Lead Advisor (Infrastructure Policy)
Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
The Lead Adviser supports Indonesia's infrastructure sector to identify opportunities for policy coherence and reform that enables high quality infrastructure development and encourages investor confidence. Cross cutting policy areas relating to Environment, Social and Governance (ESG) outcomes, Public Financial Management (PFM) and Climate Change resilience and mitigation will be a core focus in addition to KIAT's technical areas of infrastructure expertise.

About You
Essential
- Educational Qualifications: Degree in a relevant field such as infrastructure, economics, public policy, law or a related discipline.
- Professional Experience: experience in infrastructure policy and planning, and infrastructure funding and financing. Experience in management of international development programs, and advanced executive and project management skills an advantage.
- Research and Strategic Policy Skills: Ability to lead research activities and develop strategic infrastructure policies that align with donor and government objectives.
- Policy and Regulatory Knowledge: Familiarity with infrastructure-related policies, financing and funding modalities, regulations, and best practices at local, regional, or national levels, with applicability to the Indonesian context an advantage.
- Stakeholder Engagement: Demonstrated ability to engage with diverse stakeholders, including government agencies and private sector partners.
- Communication Skills: Excellent written and verbal communication skills, with the ability to prepare clear and concise briefs, reports, and presentations in English. Language skills in Bahasa Indonesia are an advantage.
- GEDSI: Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Remuneration
Based on DFAT standard Aid Adviser Renumeration Framework (ARF) rates (assessed as ARF classification C3). Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
