The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis.

Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.

Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".

 

We seek a qualified Indonesian candidate for: 

Advisor (Beneficial Owner Transparency) 

A.    Core Tasks 

In your role, you are responsible for technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission's outcomes. 

In addition, you contribute to the conceptual design of the project, in particular its modification of realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. 

In coordination with the country director and your line manager, you also use your contracts for the acquisition of contracts on behalf of the company. 

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required.  

B.    Main Activities 

  • Serve as the main liaison between implementing partners, funding institutions, and government counterparts to ensure coordination and alignment with project objectives
  • Advise the KPK and other relevant agencies on integrating Beneficial Ownership (BO) data into forest licensing, monitoring, and enforcement processes
  • Facilitate inter-ministerial coordination between the Ministry of Law, KPK, Ministry of Forestry, and other sectoral ministries to develop and implement Beneficial Ownership (BO) data sharing and use
  • Support KPK and partner institutions in using Beneficial Ownership (BO) data and AI-based analysis to strengthen research and corruption prevention in the forestry, peatland, and mangrove sectors
  • Develop and disseminate policy guidelines, technical notes, and recommendations to institutionalize Beneficial Ownership (BO) data use in sustainable forest and environmental governance
  • Promote collaboration and knowledge exchange among relevant government institutions, civil society, academia, and subnational governments in Riau, Kalimantan, Sulawesi, and Tanah Papua
  • Monitor, evaluate, and report project progress, capturing lessons learned, best practices, and results related to Beneficial Ownership (BO) data integration and transparency outcomes
  • Represent the project and promote results in national and international forums on transparency, integrity, and natural resource governance 

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description  

C.    Qualifications and specialist knowledge

 Qualifications

  • Bachelor's or master's degree in law, Public Administration, Economics, Political Science, or a related field
  • At least 7–10 years of relevant experience in Governance and transparency, especially beneficial ownership (BO) disclosure systems
  • At least 5 years of proven experience working with ministries of environment, forestry, investment, or anti-corruption commissions
  • Preferred experience: Involvement in developing or implementing beneficial ownership registries or transparency regulations
  • Demonstrated understanding of forestry, environmental governance, or natural resource management, particularly in relation to transparency, licensing, or beneficial ownership data
  • Strong professional network with government agencies, civil society, international organizations, and private sector actors; skilled in facilitating multi-stakeholder collaboration
  • Excellent written and verbal communication, interpersonal, and presentation skills in English and Bahasa Indonesia.
  • Willingness and ability to travel frequently to project sites across Riau, Kalimantan, Sulawesi, and Tanah Papua
  • Proven track record in project management, policy development, or program implementation in the forestry or natural resource sector.
  • Experience in stakeholder engagement and multi-sectoral coordination, including public-private partnerships
