Project Description

The United States Agency for International Development (USAID) Collaborative Fisheries Management or "Bersama Kelola Perikanan" Ber-IKAN Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable fisheries management. This five-year project contributes to the 2020-2024 USAID/Indonesia's Country Development Cooperation Strategy (CDCS) and focuses on the following four main objectives:

  1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
  2. Strengthened small-scale fisheries governance.
  3. Increased government and market-based incentives for sustainable seafood products.
  4. Improved protection of Endangered, Threatened and Protected (ETP) marine species affected by fishing practices.

DT Global is supporting implementation of the project under the Prime Contractor, Resonance, along with a cohort of other partners. DT Global seeks a Capacity Building Specialist to lead institutional strengthening and other capacity building activities to strengthen national and provincial governance, ensure adequate government funding of management, and build effective engagement by industry, civil society organizations, and organizations representing small-scale fisheries in co-management.

 

Responsibilities

The Specialist will report to the Ber-IKAN Chief of Party and lead the activities outlined below:

  1. Integrate capacity building strategies across USAID Ber-IKAN objectives and cross-cutting them to help project technical teams develop and carry out effective, content specific, capacity development programs that develop the knowledge, skills, resources, systems, and incentive structures needed to independently sustain improved fisheries management practices among USAID Ber-IKAN stakeholders and beneficiaries.
  2. Serve as the main contact point with the Ministry of Marine Affairs and Fisheries and provincial offices of marine affairs and fisheries to ensure that curricula and modules developed meet government requirements for structure and content across all USAID Ber-IKAN objective and cross-cutting thematic areas.
  3. Proactively engage technical team leads for legal reform and regulatory compliance, small-scale fisheries, private sector engagement, conservation of endangered, threatened, and protected marine species, gender mainstreaming, and surveillance to provide guidance and support in developing and delivering training and capacity development activities in compliance with Ministry of Marine Affairs and Fisheries requirements and regulations.
  4. Provide support to the USAID Ber-IKAN grants team in providing capacity development to grantees and in supporting training delivered by grantees to audiences in their respective areas of work. Recommend and oversee capacity building approaches and strategies in the design and implementation of individual grants program to effectively engage diverse stakeholders and support local organizations, especially new partners, to achieve Ber-IKAN objectives and ensure the sustainability of interventions beyond the life of the project
  5. In support of the above, provide written updates on progress on a weekly basis to the communications program lead for reporting to USAID.
  6. Refine the existing methodology and approach for conducting annual performance-based capacity self-assessments with each counterpart and grantee engaged under the USAID Ber-IKAN grants program and assist grantees in developing and implementing annual capacity improvement plans.
  7. Support the Ber-IKAN implementation team to conduct a capacity assessment on an annual basis.
  8. Design and implement domestic resource mobilization strategies and activities that assist KKP and provincial/district governments to integrate capacity development for improved fisheries management intervention into their annual budgets

 

Qualifications:

Required Minimum Education: BA/BS in a relevant field of study, MS/MA preferred

Required Experience: 5 years of experience working with the Government of Indonesia and civil society stakeholders on capacity development related to environment, conservation, or fisheries projects.

 Knowledge and Skills:

  1. Experience working with the government to implement capacity development projects.
  2. Experience working with and/or knowledge of the requirements of Indonesia's Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan) (KKP) for capacity development efforts including standard structural requirements for curricula, modules, and training.
  3. Understanding of fisheries and issues threatening marine biodiversity such as overfishing, IUU, habitat loss, etc.
  4. Experience working with USAID or other donor-supported programs on community and organizational capacity development.
  5. Familiarity with capacity develop related to gender and socially inclusive implementation approaches.
  6. Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy.
  7. Strong analytical skills and problem solving, including demonstrated ability to effectively communicate strategies or plans to stakeholders and co-workers.
  8. Excellent conceptual, oral, and written communication skills in English and Bahasa Indonesian.
  9. Proficiency in MS Word, Excel, PowerPoint and Outlook required
  10. Proven ability to work under pressure in a fast moving and fluid environment to meet management deadlines.
  11. Fluency in spoken and written English highly preferred.

 

BASE OF OPERATIONS:

The location for this position is Jakarta, Indonesia with travel to USAID Ber-IKAN working areas. The estimated commitment for this position is a one-year fulltime contract with the possibility of extension.

This is a local position and therefore ineligible for USAID allowances.
