Project Overview and Role:

MENTARI (Menuju Transisi Energi Rendah Karbon) is a four-year programme that started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. 

Led by the British Embassy Jakarta (BEJ), MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

MENTARI and the British Embassy Jakarta, in close collaboration with the Indonesian Ministry of Energy and Mineral Resources, has recently established the Friends of Indonesia Renewable Energy (FIRE) dialogues. The FIRE dialogues bring together the Government of Indonesia, state-owned enterprises, domestic and international partners with the aim to broker technical and financial support for accelerated development of low carbon energy in Indonesia. It convenes local and global political, financial and technical leadership in the power sector to match Indonesia's energy transitions needs with appropriate and timely solutions.

Primary Duties and Responsibilities: 

MENTARI is seeking to engage an individual in the role of Facilitator – Friends of Indonesia Renewable Energy (FIRE) dialogues who will assist MENTARI, the British Embassy Jakarta and the Ministry of Energy and Mineral Resources with organising, hosting, and analysis and follow-up of the Friends of Indonesia Renewable Energy (FIRE) dialogues.

Duties: Under the direction of the Team Leader, the Facilitator – FIRE Dialogues will:

A. FIRE Dialogues secretariat services
1. Support the implementation of FIRE various dialogues and activities to ensure effective sharing of knowledge as well as evidence to help shape policies;
2. Support organisation of the dialogues, including coordination and drafting of agendas, papers, notes and Memorandum of Understanding (MoU);
3. Facilitate technical level informal cooperation by mapping donor programming and clusters, including quantification of current and future donor commitments; and
4. Manage the production of communications materials for FIRE Dialogues such as digital brochures to inform key players on current and future donor offering.

B. FIRE Dialogues stakeholder engagement
1. Introduce, engage, and influence various Indonesian stakeholders on FIRE objectives;
2. Provide advice to MENTARI and/or BEJ and engage key stakeholder groups to support sustainable implementation of FIRE Dialogue;
3. Identify and explore actual / potential relationships between various stakeholders in Indonesia and its broader investments in Renewable Energy;
4. Informal scoping on multiple ministries, PLN, and other relevant stakeholders' perspectives, needs, and priorities related to FIRE;
5. Support partnership agreements/MoUs between donors around programme clusters; and
6. Liaise with the relevant Government Agencies regarding FIRE dialogue.

Required Qualifications:

The Facilitator – FIRE Dialogues is required to possess the following qualifications and experience:
1. Master's degree in relevant development fields, or an appropriate higher education qualification, as well as relevant and significant experience in the field of renewable energy;
2. Has more than 5 years of experience in renewable energy and demonstrated extensive network between various public stakeholders in Indonesia, particularly within various Ministries and donor agencies;
3. Having experience working with development agencies, especially in the field of renewable energy;
4. Preferably previous experience with secretariat services;
5. Fluent in written and oral English and Indonesian; and
6. Possess excellent verbal and written and interpersonal communication skills.
