Short-term Program Coordinator (Consultant)
Support the Implementation of the Work Plan of the ASEAN Plan of Action to Prevent and Counter the Rise of Radicalization and Violent Extremism (Bali Work Plan) 2018-2025

 

DAI is seeking a part-time Project Coordinator (consultant) to provide administrative support for the USAID-funded ASEAN-USAID PROSPECT project focused on helping ASEAN achieve its goal of building a more inclusive, rules-based, and prosperous Southeast Asia.

 

Background

The five-year ASEAN-USAID PROSPECT program (August 2018 – August 2023) supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, PROSPECT provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law.

 

Purpose

The Bali Work Plan to Prevent and Counter the Rise of Radicalization and Violent Extremism was adopted by ASEAN in November 2019. Following this landmark achievement, the Senior Officials Meeting on Transnational Crime (SOMTC) Working Group on Counterterrorism (WG-CT) chaired by Indonesia’s Badan Nasional Penanggulangan Terorisme, or BNPT, formed a Multi-Sectoral Task Force (MTF) and held the first Partners Meeting in Bali. As intended, the meeting successfully forged partnerships and support for regional cooperation on the implementation of the Bali Work Plan.

 

During the recent 2nd MTF and ASEAN Partners Meetings held in Bali August 25th, 2022 these commitments were reinforced; partners reported on their implementation efforts to date. Further coordination efforts and a renewed commitment to implementing activities under the Bali Work Plan is expected prior to the convening of the 3rd MTF and Partners Meetings tentatively scheduled for June 6th – 8th, 2023 in Bali.

 

The Project Coordinator, a short-term consultant, will assist the SOMTC WG-CT in its coordination efforts to track the progress of the Bali Work Plan implementation and ultimately support the organization of the 3rd MTF and Partners Meetings.

 

Objectives and Duties

The objective of this assignment is to assist the BNPT (Chair of SOMTC WG-CT) to move forward the implementation of activities under the Bali Work Plan 2019-2025 by undertaking the following duties and tasks:

  1. Help develop a mechanism for tracking the progress of implementation of priority activities (agreed upon by the MTF), including project concept notes in process and ongoing coordination with ASEAN Partners, CSOs, and other stakeholders;
  2. Identify likely partners that may be interested in collaborating with ASEAN in implementing the identified projects based on ongoing efforts in AMS and other sources of information;
  3. Support opportunities for sharing potential mutual interest to ASEAN Partners—including Dialogue and Development Partner projects, UN Agencies, and relevant International Organization/CSOs—to help ASEAN Sectoral Bodies identify potential partners to support initiatives;
  4. In preparation for 3rd Bali Work Plan MTF and Partners Meeting, prepare an implementation status report on the progress being made by ASEAN Sectoral Bodies and Entities, noting any technical and operational needs required to ensure timely and effective implementation of the activities and providing suggestions for re-prioritization of activities if needed
  5. Support the organization of other relevant meetings convened by SOMTC WG-CT with ASEAN Sectoral Bodies and Entities, ASEAN Partners, and other stakeholders on the progress of the Bali Work Plan implementation; and
  6. Report to the PROSPECT project on state of implementation of the Bali Work Plan on a regular basis.

 

This is a short-term consultancy of no more than 40 days level of effort and will be conducted over the period from November 1st, 2022 through June 15th, 2023. The position will be based in Jakarta, Indonesia and eligible candidates must be able to work legally in Indonesia.

 

Qualifications

  • University degree in relevant discipline;
  • At least 2 years of experience in working on issues of human rights, law reform, prevention and countering violent extremism (P/CVE) and other related subjects;
  • Experience working on regional cooperation and development issues, including knowledge of ASEAN-related matters preferred;
  • Fluent in both written and spoken English;
  • Proven ability to produce reports, minutes of meetings and/or summary records;
  • Ability to interact and facilitate meetings with multi-stakeholders, including government officials and international partners; and
  • Must possess a high degree of accountability, responsibility, integrity, and respect for diversity;
  • Strong interpersonal skills and ability to manage work under tight deadlines.
