Energy Finance Manager (Code: EF Manager), Full-Time, Jakarta
Project Description:
The Sustainable Energy for Indonesia's Advancing Resilience (SINAR) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from January 4, 2021 through January 3, 2026.
The purpose of USAID's SINAR project is to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, the activity will focus on the following areas: 1) Deployment of advance energy, 2) Performance of energy utilities, 3) Best practices in procurement, and 4) Institutional framework and capacity of energy sector transformation. By achieving this goal, USAID will contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Midterm Development Plan.
Position Roles and Responsibilities:
· Managing energy finance tasks and activities including but not limited:
o Development planning for activities (work plan, TOR), implementation the planned activities, delivering certain technical outputs and monitoring deliverables.
o Example of technical outputs are research and or literature review on energy finance topics, financial analysis, financial modelling, market assessment.
o Producing reports (studies, policy memo, assessment, analysis).
o Conducting capacity building training.
o Facilitate events and discussions.
o Provide advice to counterparts.
· Managing stakeholders' engagement from financial sectors, both regulators (e.g., OJK, MOF) and non-regulators (e.g., financial institutions, development partners).
· Support Director Energy Procurement & Finance in producing SINAR project reporting administration.
· Support Director Energy Procurement & Finance in other area as needed.
· Support the senior management in the design, development and implementation of the Work Plan requested by the client.
· Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:
o Monitoring & Evaluation plan
o Quality Assurance Surveillance Plan
o Work Plan
o Weekly & Bi-weekly reports
o Quarterly Progress report
o Yearly report
o Final report
· Supervise the development of Terms of References, SOW, Job Description, or any technical work description necessary for SINAR to hire subcontractor, consultant or employees related to the Category 3 work.
· Support all budgetary exercise necessary for the project.
· Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of Category 3.
· Will comply, and will ensure his team comply with any administrative, operational, and logistical procedures, processes, and requirements.
Posting, Reporting, and Supervision:
This position will report to Director of Energy Procurement and Financing.
Required skills and qualifications:
· Masters' degree (or equivalent) in relevant education: applied finance, accounting, business administration, economic, business law. CFA, CPA and CMA is a plus.
· 5+ years' experience and/or exposures in corporate finance, transaction advisory support, investment banking, financial analyst, financial modeling, public finance, development finance, financial restructuring, capital market, debt market.
· Strong knowledge and/or understanding of renewable energy finance, sustainable finance, green finance, climate finance, blended finance.
Valued but not required KSA:
· Indonesian national or current resident of Indonesia
· Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)
· Familiarity with current Indonesian government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations
· Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations
· Familiarity with USAID procedures and practices for quality control, including monitoring.
