The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The program "Clean, Affordable and Secure Energy for Southeast Asia" (CASE) aims to drive change in the power sector in Southeast Asia (SEA) towards increased ambitions about climate change. It focuses on the four main SEA countries, Thailand, Indonesia, Philippines and Vietnam, and includes both national and regional activities. It is funded by the German Federal Ministry for Economic Affair and Climate Action (BMWK).

Anchored in Indonesia with the political partner "Ministry of National Development Planning" (PPN/Bappenas) specifically at the directorate of Electricity, Telecommunications and Informatics/directorate of Director of Transmission, Power, Aerospace and Space, and implemented by GIZ Indonesia and Institute for Essential Services Reform (IESR) with further support from international partners Agora Energiewende and New Climate Institute, CASE will propose evidence-based solutions to the challenges met by decision-makers in the design and implementation of the energy system of the future and build societal support around those solutions. However, CASE Indonesia also has a close coordination with the other CASE countries in SEA (Thailand, Philippines, and Vietnam).

The overarching programme goal of CASE is to shift substantially narrative of the direction of the energy sector in SEA towards an evidence-based energy transition (ET), aiming to increase political ambition to comply with the Paris Agreement through the following outputs:

  • Output I: Research and Evidence: The evidence base for an energy transition in Southeast Asia is improved.
  • Output II: Transparency and Mapping: Transparency and coordination of activities related to energy transition is strengthened to maximize synergies.
  • Output III: Dialogue (non-energy sector): The dialogue on energy transition within government (and public) bodies is improved.
  • Output IV: Technical Assistance (energy sector): Capacities of key energy sector stakeholders on energy transition are strengthened.
  • Output V: Promoting public discourse: A public discourse on energy transition is established.

To support the thematic area, we seek one (1) motivated and qualified Indonesian candidate for:

Trainee on Clean, Affordable and Secure Energy in Southeast Asia (CASE for SEA), Sustainable Energy Finance


A.  Responsibilities

The traineeship is to support the implementation of CASE for SEA programme activities in Indonesia on the topic of sustainable energy finance aligning with CASE mandate to foster synergies between regulators, private sector stakeholders, and financiers, both from energy and non-energy sectors. Day-to-day responsibilities include knowledge building and exchange activities, communications and coordination, administrative tasks related to implementation, and support for project management tasks. The traineeship will provide benefits to deepen the trainee's knowledge, networks, and skills on topics related to national energy transition efforts and practical experience on the working environment in international cooperation. It can also broaden his/her understanding on energy transition and related sustainable energy finance topics in Indonesia and the ASEAN region.

Under direct supervision of GIZ Advisors, the trainee shall support the preparation and implementation of CASE for SEA programme in Indonesia, specifically the sustainable energy finance pillar. The support will be needed for:
  • Activities supporting Indonesian Government partners to de-bottleneck financing for Indonesia energy transition through improving access to finance, diversifying sources of finance and linking sources to potential renewable energy and energy efficiency project proponents (e.g., through matchmaking and dialogues), as well as supporting the enactment of a sound policy and regulatory landscape.

B.  Tasks

The Trainee will learn and support the following tasks: 

Support for the Mini Research and Knowledge Management:

  • With the CASE Indonesia team, support the mini-research and knowledge building exercises (e.g., desk reviews) on topics related to sustainable energy finance such as energy transition financing framework, financial derisking of renewable energy, carbon finance, financing schemes of RE and EE, and/or topics related to studies under CASE Indonesia. The approach to the mini-research should be treated as the traineeship's final output.  
  • Assist the CASE Indonesia sustainable energy finance team in updating relevant data and supporting documents for activity implementation, as well as collaborating with other GIZ projects or other donors.
  • Support the coordination with the communications team in supporting materials for knowledge products or content related to the Sustainable Energy topics;

Support for Stakeholder Engagements and Workshops/Dialogues/Forums

  • With the CASE Indonesia team, support activities in partnership/in support of private sector stakeholders/associations, financial institutions, regulators/policymakers, private investors, international financiers (e.g., philanthropies), donors and MDBs, as one of CASE for SEA programme in Indonesia mandate in the context of sustainable energy finance. The types of activities include: investment forum, matchmaking activity, workshop, and focus group discussion.
  • Preparing minutes of meetings and assisting regular discussions within CASE for the SEA programme, and engagements with stakeholders relevant to the CASE sustainable energy finance pillar and GIZ Indonesia-ASEAN SEF thematic pillar's activities;
  • Support the team in designing and implementing events such as forums, workshops, trainings, and dialogues, including the events' implementation and preparation, communications and coordination, and assistance on administrative tasks such as letters, etc.
  • Support the team in arranging post-event reporting and materials for results-based monitoring.
  • Assist the team in performing administrative duties and performing tasks.

C. 
Required qualifications, competences, and experience.
  • Bachelor's degree or final year master's student in economics, public policy, public administration, business administration, sustainable development, public finance, international relations, environmental sciences;
  • Basic knowledge and familiarity on sustainable energy finance and energy transition issues particularly in Indonesia;
  • Basic knowledge/awareness in Energy Efficiency and Renewable Energy Financing issues in Indonesia;
  • Experiences in conducting research, working on event management, and working on data analysis;
  • Experience in government relations and working in international development organisations will be an advantage.
  • Good communication, organizational and project management skills.
  • Good command of Ms. Office (Excel, PowerPoint, Word).
  • Proficiency in English and excellent writing skills.
  • Ability to work in a team and to adapt to an international working environment.

Duty Station: Jakarta
Working Hours: 5 working days per week, 8 working hours per day
Expected Joining Date: 1 July 2025 to 31 December 2025 (6 months)
