Background
Yayasan Humanis dan Inovasi Sosial (Humanis) is looking for a communication consultant (one person) for the Global Girls Creating Change project implementation in Indonesia.
The Global Girls Creating Change (G2C2) is a project that aims to foster and elevate a diverse movement of girl-centered climate action to lead, shape, and inform equitable, inclusive climate policies and actions. This is informed by an intersectional climate justice approach, with girls in all their diversity, and in particular girls from marginalized groups disproportionately affected by climate change, at the center. The project is implemented by a consortium of Hivos (lead), Restless Development, and Yayasan Humanis dan Inovasi Sosial (Humanis) with In-County programming in Brazil, Indonesia, Nepal and Uganda.
 
 
Objective
To support young women and girls lead the movement in climate justice, the Global Girls Creating Change (G2C2) project needs a robust communication and campaign strategy to meaningfully engage various stakeholders such as civil society, community, private sector, and government. Humanis is looking for a Communication Consultant (one person) to support the G2C2 team in the project implementation, strengthening the communication and campaign by strategizing, initiating, and facilitating media and general public, targeting 25 media to publish G2C2 news, articles, or both, as well as engaging targeted audience and participating actively in the program.
 
Scope of work
 
The consultant is expected to:
 
  1. Develop and implement effective G2C2 communication and campaign strategies to support the G2C2 Theory of Change and achievements
  2. Develop and apply G2C2 brand guideline, including its visual design representation, to all project's communication products
  3. Ensure the implementation of public and stakeholders engagement events as part of project's campaign and advocacy
  4. Manage the implementation of content creation to support publication, education, and campaign of G2C2 implementing partners in supporting the project Theory of Change
  5. Ensure the media engagement as part of G2C2 campaign and visibility strategy to support the project Theory of Change and whenever possible, to support the national and mainstream media engagement of Yayasan Humanis
  6. Ensure the youth and gender sensitive communication as well as inclusive approach to implement campaign strategy
  7. Provide analysis on the performance of G2C2 communication and campaign strategies, including public and stakeholder engagement, visibility, learning, and evaluation
  8. Other communication and campaign related task to support project Theory of Change that may suitable with the consultant scope of work
  9. Collaborate closely with Humanis' Communication Officer to effectively manage the flow of G2C2 communication and publication across all organizational communication channels.
 
Qualifications and Experiences :
  1. Indonesia individual consultant
  2. Demonstrated understanding of gender dynamics in climate change and the ability to communicate effectively about girls' leadership roles in mitigating and adapting to climate change.
  3. Ability to develop and implement strategic communication plans tailored to engage diverse audiences, including policymakers, activists, media, and the general public.
  4. Proficiency in utilizing various communication channels and mediums, including social media, traditional media, online platforms, and visual storytelling, to effectively convey messages about girls' leadership in the climate movement.
  5. Sensitivity to cultural nuances and the ability to communicate effectively across diverse cultural contexts, ensuring inclusivity and relevance of messaging.
  6. Capacity to work collaboratively with project stakeholders, including media, youth leaders, NGOs, government agencies, and community-based organizations, to amplify the voices of girls in the climate movement.
  7. Ability to develop and implement monitoring and evaluation frameworks to assess the impact of communication strategies on raising awareness, mobilizing support, and fostering girls' leadership in the climate movement.
  8. Strong written and verbal communication skills, including the ability to articulate complex concepts in a clear and compelling manner, and deliver engaging presentations to diverse audiences

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. We work to shape a future worth living in over 120 countries around the world.

Since 2013, GIZ and the International Placement Services (Zentrale Auslands- und Fachvermittlung, ZAV) of the German Federal Employment Agency (Bundesagentur für Arbeit, BA) cooperate in the Triple Win programme for the recruitment of nurses from third countries for placement of work in Germany. 

In Indonesia, the annual number of graduate nurses surpasses the domestic demand on the labour market, and Indonesian nurses show interest in a career abroad. While in Germany, the nursing sector is facing a significant shortage of nurses, which is projected to still grow in the future. 

In July 2021, the Indonesian Migrant Workers Protection Board of the Republic of Indonesia (BP2MI) and the Federal Employment Agency (Bundesagentur für Arbeit, BA) have forged an agreement on the Placement and Protection of Indonesian Health Professional in the Federal Republic of Germany. The objective is to establish a safe, orderly and regular mechanism for the recruitment and placement of Indonesian nurses for work in Germany. The placement agreement is being implemented in cooperation with BP2MI through the Triple Win programme.

We seek one (1) motivated and qualified Indonesian candidate for the following position:

 

Programme Component Manager

 

A.  Core Tasks

You are responsible for the technical, content-related and organisational implementation and substantive further development of one or more components or measures of a commission or project/programme of outstanding importance. You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R.

 

You ensure management of the component(s) and/or measure(s) and of all the related activities, such as the management of subcontractors or appraiser/consultant assignments, in consultation with the programme manager.

 

You manage the staff employed in connection with this/these component(s), bear responsibility for security and crisis management for the staff members for whom you have direct disciplinary responsibility in accordance with GIZ regulations and are responsible for matters related to occupational health and safety law.

 

In consultation with your manager, and possibly with the divisions responsible for specific thematic areas, you liaise with commissioning parties, government bodies and political actors in the country and in the development cooperation community regarding matters in your focal area or sector and support strategic development if necessary.

