Yayasan Humanis dan Inovasi Sosial (hereinafter: Humanis), an affiliate organization of Hivos, is a Jakarta-based non-profit development organization that works across the Southeast Asia region. Humanis works with marginalized groups and frontrunners to exercise rights and freedoms, bring about changes, influence decisions and hold those in power to account. As the name itself suggests, Humanis envisions just and sustainable societies in Southeast Asia that fulfill and protect the rights of each individual, as well as respect differences and backgrounds. To achieve our vision, we focus on three impact areas: Gender Equality, Diversity, and Inclusion (GEDI), Civic Rights in the Digital Age (CRIDA), and Climate Justice. Currently, we have ongoing programs in Indonesia, Timor-Leste, the Philippines, and Vietnam
 
Humanis seeks qualified candidates for the position of:

Background
Humanis is implementing Phase II - Accelerating and Strengthening the Advocacy on Anti Sexual Violence Law/ UU TPKS Project (ASAP II), specifically designed to improve access to justice for victims of gender-based violence (and their families) in Indonesia following the enactment of UU TPKS (Anti Sexual Violence Law) and is intended to achieve three outcomes:
  1. Drafted regulations of the UU TPKS (PP, Presidential Decree, and Ministerial Regulation) in government institutions and others;
  2. Strengthened capacity of relevant law enforcers and paralegals in handling anti-sexual violence cases with victim-rights perspectives and approaches;
  3. Increased public awareness of the implementation, practicality, and impact of UU TPKS.
 
Based on feedback from coordination meetings with former partner organizations, one of the project's needs is a context analysis to review the implications of the upcoming change in Indonesian presidential leadership, focusing on the specific policy level that will alter or be introduced (particularly during the first 100 days following Prabowo's inauguration on October 20, 2024, as President and Gibran as Vice President) which It is thought to have an effect on or influence marginalized groups.
 
This context analysis will track and project what Humanis together with the three partners organizations (Perempuan Mahardhika, Forum Pengada Layanan and ICJR) can contribute to prevent, manage, and safeguard victims as stipulated in UU TPKS. The analysis will include social, political, and GEDI analysis, as well as interlinkages with Humanis' impact areas CRIDA (civic rights in a digital age) and Climate Justice.
 
 
Objective
  1. To review the context/situation related to UU TPKS, GEDI issues, and other related issues such as CRIDA and climate justice in relation to the upcoming presidential leadership change;
  2. To map, project, and analyze the trend of GEDI issues, other crosscutting issues such as CRIDA and climate justice in relation to UU TPKS and the upcoming presidential leadership change, and identify how ASAP II can contribute to supporting victims and their families through UU TPKS;
  3. To map and recommend opportunities on the key topics, approach/strategy for ASAP II, including geographical area, potential actors, collaborators, and partners related to GEDI and its cross-cutting issues 100 days after the inauguration of Prabowo (20 October 2024 – 30 January 2025);
  4. To lead and facilitate the dissemination process of the research result involving stakeholders, partners, and relevant institutions/organizations.
 
Scope of work
 
The consultant is expected to deliver the following output:
  1. An Inception report (in Bahasa Indonesia);
  2. The draft of the findings of the study;
  3. Validation workshop;
  4. Bilingual final report of the study (in Bahasa Indonesia and English);
  5. Dissemination of study result activities.
 
 
Qualifications and Experiences :
  • Good understanding, knowledge, and expertise on gender equality, social inclusion, as well as the interlinkage issues such as digital rights and climate justice;
  • Having experience in delivering a similar assignment for the above-mentioned issues;
  • Having knowledge of the Indonesian system and political landscape.

Ethics and Conflict of Interest
The consultant shall comply with the principles stipulated in the Hivos Safeguarding Policy to ensure the assessment processes are promoting and protecting people's health, well-being, and human rights and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures, and activities seeking to address the welfare of staff, partner organization(s), and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation, and applying research ethics that ensure and acknowledge respondents' rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.

  5. Portfolio of similar projects.
