Yayasan Nurani Luhur Masyarakat is looking for consultant (a team or individual) for JAAM Project's final evaluation to be conducted in September and October 2021.

Initiative
The evaluation is a requirement of the donor NLM and Digni as the project ends in December 2022.
Purpose of the evaluation
The evaluation serves two primary purposes:
- Learning: The evaluation should be a systematic and participative processes that contribute to learning throughout the project chain: for rightsholders, project, partners, and donors. Learning will contribute to network building, inspiration, and quality results.
- Control: Further, the evaluation should provide an objective and systematic assessment of the project's achieved results, and document that funds are used in accordance with applicable agreements and guidelines.
Methods
- EAT – Empowerment Assessment tool (See attached document for the EAT)
- A cost-efficiency analysis
- A quantitative endline survey corresponding the baseline survey
- Documents review of relevant documents from the project period
- Interviews and discussion-groups with relevant beneficiaries, volunteers and stakeholders in Bayen area
- The evaluation should be based on OECD/DAC's evaluation principles
Timeframe for evaluation and reporting
4-6 weeks in September-October 2022. The final report is expected to be delivered 31 of October.
Detailed budget
The estimated budget for this ToR is IDR 90.000.000 taken from the JAAM project budget for 2022. The consultant must provide the detailed cost of the evaluation process
