DESCRIPTION

PROJECT OVERVIEW
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

JSI is seeking an outstanding Health Program Specialist focusing on Surveillance in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance the host country's capacity to produce high-quality health information, optimally manage this information, and institutionalize evidence-based decision-making. The program works with USAID-supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning to improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.

SUMMARY
The Health Program Specialist on surveillance will provide cross-cutting technical health program support to CHISU Indonesia in activity planning, implementation, and technical documentation for the project. The Health Program Specialist on surveillance will also guide the change management practices in activity implementation at the national and sub-national level. They will work closely with all members of the technical team to support the successful implementation of CHISU Indonesia project activities, providing a clinical and public health lens and perspective. Overall, the Health Program Specialist will be responsible for ensuring that all technical aspects of CHISU's health information systems activities will be in line with the priorities of disease surveillance in the health programs such as Tuberculosis (TB), Maternal Newborn Health (MNH), HIV, COVID-19, One Health, and others. They will also ensure the activity output and results are well framed in the context of their contribution to improving these health outcomes. The Health Program Specialist on surveillance will work under the direct supervision of the Senior Technical Advisor, working closely with CHISU's Technical Specialists and Senior Monitoring and Evaluation Manager for CHISU Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

  • Serve as a cross-cutting link to all CHISU activities to provide a clinical and health programmatic perspective on disease surveillance, ensuring that project HIS activities contribute to outcomes of the key program areas per the project's Theory of Change.
  • Provide overall technical health program guidance to CHISU Indonesia activity implementation, applying a disease surveillance lens to all health information systems activities.
  • Supporting technical team to conduct assessments of existing health information systems in the context of surveillance.
  • Identify gaps and areas for improvement in health information management in surveillance of TB, MNH, HIV, priority zoonotic diseases or related programs.
  • Provide strategic leadership in leveraging health information systems to improve disease surveillance's overall quality and efficiency.
  • Collaborate with healthcare providers, government agencies, and other stakeholders to ensure alignment with broader healthcare initiatives.
  • Engage in partnerships to improve data sharing and integration.
  • Collaborate with health programs to identify areas for quality improvement in disease surveillance, such as using data-driven insights to implement improvements.
  • Supporting and promoting integration and interoperability of data from various sources of surveillance data and information systems, internal and external to the Ministry of Health, into a unified health information system.
  • Provide the clinical or health program perspective in terms of technical assistance support to project activities, assisting the Technical Specialists in the development of technical materials in preparation for activities, and supporting technical documentation of key outputs from the activity.
  • In coordination with the Senior Technical Advisor and COP, serve as liaison for CHISU Indonesia with various technical directorates focusing on health programs within the MOH at the national and subnational level, as well as USAID IPs focusing on health programs to ensure strong flows of information and communication related to health information systems use for improving health programs.
  • Participate in activities related to health information systems governance, data standardization, data analysis, visualization and use, and data quality from a health program lens.
  • Contribute significantly to writing CHISU Indonesia work plans, ensuring interventions proposed will contribute to impacts on health trends, national health programs, and CHISU Indonesia health areas of focus.
  • Contribute significantly to routine activity reporting for review by the Senior Technical Advisor, Senior M&E Manager, and Chief of Party, focusing on demonstrating the link between health information system and digital health impact on health outcomes in Indonesia.
  • Support the Senior M&E Manager in data collection on project indicators in line with the project's Theory of Change, monitoring, evaluation and learning plan and annual work plan, demonstrating the link between CHISU interventions and impact on health outcomes in Indonesia.
  • With the Regional HIS Coordinator and Senior Technical Advisor, provide technical support to the change management process for health programs at the national and subnational level, supporting technical preparation for and advising on key change management activities and documentation.
  • Support the Integration of gender considerations, monitoring & evaluation & learning (MEL), and capacity enhancement in all activities.
  • Support other duties as assigned, in line with strengthening health information systems and use of data in Indonesia to achieve the project's goals and objectives.
  • Stay up to date on current trends and issues in MNH, TB, HIV and other disease surveillance efforts

 

 

QUALIFICATIONS

  • A minimum of a Bachelor's degree in public health, epidemiology or clinical studies, international development, public policy or other relevant academic fields is required. A Medical Doctor or Master's degree is a distinct advantage.
  • At least four years' professional experience with a local or international non-governmental organization providing guidance at a senior level for health service delivery in surveillance or a related field, with a focus on MNH, TB, HIV, and/or OneHealth.
  • Knowledge of health information systems or digital health, especially in Indonesia, is a distinct advantage.
  • Native/Fluent Indonesian and advanced knowledge of English required.


Required Skills/Experience:

  • Knowledge of MNH, TB, and HIV surveillance methods
  • A strong understanding of health service delivery programs and policies for the Ministry of Health and/or sub-national level health offices is required.
  • Familiarity with health systems strengthening and health information system foundations such as regulation, medical standards and health program indicators is required.
  • Strong written and verbal communication skills with the ability to write reports in Indonesian and English are required.


Preferred Skills/Experience:

  • Proficient in packages such as Microsoft Office, Google Workspace, content management systems, Slack, and social media platforms.
  • Experience in using statistical software.
  • Change management understanding is an advantage.
