Assignment Title: Development of Communications Strategy and Activities

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of the Program to Accelerate Agrarian Reform (One Map Project), and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include to raise public awareness about land registration program that is suited to the target audience demography and character through communications strategy and activities implementation. The process will be included (1) conduct a survey at the target area (Bandung, Surabaya, Samarinda, and Palembang); (2) develop public communication strategy; (3) propose recommendations for public communication activities; (4) actively assist the implementation process of communication activities; (5) provide all final communication material; (6) provide fast-response strategical solutions along the communications consultancy service; and (7) make sure all the communications strategy and activities development as well as implementation run smoothly and are relatively free of technical issues. To carry out the assignment, the consultant is expected to provide the professional staff (Expert) input of 36 person-months and sub-professional staff input of 48 person-months and expected to assigned on Mid of November 202 for 12 (twelve months) assignment.
The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency now invites consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The interested consultants will be evaluate including some aspects are: (i) should have business permit in the public relations or advertising, (ii) having experiences of the relevant experience during the lasted 5 (five) years on Communication Strategy, Public Relations, Advertisement, etc., (iii) having the availability of Key experts (Team Leader/Communication Expert, Communication Strategy Expert, Creative Design Expert) and sub-professional (Public Relation, Promotion and Advertisement, Social Media, Copy Writer) that will be assigned to the project. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 revised November 2017 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant's Qualification Based Selection (CQS) method set out in the Procurement Regulations.

Expressions of interest (included the company/organization profiles) must be submitted through email below no later than October 31, 2022.
This selection is carried out as advance tender in concurrently with the budget document revision process, if in the future the revision of the document is not approved the selection of consulting services will be declared cancelled with no claim addressed to the Selection Working Group or the Commitment Making Officer.
