The Forests and Climate Change Program (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, West Papua and Central Sulawesi to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Program Executing Agency.
The Programme's overall objective is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Programme team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial, and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".

Junior Advisor on Human Capacity Development
The position of Junior Advisor on Human Capacity Development is aimed to support the project in implementing and achieving its objective with the detail as follows:
A. Responsibilities
· Support Strategic Area 3 Human Capacity Development (SA3 HCD) team members carry out project activities/technical assistance in the field of Human Capacity Development according to GIZ standards and in close partnership with the Ministry of Environment and Forestry, local governments and other stakeholders in Central Sulawesi, Papua, South Papua and Southwest Papua.
· Support capacity building in the field of Managerial, Vocational and Technical Forestry Management for the staff of the provincial forestry services and other relevant stakeholders (especially for FMU personnel and local communities) in pilot provinces. This capacity building comprises the support of related activities of the forestry services as well as the preparation, conduction of trainings, evaluation, providing professional advice to partners and maintaining its communication.
· Support SA3 HCD team members develop, operationalize and implement strategies to support the development of strategic operations plans and related annual work plans in close collaboration with partners.
· Represent FORCLIME to have coordination with SA3 HCD's working partners especially in Jakarta and Bogor.
· Implement monitoring related SA3 HCD's activities together with the Monitoring Officer.
· In addition, the adviser will support GIZ planning, logistical and administrative matters in Bogor and Jakarta
The Junior Advisor performs the following tasks:
B. Tasks
1. Professional advisory services
- Support the implementation of training management (Training need asssessment, training design, training implementation, training monitoring & evaluation) in forestry sector within project intervention area in Eastern part of Indonesia.
- Support capacity building activities at province and national level includes capacity building within FORCLIME team.
- Support annual working plan development and helps to synchronize it with the counterpart 's plan.
- Support for program coordination with CEFET, local partners (for ex. Local university) and consultants (if needed) in pilot provinces.
- Support implementation the online events (training, workshop, meeting etc.) which are supported by project.
2. Knowledge Management
· Support to Compile/organize data and information, methods and knowledge documentation related to HCD and other activities and ensures knowledge transfer among team members as well as partners.
· Support training reports development and organize database related training which is supported by FORCLIME.
· Ensure the information flow from Strategic Area Manager of HCD and Technical Advisor to relevant project staff and Ministry of Environment and Forestry
· Support lessons learned documentation for SA3 HCD (producing videos, photos, report, and books)
· Write activity sheet and articles related HCD for FORCLIME website.
3. Networking and cooperation
· Cooperate with and maintain regular contacts with the FORCLIME team, working partners and stakeholders in order to enhance and maintain good working relationships and smooth implementation of programme activities.
· Support SAM3HCD to communicate and have working coordination with BP2SDM (include institutions under BP2SDM such as Pusdiklat SDM LHK, Pusrenbang SDM, Puslatmas) and also important partners in MoEF
· Support Implementation of join activities with working partners concerning capacity building efforts (training, workshops, seminars, study tour and other events) on subjects that are related to the programme's field of activities.
· Participate in and/or provide professional inputs to workshops, seminars and other events that are related to the Programme's field of activities.
· Support cooperation with and maintain regular contacts with other relevant GIZ project in order to enhance synergy and maintain good working relationships.
· Support Program Director of FORCLIME on facilitating knowledge management for Cluster areas of Resilient Nature
4. Other duties/additional tasks
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
- § Performs other duties and tasks at the request of the superior
- § Contributes actively to a good working climate and team working within the project.
C. Required qualifications, competences and experience.
- bachelor's degree in forestry, Biology, or related field
Professional experience
- Three years working experience in preferably in the forestry sector.
- Two years experiences on organize trainings.
- Exposure to E-Learning initiatives, relevant online communication systems and multimedia application
- Experiences in GIS or remote sensing is preferable.
- One years' experience in working with international agencies is preferable.
Essential skills, additional competences and other knowledge
· Good working knowledge of lTC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office)
· Extensive knowledge on E-learning software is preferable.
· Willingness to travel regularly.
· Good English skills
· Good teamwork
· Communication and writing skills especially communication with government employee.
