The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades and contributed substantially to support the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP currently has programs focusing on landscape/seascape conservation, species conservation actions and engaging local communities.

In North Maluku, WCS-IP in partnership with conservation authorities, Balai Konservasi Sumber Daya Alam (BKSDA) Maluku, supports MoEF on the protection and preservation of biodiversity at the aquatic ecosystems level which are under the authority of MoEF, and to improve sustainability of community livelihoods.

To ensure the implementation of the program, WCS-IP is looking for an MPA/PA Senior Officer who will be responsible to coordinate the implementation of project activities to improve MPA/PA management effectiveness in North Maluku.

RESPONSIBILITIES

General roles

  • Coordinate with Program Coordinator, Program Manager, field staff and technical support staff to assess, design and implement development and improvement of MPA/PA management effectiveness in North Maluku Province to ensure targeted key biodiversity area in the province.
  • Facilitate activities related to information gathering, assessment and communication in relation to the MPA/PA management effectiveness, provide technical support for meetings, seminars, workshops, and formally represent WCS-IP as necessary in such meetings, workshops, and conferences.
  • Facilitate capacity building Government institutions especially MPA/PA management unit, academic institution, and other related stakeholders to increase participation to promote effective conservation efforts.
  • Facilitate cooperation and partnership between the local community and Local Government on the implementation of MPA/PA management effectiveness to enhance participation in the management of MPA/PA.
  • Support knowledge improvement as well as awareness raising activities to increase the need for biodiversity conservation within the community including strengthening Pokmaswas group in North Maluku.

Scope of the Work and Working Relationship

The work of MPA/PA Senior Officer is carried out both in the field and in the office especially in Ternate, North Maluku Province. S/he will work under the supervision of the North Maluku Senior Coordinator, North Maluku and North Sulawesi Program Manager, and in close coordination with the MPA Coordinator in Bogor office. The MPA/PA Senior Officer has the following responsibilities:

  • Implement workplan to support the development of MPA management and zoning plan for Sayafi and Patani MPA/PA related to mangrove or species conservation, increase MPA/PA management effectiveness of the already established MPA/PA and also their evaluation process, as well as Local Government and BKSDA Maluku for PA.
  • Coordinate in the process of designing and strengthening the MPA management unit (UPTD) that includes the development of key documents (profile, SOP, etc.) in close coordination with WCS-IP Bogor team, and UPTD capacity building unit;
  • Work closely with the Science team to develop an MPA monitoring forum (ecology and social economic) at the provincial level to ensure and retain capacity for monitoring MPA/PA within the province.
  • Coordinate with WTP and Policy team to support key stakeholders in provincial level to develop a strategy and implementation on reducing destructive fishing practice in North Maluku – including to ensure availability of MPA/PA and DF database and its platform within key stakeholders, to develop and implement the engagement strategy and also strengthening Pokmaswas groups.
  • Work closely with WCS-IP GIS Officer, Science Team and other related staff to provide inputs related to the improvement of MPA and PA design and management as well as to ensure research requirement process to the relevant stakeholders.
  • Provide support on development of sustainable financing concept and strategy for MPA/PA in North Maluku including to explore and implement identified finance solutions (pokmaswas, CSR, budget tagging, etc.).
  • Provide support in increasing knowledge and awareness with community and stakeholders adjacent to the MPA in order to enhance MPA/PA management effectiveness in North Maluku province, including the development and dissemination of communication materials or BCC.
  • Responsible for monitoring the progress of program implementation related to MPA/PA and Pokmaswas including providing support to key stakeholders (BKSDA and provincial government) and donor reports.
  • Supervise a working team, consultants, subgrantee, community officers or field facilitators as required to ensure high quality teamwork and deliverables, including ensuring capacity building and professional development.

General provisions.

1. Project management

  • Support the design and coordinate the implementation and administration to deliver approved work plans and activities in timely manner within budgets.
  • Provide supervision and monitor the implementation of project activities by officer/ assistance as well as develop capacity building plan for relevant staff
  • Prepare activity reports in Indonesian or English (when required), written or verbal.
  • Work under minimal and remote supervision that may require independent decision-making based on experience and judgements.

2. Stakeholder Engagement and Communication

  • Liaise and establish good working relationship and/or strategic partnership with key stakeholders and including BKSDA Maluku, local government, local communities, NGOs and the private sector, to ensure successful coordination, implementation and follow-up of project activities, as well as mobilization of additional resources for the projects. Provide technical support and facilitation for meetings, seminars, workshops and formally represent WCS-IP as necessary in such meetings, workshops, and conferences.
  • Provide regular updates on project activities to communication team that will feed into WCS-IP news and website as well as other social media posts, and articles for brochures, leaflets, and print media when required.

3. Report and Deliverables

  • Provide monthly and quarterly reports.
  • Provide activity reports as required.
  • Provide inputs and support for semi-annual and annual report.
  • Database and documentation of activities and lesson learned (photos, videos, notes, etc.).

4. Others

  • Apply and promote WCS's values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work;
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members.
  • Undertake any relevant duties, as assigned by the supervisors if required.

QUALIFICATION

  • Bachelor's degree in the field of marine science/ coastal and science management/ fisheries/biodiversity conservation with at least 5 years of experience working in marine conservations, MPA/PA establishment, and management setting. Master degree will be an advantage;
  • Good understanding of marine protected area management and conservation principles.
  • Good understanding of marine protected area system, governance, policies and regulation in Indonesia.
  • Good interpersonal skills to deal with a diverse group of contacts (including local communities), and ability to be a team player.
  • Excellent written and verbal communication skills in both Indonesian and English are essential;
  • Having experiences working in eastern Indonesia, especially North Maluku will be an advantage.
