Pangrango Halimun Salak (PAHALA) Project
The Cisadane Hulu watershed in western Java is a national priority area facing significant ecological challenges and is urgently designated for restoration. National Planning Agency data (2018) shows that 21.52% of the land is designated for forest conservation to protect water and soil. However, in recent years, there has been a rapid green land conversion for infrastructure development, including tourism and road construction.
Amplifying these environmental pressures is the lack of knowledge and technical skills among local farmers and small community businesses in managing water resources effectively. Additionally, limited understanding of sustainable agricultural practices further threatens both water quality and the long-term viability of the watershed. Addressing these issues presents a unique opportunity to support restoration efforts, empower local communities, and safeguard vital water resources for the future.
In PAHALA project, SNV in collaboration with local partner, Rekonvasi Bhumi, aims to contribute to integrated water resource management in the watershed area by implementing regenerative practices to maintain soil and water quality and help achieve sustainable water resources.
To ensure effective monitoring, evaluation and decision-making, a comprehensive mapping farmer plots, including demo plot polygons and PES (Payment Environmental Services) participant polygons, are required. Additionally, a landscape project map will be developed, integrating key attributes such as the number of farmers, demo plot locations, unit business locations, and other relevant intervention details
 
 
Activities Objective
The primary objectives of mapping activity are:
 
  • To map at least 650 farmer plots (received seedlings) with a GPS pinpoint location, including 6 demo plots and PES participant polygons (at least 16 hectares).
  • To develop a comprehensive landscape project map with attributes related to project interventions.
  • To provide spatial data to support agroforestry planning, monitoring, and reporting. The consultant will fill the GAP which currently PAHALA needs to portray project to other parties.
SNV will require service provider (individual/team) to deliver the mapping activities portray overall intervention and present to relevant stakeholders.
 
Deliverables
The service provider will support the development of PAHALA project comprehensive spatial maps to visualize PAHALA project intervention and shall submit the following deliverables:

  • Include attributes such as; number of farmers per location, number demo plot's location and types, number of unit business locations, other relevant project interventions
A complete landscape project map in GIS file format (GIS-compatible formats)
*The file format can also be structured to categorize locations separately.

Reporting Line
SNV in Indonesia will coordinate and manage this work through the PAHALA project manager. The selected individual or consulting team will be contracted to SNV, and all results will be submitted to SNV for review and final approval.
Qualification
  • The consultant has a degree in agriculture, horticulture, economics, forestry, information technology, or other related discipline.
  • Proven experience at least 5 years in developing GIS landscape mapping, remote sensing, spatial analysis, and land-use planning
  • Experience in training and capacity-building related to GIS and engagement with local community 
  • Familiarity with agroforestry and Payment for Ecosystem Services (PES) frameworks will be beneficial
  • He/she has a domicile within Java Island.
  • Able to travel to Bogor district (Cigombong and Caringin sub-district) 
Contract Terms
Payment will be made on output-basis against submission and approval of assigned deliverables for the period of service from 10 – 31 March 2025