 

Specific tasks may be discussed and agreed together with your line manager, based on the line manager's right to give instructions. You can use the form 'Arbeitsschwerpunkte' (Main fields of work) to document agreements.

 

You are also responsible for knowledge management, such as training measures, in your thematic area.

 

In your role you assume management responsibility for at least six staff members (in bands 1 to 5), with due regard for P+R and GIZ's applicable HR policies, instruments and procedures. You perform the tasks assigned to you by your line manager, where required.

 

 

B.  Main Activities

·     Overall planning and project management of Triple Win Indonesia programme implementation, in close coordination with the Triple Win Indonesia Country Advisor in Germany, as well as the corresponding employment agency (BP2MI) and Triple Win Germany (GIZ and ZAV); managing day-to-day operation and maintaining a good flow of information between all stakeholders for effective project implementation.

·     Supervision and providing guidance for Triple Win Indonesia pre-departure processes, such as recruitment, language learning, database entries, employer interviews, recognition, visa and departure and the development of ready-to-use strategies and technical concepts, including guidelines manuals and procedures. Coordination / organization of potential visits from and to Germany.

·     Ensuring orderly financial management; planning, monitoring and managing expenditure and costs of Triple Win Indonesia implementation, supervising the procurement of goods and services in accordance with GIZ Guidelines.

·     Disciplinary supervision and coordination of a team of approximately 10 team members of the Triple Win Indonesia operation.

·     Networking, coordination and development of strategic partnerships in the field of labour migration with relevant stakeholders within the scheme of the Triple Win programme.

·     Representing the project at meetings or events with employers, partners, the German Embassy or other national or international organizations.

·     Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028).

·     Perform different duties and tasks as agreed upon with the Programme Manager, which may not be explicitly mentioned in the job description.

 

C.  Qualifications and Specialist Knowledge

  • University degree in project management or quality management, migration, nursing or related field.
  • At least 7 years of work experience in an international environment.
  • Sound experience in project coordination and management in an international context; experience working with GIZ is an advantage; experience of living or working in Germany is an advantage.
  • Strong management, organizational, communication and social skills.
  • Excellent working knowledge of ICT technologies and computer.
  • Sound knowledge in the area of international migration; knowledge of the Indonesian nursing sector and/or German nursing sector is an advantage.

Project HOPE seeks a Technical Director to provide technical leadership and oversight of an upcoming USAID Maternal and Newborn Health (MNH) Flagship project in Indonesia, a five-year, $50-$99.99-million-dollar activity. The MNH Flagship will assist the Government of Indonesia (GOI) in reducing preventable maternal and newborn mortality and achieving the SDG 2030 targets by focusing on strengthening the quality of care and enhancing equity.

 

The Technical Director will be responsible for the overall technical oversight, teams, and conditions of the award and financial compliance of the activity. They are specifically responsible for project implementation that relates to the activity. The Technical Director reports directly to the COP and will take a leadership and managerial role in ensuring technical implementation of high impact, proven interventions, and ensuring the activity meets stated goals and reporting requirements. The Technical Director supports the COP, acts for the COP as needed, and carries out any other tasks assigned by the COP to ensure proper management of MNH activity. They will be responsible for operationalizing all aspects of the implementation of technical activities. The Technical Director is responsible for all operations including administration, logistics, procurement, budgeting, finance and compliance, property, and oversight. The Technical Director must ensure that implementation is in accordance with USG regulations and procedures and the specifications determined in the Cooperative Agreement.

Responsibilities

 

Main responsibilities include, but are not limited to:

 

Technical Leadership and Oversight

1. Provide technical leadership and strategic direction for the project's technical assistance efforts, ensuring the integration, quality and sustainability of interventions

3. Identify appropriate facility and community-based strategies and lead the formulation of innovative approaches to address MNH

4. Oversee efforts to provide mentoring and capacity building at the individual and district level

 

Monitoring, Evaluation and Learning

1. Work with M&E staff to design, implement a plan to track data/results related to MNH to inform adjustments in project implementation

2. Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested

3. Author/co-author abstracts, presentations, and articles for journals and conferences

 

Stakeholder Engagement and Collaboration

1. Foster and maintain excellent relationships with USAID and in-country stakeholders as a representative of the project, and develop rapid responses to requests

2. Collaborate with all local stakeholders and implementing partners, especially Indonesia Government Ministries and other implementing partners, to ensure that all activities conform to requirements and regulations

3. Facilitate the project team's relationship with designated counterparts at USAID, the Indonesian Government Ministries at both provincial and districts levels, private sector partners and other key stakeholders in Indonesia such as NGOs and CSOs, to ensure effective technical assistance

Management

Required Qualifications

 

1. Master's degree or other advanced degree (PhD, MD) in public health; health finance and budgeting; and relevant fields such as development studies, social sciences, management, and others

2. Minimum of ten years' progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value

3. Previous experience working on USG programs or other donor funded programs with similar health objectives

4. Eligibility to play managerial and leadership roles; planning, and decision making.

Project HOPE seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID Maternal and Newborn Health (MNH) Flagship project in Indonesia, a five-year, $50-$99.99-million-dollar activity. Work environment

 

· Typical office environment with exposure to a minimal noise level

· Emergency deployments may be in resource-deprived environments with austere living conditions

· Travel for extended periods may be by air and/or other modes of transportation

· While international travel is not a regular part of every job, programmatic needs may require it intermittently
