The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its objective is to improve people's living conditions on a sustainable basis.

Forest and Climate Protection project (FORCLIME) supports the Government of Indonesia in its endeavour to mitigate the effects of climate change through forestry sector reform, capacity development and implementation of best management practices for sustainable forest management and biodiversity conservation. Field-based activities are being supported in selected districts of the provinces of Papua, Southwest Papua and Central Sulawesi (Lore Lindu Biosphere Reserve) to Reduce Emissions from Deforestation and Degradation ("REDD" activities) and develop a forest-based bioeconomy. FORCLIME is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ (German International Cooperation) with the Indonesian Ministry of Forestry as the Project Executing Agency.

Overall objective of FORCLIME is to reduce greenhouse gas emissions from the forest sector while improving the livelihoods of Indonesia's poor rural communities in Eastern Indonesia. To achieve this goal, the Project team assists the Indonesian Government and provincial authorities in designing and implementing legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level. Support to mobilize climate finance for forest resource management are a feature of the programme, providing decision-makers with experience of how REDD can be implemented "on the ground".

 

We seek a qualified Indonesian candidate for: 

Advisor (One Map Policy)  

A.    Core Tasks 

In your role, you are responsible for technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission's outcomes. 

In addition, you contribute to the conceptual design of the project, in particular its modification of realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. 

In coordination with the country director and your line manager, you also use your contracts for the acquisition of contracts on behalf of the company. 

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required.  

B.    Main Activities 

  • Serve as the main liaison with key partner ministries and agencies, maintaining regular communication and ensuring smooth coordination and alignment of project activities at all levels
  • Provide strategic advice and coordination to national and subnational stakeholders (e.g., STRANAS PK, Coordinating Ministry for Economy, Ministry of Forestry, Geospatial Information Agency (BIG), and other relevant sectoral Ministries, Bappeda, etc.) to expand and operationalize the One Map Policy in target provinces and ensure alignment with FORCLIME's objectives
  • Identify and analyse overlapping land-use licenses (forestry, mining, plantations, conservation) and advise on corrective actions to improve spatial data accuracy, integrity, and transparency
  • Promote and mainstream project results and lessons learned within executing and implementing agencies (e.g. KPK, STRANAS PK, Ministry of Forestry) through structured knowledge sharing and peer learning mechanisms
  • Build capacity of local governments to strengthen spatial governance
  • Facilitate collaboration and partnerships with civil society organizations, local communities, universities, and research institutions to foster inclusive participation and technical innovation
  • Support policy research and data innovation with KPK and STRANAS PK, including AI-based analyses to detect corruption risks in forest, peatland, and mangrove management, and prepare technical reports and presentations
  • Assist in project planning, monitoring, and quality assurance, including the organization of steering and technical meetings, and ensure project activities are in line with national priorities and sustainable development goals 

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description  

C.    Qualifications and specialist knowledge 

Qualifications

  • Bachelor's or master's degree in Forestry, Environmental Management, Spatial Planning, Geography, Law, Public Administration, Political Science, or a related field
  • At least 10 years of progressive professional experience in policy advisory, coordination, or program implementation related to spatial governance, forest management, anticorruption, or transparency
  • At least 5 years of Proven experience working with or supporting KPK (Corruption Eradication Commission), law enforcement, or other regulatory and oversight institutions
  • Demonstrated experience in One Map Policy implementation, spatial data analysis, or management of overlapping land-use licenses in forestry, mining, or plantation sectors
  • Deep understanding of Indonesia's forest governance framework, licensing systems, beneficial ownership data, and sustainable land-use management
  • Strong professional network with government agencies, civil society, international organizations, and private sector actors; skilled in facilitating multi-stakeholder collaboration
  • Excellent analytical, writing, and presentation skills in Bahasa Indonesia and English, with the ability to convey complex policy issues clearly to diverse audience
  • Willingness and ability to travel frequently to project sites across Riau, Kalimantan, Sulawesi, and Tanah Papua
  • Proven record in project management, policy development, and monitoring, including facilitating steering committees, knowledge-sharing events, and peer-learning activities
