Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as "to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society". The organisation's purpose is to "strive for a just world that advances children's rights and equality for girls". This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, especially state authorities and to position Plan's profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position:

Emergency Response Finance & Admin Assistant (2 months contract)      

BACKGROUND

Following earthquake 5,6 SR which hit Cianjur in West Java on 21 November 2022, Plan Indonesia will provide 3-month emergency response in 9 targeted schools, with estimated target reach 3286 school community. The earthquake has triggered 367 aftershocks, with the biggest one being of 4.2 magnitude. No further update made by National Disaster Management Agency (BNPP) since 1 December 2022 at 4 PM local time, where it is reported 329 people killed, 595 people injured and 11 people are missing. Around 114,683 (M:54.781, F: 59,902) people have been temporarily displaced, 30,171 houses are severely damaged, 17,599 houses medium damaged, 14 health centers are damaged and 524 schools affected. There 16 sub districts and 169 villages affected. The affected sub districts are: Cianjur, Karang Tengah, Warung Kondang, Cilaku, Gekbrong, Cugenang, Cibeber, Sukalayu, Sukaresmi, Pacet, Bojong Picung, Cikalong Kulon, Mande, Cipanas, Haurwangi, and Ciranjang.

Head district Cianjur has declared the emergency status to cover the period November 21st,2002 – December 20th, 2022. While no international assistance is required, however, Plan Indonesia found that several gaps for children' well-being need be addressed due to minimum support provided for children' protection, education and hygiene. Therefore, Plan Indonesia is proposing to response the needs, with support funding from local fundraising, national offices and grant donor, if possible.

The focus intervention for this 3-month response (in alert level: orange-1)   on the following sectors:

Child Protection:
Immediate response: prioritize psychosocial support (PSS) for girls, boys and youth groups to reduce their stress levels, as well as promote the protection and prevention of SGBV, which is likely to occur out in evacuation centers, in collaboration with young or local facilitators. Plan Indonesia will distribute 262 protection kits (based on NFI catalogue) to ensure that children, especially girls and women, are well protected from any harm including SGBV while living in evacuation centres.

WASH:
Immediate response: distributed MHM kits to 161 women and girls including 168 hygiene kits for boys, and male teachers at 3 affected schools in the Cilaku sub-district. MHM campaign and hygiene/Covid-19 promotion should also be implemented in all evacuation centres, through peer group support among young people and coordination with local health/medical facilitator.

Education:
Immediate response: distribution of 304 learning kits for girls and boys from 3 affected school in Cilaku Sub District to increase their learning interest. Interventions on EiE such as back to school campaigns and training for teachers on EIE can be delivered.

Resilient School:
Early recovery: Comprehensive school safety framework will be used to strengthen the preparedness skill for girls and boys at school level, including their teachers, education personnel and school committee in affected schools. Plan Indonesia will work closely with 3 affected schools in establishing the school preparedness plan, emergency SOP, disaster response team, including conduct mock drill as well as advocacy at district level together with youth and safe school secretary.

ER Finance & Admin Assistant will support the response on logistic and finance process within four objectives of the response.

 

Key Tasks

  • Support monitoring and tracking the status of emergency response master budget
  • Ensure all funding submission budgets are aligned with the master budget
  • Ensure adherence to all Plan International's and donor regulations.
  • Reinforce control mechanisms for admin and finance at the field level
  • Establish an effective filing system (admin and finance) for easy access to information and proper documentation.
  • Develop/maintain procedures for tracking emergency response income / expenditure in accordance with Plan International policies and procedures
  • Ensure appropriate apportioned and shared cost in budgeting and track cost recovery during implementation
  • Prepare and review monthly budget vs. actual and flag over/under utilization to ERM
  • Conduct partner visit to review financial procedures and assist partner finance as necessary
  • Facilitate admin support for any visitors (accomodation and transportation arrangement)

Knowledge & Experience

  • Accountancy / Financial management qualifications
  • Good knowledge of SAP or relevant application
  • Clear knowledge on Plan cost recovery policy
  • Strong knowledge of donor requirements
  • Experience in financial and administration management of emergency operations
  • Knowledge on basic internal control in financial management 

Skills

  • Strong skills in MS word, Excel and report development
  • Budget development and monitoring
  • Ability to work under pressure , late hours, weekends and holidays in order to meet the deadline 
  • Language skills desirable (for example English and bahasa)
  • Good interpersonal skill
  • Ability to work independently and as a team player
  • Have/own personal laptop to support the task.

Physical Environment and Demands:

Extensive travel, sometimes to hazardous environments. Periods of intense work at all times of day and night.
