SCOPE OF WORK

Project Manager

 

 

DAI is seeking qualified candidates for the Project Manager position on a project addressing labor exploitation in the ASEAN region. This will be a full-time position based in Jakarta.

Background

Collectively, the 10 countries that comprise the Association of Southeast Asian Nations (ASEAN) contribute more than 20 percent of global fish production. As the fishing industry has tried to meet growing global demand, oversight has not kept pace. As consumer demand has grown, competitive pressures and declining catch rates, coupled with insufficient regulation and minimal oversight, have created incentives for illegal, unreported, and unregulated fishing, and allowed exploitative and abusive treatment of workers to proliferate, including treatment that rises to the level of forced labor and trafficking in persons.

 

The project aims to build the capacity to coordinate and collaborate across ASEAN to mitigate forced labor and promote responsible labor practices in the fishing industry.

 

Purpose

The Project Manager will work closely with and support the Project Director and M&E Officer to design and implement initiatives across the project objectives and is responsible for supporting the development and design of new initiatives and managing programs and relationships with counterparts with a particular focus on efforts to mitigate forced labor and promote responsible labor practices in the fishing industry.

The Project Manager will work closely with the Project Director, M&E Officer, and DAI Home Office staff to support the implementation of initiatives across Project's objectives, and will also provide support for work planning, outreach with partners, and development of high-quality project deliverables as appropriate. 

 

Objectives and Duties

  • Work closely with the Regional Program Coordinator and Project Director to identify and develop potential project activities that will contribute to the attainment of the program objectives;
  • Work with the Project Director to research and identify potential project activities that will contribute to achieving project's objectives. 
  • Provide programmatic, administrative, and financial oversight for activities under his/her purview, including developing and tracking budgets and managing technical experts and program activities.
  • Develop and draft activity concepts and plan. 
  • Assist in the development of reports including weekly, monthly, quarterly, and annual reports. 
  • Summarize meetings, agreements, and next steps for distribution to the technical team and counterparts as appropriate and required. 
  • Identify and draft success stories and talking points, as directed by the Project Director. 
  • Support M&E activities of the M&E Advisor and communications products as required. 
  • Draft technical procurement documentation, including requests for bids, evaluation criteria, and negotiation memos. 
  • Oversee disbursements for technical and operational procurements.
  • Other tasks as requested.

 

Qualifications:

  • Indonesian citizen
  • Master's degree in Public Administration (MPA), Social Sciences, Economics, Public Policy, or related disciplines
  • Minimum of three to five years of experience in managing projects and project activities, preferably working with ASEAN and within the Countering Trafficking in Persons (CTIP) sector.
  • Proven experiences in drafting reports, conducting desk study and preparing substantive materials for meetings and workshops.
  • Experience in project monitoring & evaluation and/or budgeting & procurement processes are highly desirable.
  • Proven diplomacy skills and experience working in fast-paced environment.
  • Fluency in English is required.

 

The Project Manager will be based in Jakarta and will report directly to the Project Director.
