number have transitioned to more intensive agricultural-based systems. This deep-rooted history and the knowledge that West Papua's indigenous populations have in terms of forest resources and sustainable management is an incredible asset for the development. Concerning those resources, The Provincial Government declares their commitment as Sustainable Development Province.

IKI PME Project

The IKI PME Project in Indonesia is part partnership between government of Indonesia and the Germany's Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) The project focus on climate change "Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia's Peat and Mangrove Ecosystems". The project will increase climate change resilience of highly vulnerable communities and biodiversity, while substantially mitigating GHG emissions in Indonesia by accelerating large-scale conservation and effective management of PMEs.

Conservation International (CI) is the lead agency for implementing and executing the project along with partners, Wetlands International Indonesia and CIFOR. Conservation International works in partnership with stakeholders at the national and local levels to conserve nature and improve human wellbeing in Indonesia.

The project will focus on national policy, smart land use planning, improved forest management, sustainable production, and innovative finance. The project will provide technical assistance and tools for partners to make informed decisions, manage natural resources sustainably, and develop green economic pathways that will contribute significantly towards Indonesia's Nationally Determined Commitments (NDC) as part of the Paris Climate Agreement.

 

2.   Purpose

The purpose of this consultancy is providing technical support, building and strengthening the capacity of local government in the West Papua Province through introducing them to the basic, intermediate, and advance level of Geographical Information System (GIS) and Remote Sensing (RS). The training should be delivered to the local government at the provincial (basic module) and the pilot level (intermediate-advance module). Target agencies at the provincial and pilot level are Forestry Agency of West Papua (Dinas Kehutanan Papua Barat), Forest Management Units (KPH), Natural Resource Conservation Agency of West Papua (BBKSDA Papua Barat), and Cendrawasih Bay National Park (Taman Nasional Teluk Cendrawasih). The idea is that, from the beginning, they can construct and maintain spatial database system, and perform spatial analysis.

The specific purpose of these serial trainings is building and strengthening the capacity of local government to support:

·       Monitoring and evaluation

·       SMART RBM

4.   Technical Direction

The primary point of contact for contract related queries is GIS and Spatial Planning Coordinator (Sry Wahyuni). Consultant team will receive technical direction from IKI PME Senior Project Manager (Ardanti Y.C Sutarto), West Papua Program Manager (Yance De Fretes), GIS and Spatial Planning Coordinator (Sry Wahyuni), and Manokwari Policy and Spatial Officer (Insan Fahmi) in order to ensure all duties and deliverables is proceeding in a timely manner.

5.   Timeline

July – October 2021.

6.   Requirement

The incoming Bid will be scoring based on its Bid Value and its level of proficiency in:

a)    GIS and RS.

b)    Designing and providing technical instruction/training in GIS and RS.

c)    Knowledge and experience with issues related to natural resources management, landscape, conservation, and/or forestry.

7.   Terms of Payment

Consultant is expected to submit invoice with amount based on due deliverables as detailed on Table in Section 3. Duties and Deliverables. The payment will be made after the consultant submit the deliverable invoice.

Qualification:

Position Roles and Responsibilities:

Required skills and qualifications:

Project Summary: 

CEGAH is a 5-year USAID-funded accountability and integrity program that works with a wide range of Indonesian governmental and non-governmental agencies. The program runs between 2016 and 2021. The project is implemented by Management Systems International (MSI).

 

Background:

USAID CEGAH is approaching its final months of project implementation.  The project has been through a series of major transitions, from a change in project leadership with a new Chief of Party transitioning from a remote location outside the country due to the Coronavirus pandemic, to project teams pivoting activities implementation from physical (offline) to online or virtual modalities.  The pandemic has substantially affected the implementation of some of the activities of the project and the project is presently implementing a recovery plan to ensure that any delay or lost time in implementation can be recovered as soon as the pandemic-control restrictions are lifted. While the project was originally scheduled to end by May 30, 2021, a project extension was approved until November 30, 2021.   Accordingly, anticipating closeout within the year, there is a need to prepare the project's final report, final M&E report, and other project-end documentation, particularly gathering, collating and validating data to feed into and support the LOP project indicators.      

 

The proposed Senior Knowledge Management and Communications Consultant will support the CEGAH Knowledge Management Team/Communications Team to prepare specific portions of the final report, and other technical writing assignments.  The consultant will also assist the senior management team to review the M&E framework and related learning documents of the project, propose revisions and/or adjustments thereto, and respond to any and all USAID requests regarding the final report, M&E documents and supporting files.

 

Scope of Work:

·       Prepare and write specific narrative portions of the final report, to be identified by the COP, in consultation with the CEGAH Knowledge Management Team.

·       Respond to direct assignments from the COP by preparing write-ups and/or narratives, including success stories, highlights, official statements, and others, in coordination with the CEGAH Knowledge Management Team, pertaining to project reporting requirements to USAID.

·       Provide support and technical assistance to the CEGAH Knowledge Management Team in the preparation of reports, updates and other contractual requirements to USAID, including in the layout and format of the final report and adjustments of the project's M&E documents.

·       Provide technical assistance and advise in the review, modification and enhancement of the CEGAH M&E framework and related documents, tables and working papers, as may be needed for close-out purposes.

·       Perform such other work as may be needed to facilitate implementation of project closeout activities, or as requested by COP or MSI HO staff.

 

Deliverables:        

·       Narratives and write-ups prepared as part of special assignments.

·       Success stories, highlights and other write-ups.

·       Proposals for review, adjustments and modification of project M&E documents.

·       Technical assistance and advise as needed by the COP, the project senior management team, and the project Knowledge Management Team.

·       Other documents or deliverables as may assigned, and/or needed.
