- BACKGROUND
Community in NTB province is lacking of resilience due to its high vulnerability to disaster and climate change impacts; and lack of internalization of LCDCR in government policy/planning/budgeting as this is new thing and at early stage of implementation in the province. Firstly, NTB province has vulnerability to climate change impact. NTB province has middle level of disaster risk.1 NTB province is also projected to have the temperature increase by about 1 °C by 2030 and 1.6–2 °C by 2060 and rainfall by 2060 both increase and decrease of up to 5% in December–February.2 Moreover, NTB province is ranked at 8th out of 37 provinces on poverty.3 Currently, 744,690 People or 13, 28% are living in poverty4.
Similarly, East Lombok District is the poorest district in the province (ranked 1st out 10 districts on poverty) and has medium level disaster risk with score about 127,12. Secondly, although there is greatest progress on DRR governance tend to happen at national level, local governments are lacking in their capacity to reduce disaster risks, respond disasters, and recover from the impacts.5 Similarly, existing environmental governance, including climate change sector is ineffective and fragmented (lack of implementing capacity6, coordination,7 and funding8). Currently, the NTB province is developing LCD&CR planning document. The document is expected to be finished and legislated by the end 2023. So, the gap for intervention is how to internalize the LCD&CR planning into relevant and prioritized provincial government agencies.
SCALING-UP GRADUATION & RESILIENCE IN ASIA project is underway in Suela Sub-district, East Lombok District, West Nusa Tenggara (NTB) Province, which aims to improve the well- being of communities living in climate-induced disaster-prone areas in Indonesia as indicated by increased household income and community resilience supported by improved government policies and practices on Low Carbon Development and Climate Resilience (LCD&CR).
Scaling-Up Graduation & Resilience Project implementing, YRII partnered with KONSEPSI to run activities at the community level. However, this team only consists of the Program Manager and Supervisor. The Scaling Up - UPG Program requires intense and effective community mobilization to realize the program outcomes. To maximize the field work, 5 community mobilizations (COMO) will be recruited by YRII through a consultant scheme. Community mobilization consultant will work under coordination of YRII and KONSEPSI during the program period.
- OBJECTIVES
The objective of consultant for community mobilization consultant recruitment for the Scaling-Up Graduation & Resilience project, are:
1. Recruit qualified applicants to become community mobilization consultant for the Scaling Up Ultra Poor Graduation program.
2. Select community mobilization consultant resources as time for program implementation at the Community Level.
- OUTPUT
Recruitment of community mobilization consultant is expected to produce, namely:
1. Identify applicants who meet the requirements to become community mobilization consultant candidates
2. 5 (Five) community mobilization consultants are selected who meet the criteria and qualifications according to program requirements.
- JOB DESCRIPTION
- Conduct rapid rural assessments (RRA and PRA) to map targeted villages, analyze problems, identify potential, and other issues relevant to the program.
- Assist the project assistant and KONSEPSI team in identifying the selection of Rights Holders.
- Conduct field assessments to identify RH needs guided by assessment tools.
- Build good relationships with community leaders, the elderly, village offices and other stakeholders.
- Engage with target communities through regular visits, informal dialogue and other forms of communication.
- Hold community meetings related to program activities.
- Carrying out awareness raising activities for the community that are relevant to the program objectives.
- Facilitate community meetings or workshops to form community organizations including cooperatives, self-help groups, etc.
- QUALIFICATIONS
- University graduate in a relevant field of study.
- Minimum 1-2 years of relevant experience.
- Excellent interpersonal and teamwork skills, working as a team member.
- Strong initiative and self-motivation, with a strong commitment to teamwork and humanity.
- Ability to multi-task with competing demands under tight deadlines and work under pressure.
- Computer literate (Microsoft Office)
- Fluent in Indonesian and local languages.
- Have a strong interest in development work with respect for confidentiality and commitment to YRII overall goals and objectives, including gender, equality and equal
opportunities in all aspects of YRII work.
- TIMELINE
The community mobilization consultant will work for 6 months, starting from 2 May 2025 to 31 October 2025.
- CONTRACT MECHANISM
The agreement is made for a period of every 6 months as a consultant, and can be extended after a break of 1 week according to the assessment results.
