The Forests and Climate Change Program (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, West Papua and Central Sulawesi to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Program Executing Agency.
The Programme's overall objective is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Programme team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".
We seek a qualified Indonesian candidate for:
Junior Advisor on Sustainable Forest Management
A. Responsibilities
The Junior Advisor on Sustainable Forest Management contributes to achieving the overall objectives of the FORCLIME 4.0 program. In this regard, they shall support the coordination of program activities of the FORCLIME project, especially on the Framework of National and Regional Policy (Strategic Area 1), with the program executing agency and its implementing agencies. Furthermore, the responsibilities shall include:
- Assisting in forest and climate change policy development, including biodiversity conservation and forestry planning.
- Developing good communication with the executing agency and strategic partners in implementing project activities.
- Assisting in cross-cutting issues (such as gender, climate change, etc.) and Knowledge Management for the overall program, specifically in mainstreaming the results and experiences within the program executing agency and among all involved institutions and organizations.
- Independently conducting activities within the scope of the cross-cutting issue "Forest and Youth," supporting program activities to include youth within FORCLIME, such as IFSA and other approaches.
- Supporting field activities within the project, depending on the needs of the strategic area manager.
B. Tasks
1. Professional advisory services
- Supporting the principal advisor, strategic area managers, technical advisors, and the senior coordinator within the overall program with their technical tasks through research, monitoring, and evaluation.
- Providing professional support and conducting research about the elaboration of policy recommendations and the development and implementation of forestry strategies.
- Contributing to the preparation and implementation of consultation processes at all levels within the context of strategic forest-related planning processes at the national and provincial levels.
- Contributing to preparing and implementing the coordination process, joint program activities, and work in the context of FORCLIME.
- Coordinating and implementing activities related to the topic "Forest and Youth" within the program scope and depending on available funding.
2. Knowledge Management
- Supporting the Knowledge Management Officer in FORCLIME's IKM system and assisting with website management.
- Ensuring the information flow from Principal Advisors and the Senior Coordinator to the relevant project staff and the Ministry of Environment and Forestry.
- Supporting the management of the project repository database (reports, events, presentations, workshops, meetings, etc.) using GIZ tools/applications (DMS, OnSite, OneDrive, etc.) according to GIZ rules.
- Ensuring all relevant reports, analyses, studies, research, and other documentations are available to the project team and partners as needed.
3. Networking and cooperation
- Supporting the cooperation with and maintaining regular contacts with the program executing agency and its departments, other relevant government agencies at all levels, local communities, relevant local and international organizations, non-governmental bodies, and persons within the program's environment as well as with other projects to enhance and maintain good working relationships and smooth implementation of program activities.
- Supporting the communication and channelling information from the provincial level and aspirations and exchange ideas and information for the benefit of the program.
- Supporting the design, preparation, and implementation of workshops, seminars, and other events on subjects related to the program's field of activities.
- Participating in and/or providing professional inputs to workshops, seminars, and other events related to the program's field of activities.
- Organizing and preparing field trips of associated experts and other project visitors and conducting field visits to relevant provinces and districts in accordance with the requirements of the program, in close consultation with the principal advisors of the program.
- Preparing documentation in English and Indonesian, including translation if required.
- Preparing information, materials, and other support, including research on project-related topics for events or activities on behalf of the Principal Advisor.
- Participating in internal and external (team) meetings and workshops and assisting with preparing and documenting these.
- Assisting in administrative processes of the project as needed and agreed with the Office Manager.
4. Other duties/additional tasks
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
- Performing other duties and tasks at the request of the superior.
- Actively contributing to a good working climate and team working within the project.
C. Required qualifications, competences and experience
- University degree in a relevant specialization and qualification in Forestry/Natural Resources Management/Environmental Management.
- Good overview of forestry and climate change issues.
- Knowledge of relevant Government structures and procedures in the environmental sector.
Professional experience
- Preferably, at least 3 years of experience in a comparable position.
- Experience in project management.
Other knowledge, additional competences
- Very good communication skills in English and Bahasa Indonesia, including speaking and writing.
- Very good working knowledge of IT technologies (related software, phone, email, the internet) and computer applications (e.g., MS Office, MS Teams).
- Demonstrates a willingness and ability to understand and follow GIZ Indonesia's system and procedures.
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
