Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

In line with these objectives, CHISU Indonesia is set to collaborate with the Ministry of Health (MOH) of Indonesia in various health programs, ones of which are Global Health Security (GHS). Related to GHS, Indonesia is fulfilling the requirements of the International Health Regulations (IHR) 2005, working to improve its ability to handle public health emergencies for emerging infectious diseases (EIDs). As part of this commitment since 2011, Indonesia has issued several national regulations and developed strategic plans to overcome issues related to zoonosis. The Presidential Regulation No. 30 Year 2011 on Zoonotic Control, coordinated by the Kemenko PMK, Coordinating Ministry for Human Development and Culture, calls for the strengthening of cross-sectoral zoonotic control systems, including the synchronization, guidance, supervision, monitoring and evaluation of policies, strategies, and programs. Complementing this, the MoH also has the Action Plan for the Prevention and Control of Vector and Zoonotic Diseases 2015-2019 which covers capacity development, increased surveillance, monitoring, community awareness, technical supervision, and multisectoral coordination. Then, to address these issues in support of advancing the Government of Indonesia's goal of contributing actively to global efforts in preventing, detecting and responding to potential pandemics attributed to biological, chemical and radio-nuclear agents, the Country Health Information Systems and Data Use (CHISU) Project will focus on three main areas: 1) strengthening governance for One Health information systems; 2) improving availability and interoperability of quality data from these systems; and 3)  improving data analysis and use to catalyze improvements in the One Health interventions. CHISU will apply interventions in these three efforts to specific target areas under the Joint External Evaluation (JEE).

 

Additionally, to enhance the contribution of CHISU to the Ministry of Health's efforts in the GHS program, it is recognized that collaboration with an expert consultant actively engaged in these programs is essential. The consultant's role will primarily involve reviewing and analyzing relevant policies and regulations, identifying any existing gaps. Furthermore, the consultant will be responsible for formulating recommendations for the Ministry of Health, presented in the form of a policy brief.

 

Place of Performance: Jakarta, Indonesia

 

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): August 2024 - January 2025.

 

Activity Manager and Reporting Structure: The Global Health Security (One-Health) Policy Consultant reports to the Senior HIS Governance Specialist for CHISU Indonesia.

 

Purpose and Objectives of the Consultancy

The Global Health Security (One-Health) Policy Consultant will be responsible for the following activities related to the programs:

      Systematically identify and catalog all existing GHS-related regulations, guidelines and policies.

      Conduct a thorough analysis of existing One Health policies, guidelines and regulations.

      Identify gaps and challenges of areas for improvement in One Health data management.

       Mapping related stakeholders for One Health implementation.

       Mapping the recommendations for the development of One Health program in Indonesia.

       Develop draft of recommendations into a policy brief.

       Involve in the dissemination of the policy brief in One Health.

       Participate in GHS-related coordination, activities, and/or workshops.

       Conduct focus group discussions (FGDs) and/or in-depth interviews to enrich insights and validation.

       Develop a pre-final policy brief that outlines identified gaps and challenges, proposed solutions, and recommendations for GHS and One Health.

       Collect and organize minutes of meetings (MoM) from the respective discussions on a monthly basis.

       Provide a detailed monthly report on the progress of activities.

December 31 2024

       Complete the finalization of the Global Health Security (GHS) policy brief.

       Develop a dissemination plan for the policy brief.

       Collect and organize minutes of meetings (MoM) from the respective discussions on a monthly basis.

       Provide a detailed monthly report on the progress of activities.

January 31 2025

       Involve in the dissemination workshop for the GHS and One Health policy brief.

       Prepare documentation and a final report on the dissemination of the policy brief for GHS and One Health.

       Provide a detailed monthly report on the progress of activities.

 

Qualifications:

Education:

       Bachelor's degree in public health, medicine, public policy, information technology, or a related field. A Master's degree in global health or public health is considered an added value.

Experience:

       Hands-on experience in implementing, managing, or supporting the regulation and policy in healthcare organizations and/or the public sector.

       Proven experience in stakeholder engagement with government institutions and regulatory bodies.

       Experience in policy and system analysis related to global health security, project management, executing events with multi-stakeholders.

Technical Skills:

       Policy and system analysis.

       Policy brief development.

       Proficiency in project management.

Analytical Skills:

       Strong analytical and problem-solving skills to identify gaps, challenges and issues in GHS and One Health program and develop effective solutions.

       Ability to analyze health information systems and policy to develop effective HIS governance strategies related to GHS and One Health.

Communication Skills:

       Excellent communication skills to interact with policy makers, healthcare professionals, and other stakeholders.

       Ability to translate technical and technological language into understandable language for all of stakeholders.
