Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

In line with these objectives, CHISU Indonesia is set to collaborate with the Ministry of Health (MOH) of Indonesia in various health programs, ones of which are Human Immunodeficiency Virus (HIV) projects. Related to the HIV program, to accelerate towards ending AIDS by 2030 through the fast track 95-95-95 approach, the Indonesian government has formulated the National Action Plan 2020-2024 Prevention and Control of HIV/AIDS and STIs in Indonesia. To address these issues in support of advancing the MOH's goal of achieving and maintaining epidemic control, the Country Health Information Systems and Data Use (CHISU) Project, will contribute through strategic technical assistance for HIV information systems interoperability to improve HIV prevention, case finding, care, and treatment programming to set the stage for advanced analytics. To do so, CHISU will focus on strengthening governance for HIV information systems, improving availability and interoperability of quality HIV data with SATUSEHAT, and standardizing data quality assurance and analysis to catalyze improvements in the HIV continuum of care.

 

Additionally, to enhance the contribution of CHISU to the Ministry of Health's efforts in GHS and HIV programs, it is recognized that collaboration with an expert consultant actively engaged in these programs is essential. The consultant's role will primarily involve reviewing and analyzing relevant policies and regulations, identifying any existing gaps. Furthermore, the consultant will be responsible for formulating recommendations for the Ministry of Health, presented in the form of a policy brief.

 

Place of Performance: Jakarta, Indonesia

 

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): August 2024 - December 2024

 

Activity Manager and Reporting Structure: The HIV Policy Consultant reports to the Senior HIS Governance Specialist for CHISU Indonesia. 

 

Purpose and objectives of the consultancy:

The HIV Policy Consultant will be responsible for the following activities related to the programs:

       Systematically identify and catalog all existing HIV-related regulations and policies at the national level.

       Perform an analysis of the identified regulations and policies to assess their effectiveness, relevance, and alignment with current HIV prevention and treatment needs.

       Research the policy and regulations related to HIV data management including data collection, storage, sharing, and utilization.

       Implement a systematic follow-up process to monitor the progress of each concept and action related to HIV initiatives.

       Collect and organize recommendations from analyses, stakeholder inputs, and best practices to enhance HIV programs.

       Compile the mapped recommendations into a concise and comprehensive policy brief.

       Conducting and formulating monthly report.

       Support other activities as needed related to the HIV program.

       Provide a detailed monthly report on the progress of activities.

       Develop a pre-final policy brief that outlines identified gaps and challenges, proposed solutions, and recommendations for HIV.

       Develop a dissemination plan for the policy brief.

       Collect and organize minutes of meetings (MoM) from the respective discussions on a monthly basis.

       Provide a detailed monthly report on the progress of activities.

December 31, 2024

       Participate in HIV-related coordination, activities, and/or workshops.

       Complete the finalization of the HIV policy brief.

       Involve in the dissemination workshop for the HIV policy brief.

       Collect and organize minutes of meetings (MoM) from the respective discussions on a monthly basis.

       Provide a detailed monthly report on the progress of activities.

 

Qualifications:

Education:

       Bachelor's degree in medicine, public health, public policy, information technology, or a related field. A medical doctor or master's degree in public health is considered an added value.

Experience:

       Hands-on experience in implementing, managing, or supporting the regulation and policy in healthcare organizations and/or the public sector.

       Proven experience in stakeholder engagement with government institutions and regulatory bodies.

       Experience in policy and system analysis related to HIV, project management, executing events with multi-stakeholders.

       Proven experience working with governmental and non-governmental organizations, especially in public health projects.

Technical Skills:

       Strong understanding of HIV prevention, treatment, and data management, including current trends and best practices.

       Excellent research, analytical, and problem-solving skills.

       Ability to work independently and as part of a team, demonstrating flexibility and adaptability in a dynamic environment.

       Familiarity with monitoring and evaluation processes for health programs.

       Policy and system analysis.

       Policy brief development.

       Proficiency in project management.

Analytical Skills:

       Strong analytical and problem-solving skills to identify gaps, challenges and issues in HIV programs and develop effective solutions.

       Ability to analyze health information systems and policy to develop effective HIS governance strategies related to HIV.

Communication Skills:

       Excellent communication skills to interact with policy makers, healthcare professionals, and other stakeholders.

       Ability to translate technical and technological language into understandable language for all of stakeholders.
