Background
Yayasan Humanis dan Inovasi Sosial (Humanis) is a locally rooted, independent foundation working to advance social and environmental justice by empowering marginalized and vulnerable groups. Humanis operates across three core impact areas: Gender Equality, Diversity & Inclusion (GEDI), Climate Justice, and Civic Rights in a Digital Age.
Following the conclusion of its 2022–2026 Strategic Plan, Humanis is embarking on a new strategic planning process to guide its direction and priorities over the next five years. The 2027-2031 Strategic Plan will be developed through an inclusive and participatory process involving internal staff, management, board members, and external stakeholders, including partners and donors.
To facilitate this, Humanis seeks a qualified Team of Consultants to design and lead the process and produce a comprehensive strategic plan document.
Objective
The objective of this consultancy is to:
- Develop the Strategic Plan 2026–2031 that reflects Humanis' vision, mission, values, programming priorities, and organizational development strategies.
- Facilitate inclusive consultations with internal and external stakeholders.
- Provide a strategic framework that is responsive to current and emerging social, environmental, and civic challenges
- Strengthen Humanis' strategic positioning, sustainability, and impact over the next five years.
Scope of work
The consultant team will:
- Review internal documents (e.g., the 2022–2026 Strategic Plan, program evaluations, organizational assessment reports, etc.).
- Design and facilitate consultation processes with:
- Humanis Management Team (MT) and staff
- Board members
- Key partners and allies
- Donors and relevant stakeholders
- Analyze insights and synthesize input into a coherent strategic framework.
- Draft, refine, and finalize the Strategic Plan document in close coordination with Humanis.
Qualifications and Experiences :
The ideal team of consultants should possess the following capacities and composition:
- A Team Lead with demonstrated experience in facilitating strategic planning processes for civil society organizations
- Expertise in gender equality, climate justice, civic space, and organizational development
- Strong skills in participatory methodologies, stakeholder engagement, and political-economy/context analysis
- Strong facilitation, analysis, writing, and synthesis skills.
- Proven track record in producing high-quality strategic or policy documents
- Strong writing and communication skills in English; ability to work in Bahasa Indonesia is an asset
- Knowledge of the socio-political context in Southeast Asia, particularly Indonesia, Timor-Leste, and the Philippines
- Experience working in or with Southeast Asia-based civil society is a strong advantage.
- Preferably includes team members with expertise in Theory of Change, Monitoring & Evaluation (MEL), and knowledge management
- Team should be able to work remotely and travel (if needed) for stakeholder engagement sessions

The consultant shall comply with the principles stipulated in the Humanis Safeguarding Policy to ensure the assessment processes are promoting and protecting people's health, well-being and human rights, and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures and activities seeking to address the welfare of staff, partner organization(s) and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation and applying research ethics that ensure and acknowledge respondents' rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.
